Key Responsibilities:

The Program Officer for the Zamboanga del Norte Area Development Program is responsible for leading the design, implementation, and monitoring of community-based initiatives that promote environmental resilience, sustainable livelihoods, and inclusive development. This role serves as a key liaison between local stakeholders, government agencies, and partner organizations, ensuring that program activities align with strategic goals and respond to the unique needs in ZDN vulnerable communities.

In times of emergency response especially within the area program or cluster or field office, the Program Officer may become part of the Response Team depending on her/his expertise and training with prior agreement with her/his supervisor. This role must be clearly defined, agreed and supported with appropriate training, coaching or exposures and a plan to cover her/his responsibilities is in-placed while on a special assignment.

This is an open-ended post based in Zamboanga del Norte.

MAJOR RESPONSIBILITIES

  • Develops and submits contextualized annual implementation plans aligned with the Area Program (AP) plan.
  • Coordinates and monitors implementation of Technical Programs (TPs) against targets, timelines, quality, and budget.
  • Ensures integrated and coordinated program implementation across assigned areas.
  • Monitors achievement of at least 90% programming targets and 91% budget utilization.
  • Provides recommendations for barangay expansion, RC growth, and appropriate funding models.
  • Facilitates transition and/or closing of Primary Focus or Impact Areas, when applicable.
  • Identifies and coordinates TP implementing partners and facilitates signing of Community Shared Plans and/or Partnership Agreements.
  • Builds and maintains linkages with government, BCPCs, CBOs, churches, faith-based organizations, private sector, and other stakeholders.
  • Facilitates community planning, implementation, and reporting, including local advocacy for policies, laws, and ordinances supporting child wellbeing.
  • Strengthens functional CBOs and children’s associations and promotes community ownership of child wellbeing initiatives.
  • Represents WVDF and coordinates with partners at the barangay and municipal/city levels.
  • Ensures quality and timely implementation of sponsorship essentials for an assigned caseload of approximately 1,000–1,500 RCs, depending on AP context.
  • Integrates sponsorship into development programming, including community-led care and protection and children’s participation and voice.
  • Ensures RC growth prioritizes the most vulnerable children (MVCs).
  • Addresses child wellbeing concerns and manages RC special cases through appropriate referral, follow-up, and resolution.
  • Collaborates with the Child Data Analyst and community volunteers to maintain accurate, complete, and updated RC records.
  • Ensures Sponsorship Operations Indicators (SOI) and Child Presence/Child Monitoring indicators maintain a green rating.
  • Facilitates community orientation on WVDF and Child Sponsorship and continuing education of partners, staff, and volunteers.
  • Coordinates sponsors’ and donors’ visits and engagements.
  • Prepares and submits timely monthly, semi-annual, and annual TP reports, including CESP, using prescribed tools and templates.
  • Documents program results, partnership achievements, advocacy outcomes, lessons learned, and good practices.
  • Identifies, manages, and resolves issues affecting child wellbeing, partnerships, and program implementation, escalating matters when necessary.
  • Ensures accurate and timely monitoring data and documentation to support program decisions and accountability.
  • Participates in partner coordination meetings, team meetings, organizational activities, and regular team devotions.
  • Complies with WVDF policies, standards, safeguarding requirements, financial procedures, and People & Culture requirements.
  • Completes Performance Agreements, Staff Learning and Development Plans, Performance Reviews, and other required documentation on time.
  • Maintains the knowledge, skills, and information required to effectively perform assigned responsibilities.
  • Demonstrates professionalism, teamwork, accountability, and a positive working attitude consistent with WVDF values.
  • Performs other assigned functions, including OIC, Safety Focal Person, NRD, grants acquisition, and other roles relevant to program implementation.

KNOWLEDGE, SKILLS AND ABILITIES

  • Graduate of Bachelor of Science in Social Work, Community Development, or other related Social Sciences.

  • Trained on LEAP 3 and DPA or foundations of Community Organizing and Development.

  • At least 2 years of experience in program/project implementation for an NGO.

  • Experience working with Local Government Units, national/local agencies, churches, and other organizations.

  • Experience in facilitating children’s activities.

  • Strong understanding of child rights and responsibilities.

  • Knowledge of program/project monitoring and evaluation.

  • Knowledge in advocacy work and sectoral representation.

  • Proficiency in MS Office and use of technology for program management.

  • Excellent communication, networking, alliance-building, and facilitation skills.

  • Strong technical writing skills with keen attention to detail.

  • Skills in data analysis, decision-making, and problem-solving.

  • Culturally sensitive, calm, and mature in addressing social concerns.

  • Flexible, proactive, and able to multi-task.

  • Willing to live in the barangay or primary focus area.
