Job Summary

Position Definition
Under general supervision, identifies, inspects, appraises, and documents real property — residential, commercial, or multi-family, per assignment — to determine value for ad valorem tax purposes, in accordance with Oklahoma statutes, Oklahoma Tax Commission (OTC) rules, International Association of Assessing Officers (IAAO) standards, and Assessor office policies. Duties include physical inspection and documentation of property characteristics, application of the three approaches to value, and defense of rendered values through the protest and appeal process.

This job description may be updated at any time to accommodate evolving requirements and responsibilities of the Assessor's Office.

All Assessor Employees are expected to:
• Work independently, and in a team with tact, support, and cooperation for customers, co-workers, and supervisors.

• Perform other duties as assigned, assist in all functions of the office, and train co-workers.
• And be aware that work may be occasionally required outside normal business hours, and time off may be discouraged during certain customer-support periods.

As this is a public office, and due to conflict-of-interest concerns, all employees of the Tulsa County Assessor's Office must place any real estate license in an INACTIVE status while employed here, or as soon as any current transactions are completed.

Job Description

Examples of Work Performed

  • Identify, locate, inspect, measure, and document real property to confirm and update physical attributes and characteristics.
  • Photograph exterior views and document properties within assigned cyclical inspection areas, using photo comparison, aerial photography, change-detection software, and other technologies to identify changes to physical attributes.
  • Evaluate new plats and assign value to vacant land.
  • Enter parcel and property data into appraisal applications; analyze data against valuation and modeling standards.
  • Assist with analyzing mass appraisal modeling data using Power BI and other technologies.
  • Maintain current knowledge of economic conditions affecting real property value.
  • Maintain files to defend and support rendered values.
  • Conduct informal protest and formal Board of Equalization appeal hearings for contested values.

Required Qualifications, Skills, Knowledge, and Abilities

  • Ability to interact with all customers and co-workers in a supportive, professional manner.
  • Ability to engage taxpayers at their location, present credentials, explain the purpose of the visit, and gain cooperation.
  • Attain knowledge of Oklahoma statutes, Oklahoma Tax Commission (OTC) rules, IAAO standards, Assessor office policies, departmental procedures, and the appeals process affecting real property appraising.
  • Upon hire, achieve mastery of the three approaches to value in appraising real property (cost, sales comparison, and income/direct income).
  • Attain ability to present and defend values before the Board of Equalization.
  • Attain a working knowledge of mass appraisal modeling.
  • Must be able to safely operate a motor vehicle in all driving conditions.

Education and/or Experience

Bachelor's degree (preferred) in mathematics, communications, economics, statistics, accounting, finance, computer science, business administration, or a related field, OR significant, successfully employed experience in appraisal or a real estate related field.

Upon hire, must successfully complete all required coursework for the Oklahoma State Advanced Accreditation Program, as provided in Title 68 O.S. §2816, and maintain CEUs to retain certification.

Training is accomplished at office expense.

Ability to work with fundamentals of plane and solid geometry and apply fractions, percentages, ratios, and proportions to practical situations.

Ability to apply basic statistical measures (mean, median, mode, standard deviation, etc.) and draw appropriate conclusions from data sets.

Language Skills

Ability to read, analyze, and interpret general business media, professional journals, technical procedures, and governmental regulations.

Ability to effectively present information and respond to questions from groups, supervisors, managers, coworkers, and taxpayers with coherent descriptions of findings and results.

Ability to write effective business correspondence and procedures with proper grammar.

Reasoning Ability

Ability to apply critical thinking and reasonable discretion to complicated appraisal scenarios to produce accurate assessments.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Ability to interpret a variety of instructions furnished in written, oral, diagram, or scheduled form.

Physical Demands

  • Must be able to perform physical inspections and measure properties; frequently required to stand and walk.
  • Required to use arms, hands, and fingers to handle, feel, or reach; required to speak and listen.
  • Required to crouch, take a knee, or kneel; occasionally required to sit, climb, balance, or stoop.
  • Must occasionally lift and/or move up to 25 pounds.
  • Specific vision abilities required include close, distance, peripheral, depth perception, and the ability to adjust focus.

Certificates, Licenses, Insurance, and Registrations

Maintain a valid Oklahoma Driver's License, and an acceptable driving record per County/Office policy.

Must provide own transportation and maintain liability insurance; work-related mileage is reimbursed.

Must complete County defensive driving course every 3 years.

Upon hire, attain Certificate of Advanced Accreditation as provided in Title 68 O.S. §2816, and maintain CEUs to retain certification. Training is accomplished at office expense.

Work Environment

This position has both office and field duties. The office noise level is usually moderate. Employee is regularly exposed to outside weather conditions. May be occasionally exposed to moving mechanical parts, high precarious places, fumes or airborne particles, toxic or caustic chemicals, loud noises, and the use of personal protective equipment.
