About the Role

We are seeking an experienced Consultant – Digital Health & AI to provide strategic and technical advisory support on digital health, health systems technology, interoperability, data governance and AI-enabled solutions. The consultant will work closely with government stakeholders, development partners, technology partners and internal teams to support the design, implementation and scale-up of digital health and AI initiatives.

The role will combine strategic advisory, digital health architecture and roadmap development, government engagement, technology assessment, implementation support and AI/innovation advisory.

Key Responsibilities

1. Digital Health Strategy & Roadmap Development

• Provide technical inputs to the development of state and national digital health strategies, roadmaps and implementation plans.
• Develop recommendations for strengthening digital health ecosystems, institutional structures, technology platforms and implementation models.
• Support development of costed implementation plans, technical specifications, procurement documents and other strategic deliverables.

2. Digital Architecture, Interoperability & Data Governance

• Provide technical advisory on interoperable and standards-based digital health architectures.
• Assess health information systems and applications and identify opportunities for API-based integration and data exchange.
• Advise stakeholders on cloud, technology infrastructure, platform architecture and system integration requirements.

3. AI & Emerging Technologies in Health

• Support identification and assessment of opportunities for responsible application of AI and emerging technologies in health systems.
• Contribute to the design and assessment of AI-enabled health solutions, including use cases, technical requirements, implementation considerations and pathways to scale.
• Support development of AI strategies, frameworks, use cases and implementation roadmaps for government and health-system settings.
• Assess technology solutions and vendors against programme, technical, usability, interoperability and scalability requirements.
• Track emerging developments in AI and digital health and translate relevant innovations into practical programme opportunities.

4. Digital Health Program Implementation

• Provide technical and implementation support across the lifecycle of digital health programmes, from requirements definition and solution design through testing, rollout, adoption and transition to government ownership.
• Work with technology and engineering teams to translate programme and user requirements into functional solutions.
• Support user research, testing, feedback and iterative improvement of digital applications, dashboards and platforms.
• Provide troubleshooting and technical problem-solving support during implementation.
• Support implementation planning, risk management, quality assurance and monitoring of technology deployments.

5. Government & Stakeholder Engagement

• Work closely with Ministries of Health, state health departments, government technical agencies and other public-sector stakeholders.
• Facilitate discussions with senior government officials to build alignment around digital health strategies and technology investments.
• Translate complex technical issues into clear recommendations for policy and programme decision-makers.
• Coordinate with development partners, technology providers, academic institutions and other ecosystem stakeholders as required.

6. Knowledge Products & Technical Deliverables

• Lead or contribute to preparation of technical reports, strategy documents, concept notes, proposals, assessments, frameworks, implementation plans and presentations.
• Develop technical briefs and recommendations on digital health, AI, interoperability, health information systems and emerging technologies.
• Document implementation learnings, case studies and evidence to inform future digital health investments.
• Contribute to business development and proposal development related to Digital Health, AI and MedTech.

Qualifications & Experience

Essential

• Bachelor's degree in Computer Science, Information Technology, Electronics & Communication Engineering, Health Informatics or a related discipline. A postgraduate qualification in technology, public health, health informatics or a related field is desirable.
• 15+ years of professional experience, with substantial experience in digital health, health information systems or government technology programmes.
• Demonstrated experience working with central and/or state governments in India on digital health or large-scale technology programmes.
• Strong understanding of digital health architecture, health information systems, interoperability and technology implementation.
• Experience translating programme requirements into technology solutions and supporting implementation at scale.
• Experience managing multiple stakeholders, including senior government officials, technology partners and implementation teams.
• Strong written and verbal communication skills, with demonstrated ability to produce high-quality technical and strategic documents.

Desirable

• Experience with AI/ML applications in health or AI-enabled public-sector technology solutions.
• Knowledge of India's digital health ecosystem, including ABDM and related digital health standards and platforms.
• Experience developing technology procurement documents, RFPs, technical specifications or vendor assessments.
• Experience in large-scale public health programmes, particularly at state or national level.
• Experience working with development partners, foundations or international organisations.
