Reporting to the Associate Vice President for Facilities & Operations, this position is responsible for operations and maintenance of the university’s physical plant and grounds consisting of a 5.5 million square foot building portfolio with an asset value of 1.2B, and a variety of buildings types from highly complex science and research facilities to basic farm buildings, with a core campus area of 555 acres.

This position is responsible to provide executive leadership, technical direction and management for facility services delivered to the campus including oversight and management of, the Facilities Control Center and Integrated Work Management System (IWMS), Building Operations and Maintenance, Grounds & Events including oversight of the winter snow & ice program, Facilities warehouse functions, University Garage maintenance & Fleet management, Event support, and Directing Facilities service contracts. This position also is responsible to provide for 24/7 customer service response, and has a leadership role in responding to campus emergency events. This position is also responsible for:· Preparing and managing annual operations and maintenance budget.· Assessing and maintaining building and system condition information, and working directly with other University leadership to insure facility services are aligned with and effectively supporting living, learning and research activities.

Job Duties/Responsibilities

  • Responsible for the efficient and cost-effective operation and maintenance of the university’s physical plant through the delivery of facility services to the campus including building operations, maintenance and repair, grounds and event support including winter snow & ice control, lockshop services, custodial services, 24/7 customer response. Oversight of the Facilities Control Center (FCC) and Integrated Work Management System, (IWMS) including work reception, analysis, priority determination, coordination and assignment to the appropriate zone, shop or trade.

  • Establish policy and procedures for determining priorities, monitor work execution and adjust personnel and other resources as necessary to best meet campus requirements. Intergrade and direct the use of IWMS to capture and best manage assets so that installed equipment, operation and maintenance information including preventative maintenance tasks and frequencies are tracked and optimized to ensure maximum life, performance and value from these assets.

  • Determine the optimum balance between work accomplished with UNH staff and that performed by service contractors to ensure best value for UNH. Oversee service contract planning, award, management and performance to ensure contact services are accomplished to meet university requirements & customer needs, use quality assurance & control systems, regular and ad hoc reports and Asset Works to evaluate both workforce performance and facility condition trends. Direct adjustments as necessary to improve efficiency, productivity & customer satisfaction.

  • Manage, direct and procure facilities service contracts including, housekeeping, operations & maintenance, fire alarms, sprinklers, emergency backup generator maintenance, chiller maintenance, pest control and many others as needed to support campus and maintain compliance with state and local codes and regulations.

  • Play a leading role in contract selection, negotiation, development, and performance management to ensure Best Value for UNH. Serve as a Key interface with Facilities Operations and Maintenance Contract and Custodial Contract to manage performance and quality service. Provide oversight into the QC/QA process as needed to ensure quality service, value and customer satisfaction.

  • Oversee operations and performance of the Facilities warehouse function which has operational inventory of approximately $250,000, annual expenditures of approximately $1.5M, and serves Facilities staff, service contractors and the balance of UNH campus as needed to provide service and best value for the acquisition of supplies and materials to the UNH campus. Oversee the Automotive warehouse operation with approximately $375 inventory and $2M annual expenditure.

  • Responsible for managing a $22 million annual budget. Insure proper financial management and appropriation of facility operational funds to ensure continuous campus operation and timely payment of contractors and vendors. Through regular and ad hoc reports from AssetWorks, benchmark against peer institutions and self-assessment, to evaluate facility conditions and facility service resource requirements to best plan and request future funding needs.

  • Prepare and submit annual and long-range budget requests with supporting analysis and justification, adjust staffing, outsourced work, material budgets and equipment to optimize efficiency and productivity and provide continuity of operations for campus.

  • Lead a workforce of approximately 140 through effective, visible leadership, sound management, and application of technical knowledge of facility systems, motivates the workforce to provide efficient, safe, cost-effective, high-quality facility services to support the university and its customers. Ensure performance management tools, training and effective supervision for each team, and aligned with the goals and objectives of the University and Facilities Division to sustain a motivated, productive workforce committed to continuous improvement.

  • Oversee operations, performance and acquisition of the university fleet, garage & including all university vehicles, equipment and transit buses. The UNH vehicle fleet is approximately 300 vehicles, and the bus fleet is approximately 20 buses. Responsible for oversight, efficient management and direction of employees, and inclusion of sustainability principles to modernize, improve and support improved resiliency of the fleet to support UNH’s climate change goals.  

Minimum Qualifications

  • Bachelor’s degree in Engineering, Architecture or related field and 7 years experience or Master’s degree and 5 years experience.

  • Minimum 5-7 years of experience in positions of increasing responsibility for facility operations and maintenance for an institutional owner and experience in administering contracts for facility renovation, alteration and construction or Life Safety contracting.

  • Minimum of five years supervisory experience.

  • Knowledge of building systems design, operation, and maintenance.

  • Registration as a professional engineer or architect.

Compensation Pay Range:

$88,310.00 - $170,860.00
