Description of Work

The Deputy Director supports and assists the Division Director in providing operational and technical strategic leadership and management to the Division of Water Resources. This position participates in the development, communication, and implementation of strategic plans to guide staff in the administration of the division.

The Deputy Director provides direction to the Section Chiefs under their oversight and other subordinate staff to ensure accomplishment of DEQ and Division goals including fulfillment of federal grant commitments; ensuring general management of day-to-day activities; addressing priority issues of the Secretary’s Office, legislative members, and/or the public. The position ensures progress toward longer term programmatic or management goals and ensures budget and personnel issues are properly managed at the Division level.

Other Key Responsibilities:

~ Plan and manage programs within established statutory and regulatory requirements.

~ Establish and approve policy or procedures to best improve business processes.

~ Provide guidance on personnel activities including salary administration activities, division position reclassification requests, and other human resources related projects.

~ Assist Department in establishing legislative priorities and strategies that meet the criteria of DEQ’s core mission.

~ Prepare and furnish information for the development, revision or modification of new or existing laws relating to the responsibilities of the Sections.

~ Administers funds from numerous state and federal sources ensuring the most effective use.

~ Review expenditures and make budget amendments as necessary.

~ Evaluate objectives, activities, outputs and outcomes to improve the functioning of the Sections managed.

This position is designated as Emergency and Essential.

The Division of Water Resources

The Division of Water Resources’ (DWR) mission is to protect the state’s water supplies, drinking water and foster stewardship of this natural resource for use by current and future generations of citizens. The DWR is comprised of six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; NPDES Permitting; Water Planning; and Administrative Services.

Water Quality Regional Operations consists of seven regional offices focusing on the protection and enhancement of the state's surface water and groundwater. The Water Sciences Section supports the division through chemical laboratories in Raleigh and Asheville, NC, and biological laboratories in Raleigh. The Public Water Supply Section promotes public health by ensuring that safe, potable water is available in adequate quantities to the residents and visitors of North Carolina. The Water Quality Permitting Section is responsible for: permitting and compliance for wetlands and stream impacts including waterside buffer protection; permitting for non-discharge operations and animal feed operations.  The NPDES Permitting Section is responsible for: implementing state and federal permitting and compliance programs for point source wastewater treatment; the administration of the federal pretreatment program for industrial wastewater going to municipal treatment facilities; permitting for the operation and maintenance of sewage collection systems.  The Water Planning Section develops standards, rules and management strategies to protect water quality, carries out water supply planning, provides guidance to local water systems and monitors drought conditions. Administrative Services supports the Environmental Management Commission, and division staff in areas of purchasing, grants/contracts management, budget, IT, and human resources.

Minimum Education and Experience

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and seven years of progressive experience in environmental work including two years in a supervisory capacity; or an equivalent combination of education and experience.

A valid driver’s license is required.
