Since 2011, Trócaire has responded to the protracted humanitarian crisis in the South Kordofan, Sudan through the national/local organisations. This has been achieved through a hybrid arrangement of remote support from Nairobi, Kenya and on the ground presence. Trocaire works with five national partners. Our programme focuses on the provision of humanitarian assistance in the current context of the displacement crisis, delivering integrated health and nutrition services to remote communities and in strengthening food security, livelihoods and resilience. The programme is also responding to a rising health need in neighbouring Blue Nile State.

Trócaire in partnership with local organizations is implementing a 12-month integrated humanitarian response (August 2026 – July 2027) project funded by Irish Aid in the conflict-affected counties of Heiban, Dellami, Thobo, and Umdorien in South Kordofan, Sudan. It aims to improve the survival, dignity, and resilience of crisis-affected populations through coordinated interventions in protection, health, food security and livelihoods (FSL), and water, sanitation and hygiene (WASH)

About the Role:

The WASH Officer will provide technical leadership, coordination, quality assurance, and capacity strengthening support for the implementation of WASH activities delivered through Trócaire’s implementing partners. The Officer will work closely with partner WASH teams to support effective planning, implementation, monitoring, and reporting of interventions aimed at improving access to safe water, sanitation, and hygiene services for crisis-affected communities.

The role will provide technical guidance to partners on the rehabilitation of strategic water points, hygiene and sanitation promotion, hygiene supplies, and the establishment and strengthening of Water Management Committees and local water mechanics. The Officer will support partners to ensure that all WASH interventions are implemented in accordance with relevant humanitarian standards, including SPHERE, and integrate gender, protection, disability inclusion, safeguarding, accountability to affected populations, and conflict sensitivity.

 

The WASH Officer will also contribute to joint planning, partner capacity strengthening, technical supervision, monitoring, learning, coordination, and donor reporting. The position will support partners to identify and address technical and operational challenges, promote sustainable community management of WASH infrastructure, and ensure that WASH interventions contribute to reducing public health risks, including waterborne diseases, in the project areas.

 

Reporting to the   Program Manager, this is a Fixed Term contract for a period of one year and is based in Heiban County with frequent travel to programme locations within the region.

Key Responsibilities:

Program Cycle Management

  • Provide technical leadership and guidance to implementing partners in the planning, design, implementation, and monitoring of WASH activities.
  • Work with partners to develop detailed WASH implementation plans, budgets, procurement plans, technical specifications, bills of quantities, designs, and activity schedules.
  • Support partners to conduct WASH needs assessments and technical assessments of water, sanitation, and hygiene facilities.
  • Provide technical oversight and quality assurance for the rehabilitation and improvement of strategic water points and other WASH infrastructure implemented by partners.
  • Support partners in planning and monitoring the distribution of hygiene kits and other essential WASH supplies.
  • Support partners to establish and implement preventive maintenance and sustainability plans for WASH infrastructure.
  • Contribute to WASH-related procurement processes by reviewing technical specifications, bills of quantities, designs, and quality requirements.
  • Identify technical, operational, and implementation challenges affecting partner delivery and provide appropriate solutions and follow-up support.
  • Ensure that WASH interventions are inclusive, accessible, gender-responsive, protection-sensitive, conflict-sensitive, and consistent with SPHERE and other relevant technical standards.
  • Ensure that WASH activities are appropriately linked with health, nutrition, food security, and protection interventions within the integrated humanitarian response.
  • Monitor partner compliance with relevant organizational policies, donor requirements, technical standards, safeguarding principles, and accountability commitments.

Program Quality and MEAL

  • Conduct regular joint monitoring visits, technical supervision, spot checks, and supportive supervision with partner teams to assess implementation quality and progress.
  • Strengthening the technical capacity of partner WASH staff, community structures, water management committees, local mechanics, and hygiene promoters through coaching, mentoring, training, and supportive supervision.
  • Support partners to establish, train, and strengthen inclusive Water Management Committees and local water mechanics to promote community ownership and sustainability.
  • Provide technical guidance to partners on hygiene and sanitation promotion, including the use of participatory approaches such as PHAST through trained Community Health Volunteers and hygiene promoters.
  • Work with partners to monitor WASH indicators, strengthen data quality, document results, and ensure timely submission of accurate technical reports.
  • Support partners to establish and maintain effective community feedback and complaints mechanisms and ensure that community feedback informs program adaptation.
  • Contribute to lessons learning, program reviews, documentation of good practices, and documentation of program outcomes.
  • Provide technical support to proposal development and contribute to donor reporting related to WASH programming.

Representation and Coordination

  • Coordinate with implementing partners, local authorities, relevant technical departments, humanitarian coordination mechanisms, and other sectors to promote complementarity and avoid duplication.
  • Represent the organisation in relevant WASH coordination forums, technical working groups, sector meetings, and other coordination platforms, as required.
  • Promote coordination and integration of WASH interventions with health, nutrition, food security, protection, and other relevant sectors within the integrated humanitarian response.
  • Maintain effective working relationships with partners, government authorities, technical departments, humanitarian actors, and other stakeholders to support quality, coordinated, and sustainable WASH programming.
  • Advocate for inclusive, gender-responsive, protection-sensitive, conflict-sensitive, and accountable WASH programming in coordination and engagement with relevant stakeholders.Support the Zonal Coordinator in the compilation of monthly programme data for submission to the donors

Requirements

Essential Requirements

 

Qualifications:

  • A degree level in civil engineering, Public Health, Water resources management, water management or hydrogeology, Environmental Health, Environmental Health related field.

Experience:

  • Minimum of 2 years’ related work experience in the area of emergency WASH out of which at least 1 year in humanitarian response 
  • Experience in working with in hygiene and sanitation promotions. This includes technical support, capacity building and coordination.
  • Experience working in South Kordofan and/or deep knowledge of Sudan and an understanding of WASH programming in the region is preferred.
  • Experience in implementing Emergency WASH project.
  • Experience in an IDP/Refugee setting

Qualities:

  • In-depth knowledge of the project cycle
  • Knowledge of participatory approches
  • Ability to anticipate issues and make decisions
  • Good knowledge and understanding of humanitarian standards and principles (SPHERE, HAP-I, Code of Conduct, etc.)
  • Ability to work in diverse cultural contexts and sensitivity to conflict
  • Excellent ability to develop and maintain good working relationships within the team, with communities, authorities and local and international partners.
  • Good knowledge of Windows, Word and Excel
