Northrop Grumman's CIDO Project Management Office (PMO) and the Multi-Domain Operations Division, Missile Defense Integration Business Unit, is seeking a Sr Principal Chief Information and Digital Office (CIDO) Program Manager. This position may be located in Colorado Springs, CO or Boulder, CO. Travel between sites is expected.

The Chief Information and Digital Office (CIDO) Project Management Office for Space Sector plays a critical role in delivering technology and digital solutions across the business. To align work with business priorities and ensure clear accountability, the CIDO Program Manager (PM) function is organized by divisional business unit and solution, enabling teams to focus on the specific needs of each business area while driving consistent, scalable delivery of IT capabilities.

The CIDO PM will report to the Missile Defense Integration (MDI) Business Unit CIDO PM and will serve as the primary liaison representing the Space Sector PMO, supporting multiple sites and programs across the Colorado Front Range region aligned to the business. This role provides CIDO leadership to technical teams delivering innovative information technology and security solutions in satisfaction of program requirements.

The CIDO PM works closely with other Functions and Shared Services teams, including Classified Solutions, Facilities, Physical Security, InfoSec/Cyber Security, Infrastructure Services, IT Operations, and Application Services, to securely deploy, maintain, and optimize IT services that enable enterprise classified and unclassified operations. The CIDO PM leads key activities including IT governance (chairing infrastructure design reviews and change boards), cost account management (financial budgeting and performance management), business continuity planning (developing and testing information systems continuity plans), proposal development (IT solutions design and pricing for new IT statements of work), and crisis management planning and incident recovery.

General Duties:

Oversees multiple programs and projects in support of a sector program or corporate function by acting as the liaison for enterprise related activities, services, IT, data and program security statement of work. Act as the liaison between corporate and sector or functional program senior management to ensure alignment of digital maturity strategy, proposals, and execution of business requirements. Effectively interact with members of the corporate team, the IT organizations, and sector division and program leadership teams to optimize strategies in support of stated goals and objectives. Provide direction and leadership over enterprise activities in support of customer's strategy development and budget and cost management. Oversee proposal development, staffing plan development, product and service acquisition and delivery, teaming relationships and communication activities, thereby ensuring timely and cost-effective delivery and customer satisfaction. Lead a matrix team. Information services may include the design, development, and analysis encompassing one or more of the following areas of technical expertise: IT systems and strategies, estimating and proposals, requirements development, systems and application integration, program security execution and compliance (including DFAR & Risk Management Framework) and related disciplines.

Other responsibilities will include:

• Act as the CIDO ambassador to business leadership, functional organizations, and site employees, advocating for business unit requirements and concerns to the Space Sector and CIDO PMO.
• Coordinate with site business leadership, homeroom managers, and end user groups to identify, plan, implement, and sustain CIDO solutions that meet site, division, and sector strategic and tactical objectives.
• Monitor customer satisfaction with CIDO service delivery, engaging resources and escalating service actions and priorities as needed to meet and exceed service level objectives.
• Support proposal efforts by ensuring required systems, tools, and environments are available and accessible, completing Basis of Estimates (BOE) for CIDO and Classified Solutions as part of larger proposal efforts, and submitting proposals to the Pricing Team for review and compliance checks.
• Identify systemic technical and service delivery challenges affecting the sites, coordinate solutions with CIDO functional representatives, and collaborate to identify and implement those solutions.
• Develop, present, and obtain approvals for budgets, project plans, and business unit initiatives involving CIDO.
• Support end users at remote Colorado Springs locations with IT issues and CIDO-related service needs.
• Support CIDO strategic and operational objectives through service delivery, technical requirements gathering, build‑versus‑buy analysis, infrastructure solution design, and project execution.
• Maximize alignment of the CIDO operating model, strategies, and investments, and serve as a primary communicator of CIDO events and enterprise initiatives to sites and programs.

Basic Qualifications:

• Master's degree with 6 years of relevant IT experience; OR a Bachelor’s degree with 8 years of relevant IT experience; OR an Associate's degree with 10 years of relevant IT experience; OR a High School Diploma/GED (or equivalent) with 12 years of relevant IT experience may be considered in lieu of a completed degree
• Must have a minimum of 1 year of people management/leadership, or program management, experience
• Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or have experience as a liaison interfacing with large enterprise organizations
• Candidates must have a current US Government Secret level security clearance (at a minimum) in order to be considered

 

Preferred Qualifications:

• The ideal candidate will have a Master’s degree in Information Technology, a Security+ CE, and 8 years of Information Technology experience with 4 of those years as IT Program or Project Manager in a classified environment
• Familiarity with Northrop Grumman space business, space government customers, and space program disciplines is highly desirable
• Experience in developing, deploying, and supporting systems that automate business, quality and program management processes (e.g., ERP, quality management systems)
• Experience with all aspects of IT project management, including cost, risks, and schedule management
• Demonstrated experience in forecasting and executing the management of a large tools portfolio to meet compliance, agility, and affordability business goals
• Broad background in IT Infrastructure, business applications, and operations
• Self-starter who works quickly and effectively, can get up to speed with program processes quickly and enjoys a fast paced, dynamic environment
• Entrepreneurial spirit, and the ability to challenge the status quo while providing innovative solutions to complex IT requirements
• Active TS/SCI security clearance with Polygraph

Primary Level Salary Range: $129,300.00 - $213,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
