  • Follow up with requesters to correct incomplete, unclear, duplicate, or inaccurate requisitions.
  • Action requisitions within agreed service timelines and escalate delays or complex issues to the Category Buyer, Strategic Sourcing Coordinator, or SCM Manager.

Purchase requisitions are reviewed and actioned promptly, reducing pending buyer action, rework, and avoidable delays.

  • Conduct transactional sourcing for routine, one-off, low-risk, or non-contracted purchases according to policy and thresholds.
  • Request quotations, obtain supplier responses, compare offers, and document supplier selection rationale.

10% - Policy, Procedure and Compliance in Daily Buying

  • Conduct all buying activities in line with WV SCM Policy and Procedures, donor rules, local requirements, and approved system workflows.
  • Respect segregation of duties and ensure buyers do not make approvals outside their authorized role.
  • Identify and escalate policy exceptions, unsupported supplier selections, missing approvals, retrospective purchases, and non-conforming procurement cases.
  • Support corrective actions when compliance gaps are identified.

Daily procurement is compliant, transparent, and aligned with approved workflows. Compliance issues are escalated early before they become audit findings or payment delays.

8% - Operational Planning Support and Contract/Catalogue Use

  • Encourage use of contracts and catalogues where available to reduce repetitive sourcing.
