Key Responsibilities:

Job Purpose

To coordinate and drive the execution of the country Supply Chain sourcing strategy by connecting strategic operational plans to day-to-day buying, tender management, contract negotiation, supplier engagement, and contract management. The position ensures that buyers execute sourcing activities in line with approved strategies, procurement plans, World Vision SCM Policy and Procedures, donor requirements, local Laws and approved Procurement Committee governance.

12% - Sourcing Strategy Execution and Operational Alignment

  • undefined
  • Translate the approved annual sourcing strategy and operational plan into practical sourcing actions for buyers and category teams.
  • Coordinate with the SCM Manager/Senior SCM Manager to prioritize high-value, high-risk, recurring, and time-sensitive procurement activities.
  • Ensure buyers understand their assigned sourcing responsibilities, timelines, categories, tender requirements, and documentation expectations.
  • Monitor progress against the sourcing strategy and escalate delays, risks, or deviations requiring management action.
  • Support regular sourcing review meetings with buyers, requesters, Finance, Operations, Grants, and other stakeholders.

The approved sourcing strategy is actively implemented, not left as a planning document. Buyers have clear guidance, sourcing priorities are tracked, and procurement execution is aligned with strategic objectives, policy requirements, and operational needs.

15% - Strategic Sourcing and Category Coordination

  • Lead or coordinate market assessments, supplier mapping, supplier pre-qualification, and category analysis for assigned spend areas.
  • Support development and implementation of category and sourcing strategies for key goods, works, and services.
  • Identify opportunities for framework agreements, consolidated sourcing, supplier diversification, demand aggregation, and improved value for money.
  • Guide buyers on the correct sourcing approach based on procurement complexity, market capability, contract availability, and policy requirements.
  • Coordinate sourcing actions across different buyers, projects, grants, field offices, and technical teams to reduce duplication and fragmented procurement.

Sourcing activities become more strategic, category-informed, and coordinated across the office. Procurement shifts from reactive RFQ processing toward planned sourcing, supplier market development, framework agreements, and stronger value optimization.

14% - Tender and RFQ/RFP Management

  • Coordinate preparation and publication of RFQ/RFP/tender documents in line with approved policy, donor rules, evaluation criteria, specifications, and timelines.
  • Ensure tender documents are complete, clear, fair, and aligned with approved procurement plans and sourcing strategies.
  • Coordinate pre-bid meetings, supplier clarifications, bid receipt, bid opening, evaluation schedules, and tender administration steps.
  • Ensure tender response times are reasonable and documented, especially for complex procurements or compressed timelines.
  • Maintain oversight of open tender processes and ensure buyers complete assigned actions within agreed deadlines.
  • undefined

12%

Procurement Committee Liaison and Submission Quality Assurance

  • Liaise with Procurement Committee members and buyers to ensure submissions are complete, clear, and ready for informed decision-making.
  • Review Procurement Committee packs for completeness, including procurement method, evaluation criteria, technical and financial evaluation, conflict of interest declarations, award recommendation, minutes, and supporting documents.
  • Coordinate timely scheduling, circulation of documents, clarifications, minutes, and follow-up actions from Procurement Committee meetings.
  • Ensure Procurement Committee recommendations are documented and attached to the appropriate procurement file/system record.
  • Track recurring Procurement Committee observations and use them to improve tender quality and buyer capability.
  • undefined

12% - Contract Negotiation and Contract Management Coordination

  • Coordinate contract negotiation processes for assigned categories, ensuring commercial terms, service levels, delivery timelines, warranty clauses, penalties, and performance expectations are properly addressed.
  • Work with buyers, requesters, Finance, Legal, technical teams, and suppliers to resolve contract-related issues before signature and during implementation.
  • Monitor contract close-out, renewal, retender, framework agreement utilization, contract expiry, and contract performance follow-up.
  • Ensure contractual conditions and KPIs are understood by suppliers and internal users.
  • Support contract lifecycle management through approved systems and ensure contract documentation is complete and accessible.

Contracts are negotiated and managed more strategically, with clearer performance expectations, better risk mitigation, stronger supplier accountability, and timely renewal or retender decisions.

10% - Buyer Coordination, Technical Guidance and Execution Follow-Up

  • Provide day-to-day technical guidance to buyers on sourcing steps, tender documentation, supplier selection, award justification, and procurement file completeness.
  • Monitor buyer workload, pending buyer actions, sourcing delays, open RFQs/RFPs, pending evaluation actions, and contract-related follow-ups.
  • Ensure buyers execute procurement activities according to the approved sourcing plan, policy requirements, and agreed timelines.
  • Identify recurring gaps in buyer performance or documentation and recommend corrective action, coaching, or refresher training.
  • Escalate unresolved sourcing, compliance, or operational issues to the SCM Manager/Senior SCM Manager.

9% - Supplier Market Development and Supplier Performance Support

  • Support supplier market research, supplier diversification, supplier capability assessment, and supplier development activities.
  • Coordinate supplier performance reviews for key suppliers and framework agreements.
  • Analyze supplier performance feedback from requesters, buyers, contract records, delivery performance, quality issues, and payment/documentation challenges.
  • Work with buyers and suppliers to address recurring performance issues and improve reliability, quality, competitiveness, and service delivery.
  • Support supplier onboarding and supplier readiness for tender participation where required.

Supplier markets are better understood and developed, supplier performance improves, and sourcing decisions are supported by stronger market intelligence and performance information.

8% - Policy, Procedure, Compliance and Audit Readiness

  • Ensure sourcing, tendering, supplier selection, contract negotiation, and award recommendations comply with World Vision SCM Policy and Procedures, donor requirements, local law, and approved regional contextualization.
  • Review sourcing exceptions, sole source justifications, waivers, tender deviations, and non-conforming procurement cases for completeness before management review.
  • Ensure segregation of duties and proper approval workflows are respected throughout the buying process.
  • Support audit preparation by ensuring sourcing and contract documentation is complete, accurate, and properly retained.
  • Follow up on compliance observations and agreed corrective actions related to sourcing and contract management.

Sourcing and buying processes are compliant, properly documented, and audit-ready. Procurement risks are identified earlier, exceptions are better justified, and repeat compliance issues are reduced.

8% - Capacity Building and Continuous Improvement

  • Provide coaching and on-the-job guidance to buyers, requesters, and evaluation teams on sourcing strategy, tender documentation, contract management, and Procurement Committee expectations.
  • Support development of templates, checklists, sourcing packs, negotiation guides, and Procurement Committee submission tools.
  • Capture lessons learned from tenders, supplier performance reviews, audit findings, and Procurement Committee feedback.
  • Recommend practical process improvements to simplify and standardize sourcing and contract management.
  • Track planned versus actual sourcing activities and recommend corrective actions where procurement is becoming reactive or fragmented.

Buyers, requesters, and evaluation teams improve their understanding of strategic sourcing, contract management, and tender documentation. Processes become more consistent, less repetitive, and easier to audit
