The Oregon State Hospital (OSH) is seeking a skilled and analytical Fiscal Analyst to join our team. In this role, you will provide critical financial guidance to hospital leadership through comprehensive fiscal and policy analysis. You will support key organizational functions including contract review, position management analysis, fiscal reporting, budget development, and system improvement.
As a Fiscal Analyst, you will monitor, control, and forecast financial activity across OSH, including supplies, services, capital assets, and personnel services for approximately 3,000 positions. Your expertise will directly influence resource allocation, contracting decisions, and hospital financial procedures.
This position collaborates closely with senior fiscal analysts to identify and develop policy improvements that strengthen financial management and budgeting practices. These policies ensure compliance with federal regulatory requirements, alignment with the Oregon Accounting Manual and legislative intent, and support the successful development, execution, and oversight of the OSH budget.

What We Are Looking For
Minimum Qualifications: These qualifications must be reflected in your application for consideration.
- Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system, OR
- Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information, OR
- Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.
Note: A bachelor's degree in business, public or non-profit management, finance, accounting or a related degree (such as public policy, political science, public administration, economics or other analytical or technical degree) may substitute for three years of the required experience. A graduate-level degree in any of the above areas may substitute for four of the five years.

- Experience working with Power BI and extensive experience and ability working with Microsoft Excel, specifically financial data, reporting and analysis.
- Experience working with relational databases, data warehouses and data marts.
- Experience using business intelligence tools to provide actionable insights that support strategic decision making.
- Experience forecasting complex operational costs.
- Proficiency in developing dashboards and presentation materials
- Experience developing financial projections in government and clinical or hospital settings.
- Proficiency in maintaining and publishing dashboards, reports and presentations.
- Experience using command line accounting systems.

- The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%. For more information, see the Classification and Compensation page.
