Job Description:

The Senior Manager, TA Performance & Business Management is accountable for answering a critical question: Are we running the Talent Acquisition function efficiently and effectively? This role is accountable for driving disciplined execution across the TA function including building out the performance, business management, data and insight capability that will enable Talent Acquisition (TA) to operate as a data-driven, best-in-class function. The Senior Manager will lead a team that own the data, workforce and capacity planning, budget, operational performance and organizational health, ensuring we run our function effectively to drive talent and business outcomes. This role is accountable for establishing effective operating rhythms; and driving operational excellence through the right tools,  data, and practices. 

As a people leader, the Senior Manager is accountable for building and developing a high-performing team, setting clear priorities and standards, and driving disciplined execution against agreed outcomes. The role builds strong partnerships across TA, Human Resources, Finance, Procurement, Risk, Privacy, Technology; simplifies complexity for stakeholders; balances strategic planning with operational delivery. The role reports to the Associate Vice President, TA Strategy and Enablement. 

Key Accountabilities 

Performance Management, Data & Insights 

• Own and evolve the TA performance framework, including scorecards, key performance indicators, operational metrics, service-level agreements and outcome measures.  

• Proactively monitor the end-to-end TA process, agent and recruiter performance, recruiter behaviors, process and control adherence, and delivery against service-level agreements to identify breakdowns, bottlenecks and emerging risks.  

• Lead structured root-cause analysis when performance is off track, identifying process, capacity, capability, technology or behavioral drivers and translating findings into clear actions.  

• Partner with Recruiting Delivery leaders to develop targeted action plans, establish ownership and timelines, escalate where required and monitor progress through sustained resolution.  

• Maintain trusted TA data and translate performance insights into concise recommendations that improve speed, quality, cost, capacity, candidate experience and compliance.  

• Partner with data, technology, process, Privacy and Risk stakeholders to strengthen data quality, reporting automation, self-service access and responsible candidate data management.  

Business Management & Operational Excellence  

• Lead integrated business management for TA, including workforce, FTE, budget and expense planning, forecasting, reporting and controls.  

• Develop hiring demand and scenario-based capacity plans that align resources and specialized capabilities to business priorities, expected volumes and service commitments.  

• Lead vendor performance and governance across the TA portfolio, including service delivery, commercial oversight, risk, issue escalation and value realization.  

• Establish practical governance, decision rights, controls, escalation pathways and operating rhythms that reinforce accountability and simplify how TA operates.  

• Coordinate annual and quarterly planning, business reviews, objectives and key results, portfolio visibility, executive reporting and leadership communications.  

• Maintain oversight of TA organizational health, structure and capability, identifying risks and actions required to sustain an effective function.  

People Leadership & Partnership  

• Lead, coach and develop a high-performing team with clear priorities, standards, service expectations and accountability for outcomes.  

• Build team capability in business acumen, data literacy, performance management, governance, executive communication and strategic advisory.  

• Create strong partnerships across Recruiting Delivery, Human Resources, Finance, Procurement, Risk, Privacy and Technology, influencing action across organizational boundaries.  

Required Qualifications  

• Undergraduate degree or equivalent combination of education and relevant experience.  

• Seven or more years of progressive experience in Talent Acquisition, performance or business management, workforce planning, operations, finance, data and analytics, or a related discipline.  

• Demonstrated people leadership experience, including building capability, setting expectations and driving accountability for outcomes.  

• Experience leading performance frameworks, operational monitoring, root-cause analysis and corrective action planning in a large, complex organization.  

• Strong business and financial acumen, with experience in workforce and capacity planning, budgeting, governance and executive reporting.  

• Ability to translate complex data into clear insights, recommendations and decisions, and to influence senior stakeholders and delivery partners.  

Preferred Qualifications  

• Experience with TA platforms, reporting tools, workflow monitoring, automation or digital and AI-enabled capabilities.  

• Experience with vendor management, data governance, privacy, risk or candidate data.  

• Advanced executive storytelling, presentation development and data visualization skills
