Department Overview
In the insurance industry, the role and expectations placed on IT are growing increasingly significant. Within the IT Planning Department, we provide comprehensive support for Rakuten General Insurance Co., Ltd.'s business by executing, promoting, and managing the progress of development projects.
Furthermore, as a non-life insurance company within Rakuten Group, Inc. we play a vital role in providing security and peace of mind to Rakuten members through collaboration not only with other insurance group companies (such as Rakuten Life Insurance Co., Ltd.) but also with various other companies and services across Rakuten Group, Inc.

Position Details
We are seeking a System Engineer (SE/PG) to work on new and existing systems for our non-life insurance operations.
- Programming Skills
Candidates must possess programming skills and knowledge of development languages such as Python, Java, C#, or COBOL. Proficiency in C# is highly preferred for this position
- Full-Cycle Development
Candidates should be able to collaborate effectively with team members to execute tasks—from requirements discussion with business units to design, development, testing, and launch—following established manuals and procedures
- Vendor Management As needed, you will also be responsible for management tasks, including coordinating costs, schedules, and resource allocation with development vendors

Work Environment
Information Technology Division is composed of two teams, the IT Development Department and the IT Planning Department, with a total of 34 permanent employees. We also work with approximately 50 to 100 contractors from partner companies who primarily handle development tasks. 80% of our permanent employees joined us mid-career. Many come from outside the non-life insurance industry, so we provide full support for those without prior industry experience.
Our primary development language is Java, though COBOL is still used for certain systems, such as our core systems. For databases, we primarily use Oracle and MySQL.

Mandatory Qualifications:
- Experience in developing business systems for financial institutions
- General system design and development skills

Desired Qualifications:
- Knowledge of insurance business operations, such as auto insurance
- Experience in system development within the IT department of a non-life insurance company (3–10 years)
