Job Description
What is the opportunity?
You will be responsible for thought leadership, design, execution, reporting, and oversight of the Operational Resilience Business Continuity and Incident Management Team for RBC’s Canadian Personal & Commercial Banking businesses. You will ensure the segment’s ability to prevent, detect, respond to, recover from, and learn from operational disruptions while maintaining delivery of the most critical operations for our clients, in compliance with OSFI’s Operational Resiliency requirements (Regulation E-21). This role is responsible for ensuring all PB & CB teams’ Business Impact Assessments (BIA’s) are maintained, and Business Continuity Plans (BCP’s) are in place to minimize the impact of disruptive events. This role is responsible for developing the incident management program across both segments, and ensuring teams are engaged and aware of their responsibilities in the event of an incident. You will ensure alignment with senior management, all lines of business (LOB) and the second line of defense teams. You will also maintain a governance monitoring mandate that will ensure appropriate risk mitigation strategies are established, such that all stakeholders understand their accountabilities in being compliant with applicable regulatory requirements, internal Key Risk Indicators (KRI’s) and Risk Appetite Measures (RAM’s) related to Operational Resilience.
What will you do?
- Maintain the inventory of PB&CB Business Impact Assessments (BIA’s) including recovery time objectives for all critical processes
- Threat Risk Assessment: Evaluate the likelihood and impact of potential disruptions across geographies
- Business Continuity Planning: Develop and maintain comprehensive BCP’s addressing loss of premises, technology, people, and third parties
- Exercise & testing: Parter with key business stakeholders and the Integrated Scenario Testing team to coordinate annual exercise programs (recovery, tabletop, contact) with increasing complexity and coverage
- Ensure BCRM requirements as outlined in the RBC enterprise standard are executed successfully and on time
- Responsible for execution of Incident Management protocols (e.g. post-incident reviews and implementation of action plans) and coordination with Crisis Management Teams as needed
- Execute training and awareness programs to support and uplift a BCM and risk aware culture across PB & CB and ensure strong incident response capabilities
- Understand operational risks facing financial services and RBC, proactively engage risk experts to gain a perspective on the ability of CB to prepare for and respond to disruptions
- Leverage enterprise & segment tools to ensure the implementation of risk identification, assessment and analysis, and align reporting with operational resilience requirements and areas of continuity risk
- Work with Operational Risk colleagues and experts to develop a comprehensive perspective of operational resilience and engage relevant partners to ensure a coordinated and holistic approach to addressing resilience
- Leverage enterprise & segment tools to ensure the implementation of risk identification, assessment and analysis, and align reporting with operational resilience requirements and areas of continuity risk
- Create data-driven insights to provide valuable and actionable reporting to 1st line of defense senior management and enterprise partners, and ensure regulatory requirements, expectations, notifications are complied with
- Act as a subject matter expert for PB&CB Operational Resilience, Business Continuity Management and Incident Management, supporting any regulatory exams and audit reviews as they arise
What do you need to succeed?
Must-have:
- 10+ years of related experience, including strong knowledge of Operational Risk, experience in Operational Resilience, and OSFI regulatory requirements
- Strong knowledge of Business Continuity Management, regulatory requirements and best practices regarding BCM, IMT, and crisis management
- Proficient in risk management methodologies, deployment and execution of policies and procedures
- Outstanding communication skills: Clear, concise, and direct in both verbal and written communications; ability to take complex problems/ideas and explain them in plain language
- Highly experienced in creating senior executive-level presentations, reporting and materials
- Excellent interpersonal skills, with the ability to build strong relationships with internal and external stakeholders; ability to impact & influence stakeholders across RBC
- Solid understanding of Canadian Banking services and processes and experience in implementing appropriate control frameworks for effective risk mitigation
- Experience working in a complex, matrix environment and managing diverse stakeholders
- Ability to learn quickly, navigate ambiguity, and drive results at pace
