Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

The Training Catalogue Specialist will support the management and maintenance of the NCI Academy Cyberspace Learning Catalogue and associated NATO training-management systems.

The role focuses on maintaining accurate course information across TMS, ETOC, ePRIME, E-ITEP, and the Agency Services Catalogue, supporting Course Control Document (CCD) management and course certification, coordinating with instructors and stakeholders, and supporting Curriculum Review activities.

This is primarily an Education & Training administration / catalogue management role, rather than a technical cybersecurity position.

Role Duties and Responsibilities

  • Update and maintain course information in TMS, ETOC, and ePRIME.
  • Ensure information remains consistent between the NCI Academy Cyberspace Learning Catalogue and the NATO portal.
  • Manage course content updates and maintain alignment across training and service catalogues.
  • Support Curriculum Review activities.
  • Develop and manage a Course Control Document (CCD) tracking dashboard.
  • Coordinate with Academy Training Branches and instructors to collect information required for CCDs.
  • Track course certification processes.
  • Coordinate observations, updates, and corrective actions with internal stakeholders.
  • Ensure CCD development follows applicable NATO Bi-SC directives, guidance, and templates.
  • Participate in Annual and Mid-Year Curriculum Review Boards (CRBs) and complete resulting catalogue updates.
  • Maintain and continuously update the Academy Cyberspace Learning Catalogue.
  • Establish procedures to keep the Learning Catalogue aligned with the Agency Services Catalogue.
  • Respond to stakeholder and instructor queries.
  • Build and maintain a network of internal and external Points of Contact (POCs).
  • Participate in Training Coordinator Workshops (TCWs).
  • Present updates relating to TMS, ETOC, ePRIME, and course certifications.
  • Maintain accurate and consistent course information according to established data standards.
  • Track overall course and certification status within E-ITEP using CCD tracking and reporting tools.
  • Identify and correct discrepancies in course information.
  • Ensure uploaded information accurately reflects approved course documentation and delivery plans.
  • Produce accurate and timely reports.

 

 

Essential Skills

  • Strong knowledge of Education & Training administration and structured training processes.
  • Knowledge of NATO Course Control Documents (CCDs) or equivalent structured training documentation.
  • Ability to coordinate CCD development and course certification.
  • Ability to develop:
    • Course descriptions
    • Performance objectives
    • Learning enabling objectives
    • Standard statements
  • Familiarity with Bi-SC 75-002 Education & Training and Bi-SC 75-7 Education & Individual Training Directives, or the ability to quickly learn and apply them.
  • Familiarity with:
    • ETOC
    • ePRIME
    • Academy Training Management System (TMS)
    • Or comparable training-management systems
  • Strong course-data management skills.
  • Experience maintaining course change records.
  • Ability to perform high-volume data-management activities.
  • Strong reporting skills.
  • Experience preparing structured reports.
  • Ability to perform data downloads and bulk uploads.
  • Strong administrative and organizational skills.
  • Ability to coordinate multiple activities and priorities in a rapidly changing environment.
  • Strong attention to detail and data accuracy.
  • Fluent English, including the ability to prepare technical and user documentation.

Experience

  • Minimum 2 years of progressively responsible experience in:
    • A NATO Education or Training facility, or
    • The training department of a NATO command, or
    • An international organization.
  • Experience must include working with structured training processes.
  • Experience with Course Control Documents or equivalent training documentation.
  • Experience coordinating course development and certification.
  • Experience with training-management systems and course-data administration.
  • Experience handling high-volume administrative and operational activities.

Working Location

Oeiras, Portugal

Working Policy

  • Full-time, primarily on-site with limited/conditional remote working,
  • Required start date: 1 November 2026.
  • Contract end date: 30 December 2026.
  • Total scope: 418 hours.
  • NATO Secret security clearance is mandatory.

Travel

  • Some travel to other NATO sites may be required
