Job Description:

The Emergency Management & Business Continuity (EMBC) Program Manager Complex leads highly complex, multi-site efforts to ensure preparedness, resilience, and coordinated response to disruptions and disasters across acute and ambulatory care settings. This role is responsible for oversight and integration of emergency management and business continuity programs for a major campus, multiple campuses, and/or a market with significant operational complexity, stakeholder breadth, and response coordination responsibilities.

The Program Manager Complex provides advanced program leadership across a broad network of internal and external stakeholders, including hospital and ambulatory leaders, administrators, community response partners, and regional/system teams. This role supports care settings that may include one or more of the following distinguishing characteristics: Level 1 Trauma designation, market-level emergency preparedness responsibilities, leadership of a campus central to market response, extensive partner engagement, and mentorship of EMBC team members or less experienced program staff.

This position strengthens enterprise readiness by integrating emergency management and business continuity strategies across high-acuity, high-visibility, and operationally complex environments. The role typically functions within a matrix reporting structure with strong collaboration across campus, market, and system leadership.

Essential Functions

  • Leads the Emergency Management & Business Continuity Program for a highly complex campus, multiple campuses, and/or market, ensuring coordinated implementation across acute and ambulatory care settings.
  • Provides oversight for sites with heightened operational complexity, including campuses with Level 1 Trauma designation, centralized market response responsibilities, significant patient volume, multiple clinical service lines, and or broad geographic coverage.
  • Leads governance structures such as the Emergency Management Committee (EMC) and other preparedness forums to establish strategy, priorities, policies, plans, and performance expectations across complex care environments.
  • Leads an EMBC committee such as the caregiver engagement committee
  • Manages implementation of the four phases of emergency management (mitigation, preparedness, response, and recovery) through multidisciplinary leadership, stakeholder alignment, and program management.
  • Ensures integrated emergency management and business continuity planning across hospitals, ambulatory clinics, and supporting departments, with attention to interdependencies, escalation pathways, and coordinated recovery priorities.
  • Conducts and oversees complex risk, hazard, and business impact assessments with leaders across multiple entities or campuses to identify critical functions, vulnerabilities, and continuity requirements.
  • Develops, maintains, and standardizes Emergency Operations Plans (EOPs), Business Continuity Plans (BCPs), downtime plans, and associated policies/procedures for large, high-impact care settings and/or market-based operations.
  • Leads or coordinate campus- and market-level training, drills, exercises, and after-action activities, ensuring preparedness across diverse teams and validating capabilities for high-consequence events.
  • Supports incident command preparedness and activation, including role clarity, integration of acute and ambulatory operations, coordination with market structures, and support for sustained incident management.
  • Serves as a key emergency preparedness liaison to community partners, including emergency management agencies, EMS, fire, law enforcement, public health, healthcare coalitions, and other external stakeholders.
  • Represents the organization in local, regional, and market-based emergency preparedness committees, coalitions, and planning groups, ensuring alignment of organizational and community response strategies.
  • Supports or coordinates specialty preparedness functions relevant to a complex campus environment, such as decontamination readiness, trauma surge coordination, mass casualty preparedness, and continuity support for essential support services.
  • Provides mentorship, guidance, and subject matter support to EMBC coordinators, program staff, or local site-based personnel, helping strengthen consistency, capability, and professional development across the team.
  • Supports market-level emergency management and business continuity initiatives, including cross-campus coordination, standardization, operational escalation, and regional response integration.
  • Leads or support incident response and recovery efforts for high-impact events, including complex or prolonged incidents that require multi-site coordination, executive communication, and structured improvement planning.
  • Translates regulatory and accreditation requirements into practical operational expectations across large and complex care delivery environments.
  • May be required to participate in regular on-call shifts and must be able to work on short notice (including nights, weekends, and holidays) during incidents or activations.

Minimum Qualifications

  • Demonstrated experience managing preparedness and response in a complex environment.
  • Demonstrated experience coordinating with senior operational leaders.
  • Working knowledge of emergency management and/or business continuity principles, including emergency operations planning, incident command, hazard vulnerability analysis, and continuity planning.
  • Demonstrated ability to support healthcare incident command in complex environments
  • Completion of the FEMA Professional Development Series or within one year of hire
  • Completion of Homeland Security Exercise and Evaluation Program (HSEEP) training or within one year of hire
  • Robust experience in Emergency Management, Business Continuity, healthcare preparedness, safety, operations, or related field

Preferred Qualifications

  • Bachelor’s or Master’s degree in Emergency Management, Healthcare Administration, Public Health, Business, or related field
  • Two years of experience working in Emergency Management
  • Prior experience supporting or leading complex, multi-site, campus-wide, or market-level preparedness programs
  • Previous incident management experience in any role; experience in complex incident command environments
  • Emergency Management certification (e.g., CEM, CHEC)
  • Business Continuity certification  (e.g., CBCP, Adaptive Business Continuity)
  • Healthcare provider training (EMT, Paramedic, RN, etc.)
  • Strong preference for healthcare operations experience involving:
    • collaboration with acute and ambulatory leaders
    • support of clinical and operational strategies
    • implementation across multiple entities or campuses
    • measurement of preparedness and continuity outcomes

Physical Requirements

  • Ongoing need for employee to see and read information, labels, monitors, identify equipment and supplies, and be able to assess customer needs.
  • Frequent interactions with customers that require employee to communicate as well as understand spoken information, alarms, needs, and issues quickly and accurately.
  • Manual dexterity of hands and fingers to manipulate complex and delicate equipment with precision and accuracy. This includes frequent computer, phone, and cable set-up and use.
  • Expected to lift and utilize full range of movement to transport, pull, and push equipment. Will also work on hands and knees and bend to set-up, troubleshoot, lift, and carry supplies and equipment. Typically includes items of varying weights, up to and including heavy items.

For roles requiring driving: Expected to drive a vehicle which requires sitting, seeing and reading signs, traffic signals, and other vehicles.

The hourly range for this position is listed below. Actual hourly rate dependent upon experience.
