Program Officer – Health AI & Digital Health

Project Background

The Government of India is implementing the IndiaAI Mission, a national initiative to strengthen India's Artificial Intelligence ecosystem and accelerate the responsible development and adoption of AI for economic and social impact. The Mission is being implemented across seven pillars, including IndiaAI Compute, Foundation Models, AIKosh (IndiaAI Datasets Platform), IndiaAI Application Development, FutureSkills, Startup Financing, and Safe & Trusted AI.

Healthcare is an emerging priority area under the IndiaAI Mission, with ongoing efforts to identify and develop AI solutions addressing healthcare and public health challenges. These efforts include partnerships with health-sector institutions such as ICMR and initiatives to leverage AIKosh, AI infrastructure and the wider AI innovation ecosystem for healthcare applications.

IndiaAI is also expanding its engagement with Central Ministries, State Governments, regulatory bodies, technology companies, startups, academia, research institutions and implementation partners to enable sector-specific AI deployment and integration with existing government digital platforms.

Position Summary

PATH is seeking an experienced Program Officer – Health AI & Digital Health to provide technical, programmatic and coordination support to the IndiaAI Mission on healthcare and public health priorities.

The position will be embedded with the IndiaAI Mission, MeitY, and will serve as a health-domain bridge between government, healthcare institutions and the AI/technology ecosystem. The incumbent will support IndiaAI Mission leadership in identifying and prioritizing high-impact health AI opportunities, assessing AI solutions, facilitating pilots and deployment, strengthening engagement with health-sector stakeholders, and supporting pathways for validation, adoption and scale-up.

The role will require a balance of health-domain expertise, technology understanding, program management, stakeholder engagement and execution capability.

Key Responsibilities

1. Strategic and Programmatic Support to IndiaAI Mission Leadership

• Provide day-to-day technical and programmatic support on healthcare and public health applications of AI.
• Support identification and prioritization of strategic health-sector opportunities
• Translate health-system and public health priorities into actionable AI use cases, programs and potential partnerships.
• Prepare briefing notes, concept notes, presentations, strategic updates and decision-support materials
• Track key developments in health AI, digital health, technology deployment and relevant government initiatives and provide actionable insights.
• Support planning and coordination of priority health AI initiatives

2. Health AI Use-Case Development, Assessment and Deployment

• Support due diligence and technical assessment of AI solutions, startups, technology partners and proposals under consideration.
• Facilitate progression of suitable solutions from use-case identification and assessment through pilot, validation, deployment and scale-up.
• Support development of implementation and scale-up models for AI solutions in government and public-sector health settings.
• Work with domain experts, health institutions and technology partners to identify requirements related to workflows, infrastructure, human resources, capacity building
• Support integration of relevant AI applications with existing government digital platforms and health information systems.

3. Health Data, AIKosh and Responsible Data Use

• Identify and prioritize high-value health datasets and data use cases that can support AI research, innovation and public-sector applications.
• Engage with relevant stakeholders and other data-holding entities to identify opportunities for responsible contribution and use of health datasets.
• Support assessment of health datasets for AI applications.
• Support initiatives for onboarding and effective utilization of relevant health datasets, models and other resources through AIKosh.
• Identify opportunities to strengthen the health data ecosystem to support development, validation and deployment of AI solutions.

4. Government and Ecosystem Engagement

• Serve as a key health-domain interface between IndiaAI/MeitY and health-sector stakeholders.
• Coordinate with Central Government ministries and departments, State Governments other relevant stakeholders.
• Engage with AI startups, technology companies, academic institutions, research organizations, industry partners and development partners to identify relevant solutions and opportunities for collaboration.
• Support design and execution of consultations, workshops, roundtables, technical discussions, demonstrations and other stakeholder engagements.
• Build and maintain structured stakeholder and partnership pipelines for priority health AI opportunities.
• Support preparation and follow-up of senior-level meetings and engagements.

5. Knowledge Management and Communication

• Develop high-quality technical briefs, presentations, concept notes, reports, case studies and other knowledge products.
• Prepare concise briefing and background materials for senior government officials and stakeholders.
• Document health AI use cases, deployment experiences, implementation learnings and emerging opportunities.
• Support dissemination of evidence, lessons and successful models across relevant stakeholders and forums.
• Represent PATH/IndiaAI engagements at relevant technical, policy and ecosystem forums, as required.

Expected Deliverables

The incumbent will contribute to and/or lead delivery of:

• A prioritized pipeline of health and public health AI use cases aligned with IndiaAI priorities.
• Technical and implementation assessments of priority AI solutions and potential deployment pathways.
• Concept notes, implementation frameworks and roadmaps for selected health AI initiatives.
• Identification and prioritization of high-value health datasets and opportunities for AIKosh.
• Technical inputs on responsible health AI, data governance, privacy, ethics and interoperability.
• Structured stakeholder and partnership engagement plans across government, technology, academia and health institutions.
• Periodic progress updates, dashboards, management briefs and decision-support materials for IndiaAI Mission leadership.
• Policy briefs, technical notes, presentations and other knowledge products.
• Documentation of implementation learnings and recommendations for scale-up.

Required Qualifications

Education

Essential

• Bachelor’s degree in Medicine, Nursing, Pharmacy, Allied Health Sciences, Paramedical Sciences, Public Health or another relevant health discipline.

Preferred

• Postgraduate qualification in Public Health, Health Administration, Health Informatics, Digital Health, Health Technology, Artificial Intelligence, Data Science or a related field.

Experience

• Minimum 5 years of relevant professional experience, with demonstrated experience in one or more of the following:

• Digital health
• Health technology implementation
• AI-enabled healthcare solutions
• Health informatics
• Digital transformation of health systems
• Technology-enabled public health programs
• AI/technology deployment in healthcare

• Demonstrated experience in implementation, deployment, validation or scale-up of digital health and/or AI-enabled solutions in real-world healthcare or public-sector settings.

• Experience translating healthcare or public health requirements into technology solutions, implementation plans or deployment models.
• Experience working with government health programs, ministries/departments, public health institutions, hospitals, medical colleges or large health systems.
• Demonstrated experience in managing or coordinating multi-stakeholder programs involving government, technology partners, health institutions and/or development organizations.
• Strong experience in preparing technical documents, concept notes, presentations, analytical briefs and senior-management communications.

Skills and Competencies

• Strong understanding of healthcare and public health systems, service delivery and implementation realities.
• Practical understanding of AI, digital technologies and their applications in healthcare; advanced software development expertise is not required.
• Ability to assess AI solutions from both health-domain and implementation perspectives.
• Strong analytical, problem-solving and structured-thinking skills.
• Excellent program management and coordination capabilities.
• Strong stakeholder engagement, facilitation and relationship-management skills.
• Excellent written and verbal communication, including ability to develop concise materials for senior government officials.
• Ability to translate complex health and technology concepts into clear, actionable recommendations.
