Through its partnership with the City of New York, CUNY’s Building Performance Laboratory is hiring qualified energy management professionals to serve as on-site consultants and fill critical staffing capacity needs at the Department of Citywide Administrative Services’ (“DCAS”) Division of Energy Management (“DEM”). For background, DEM serves as the hub for energy management for City government operations. DEM develops the City’s annual Heat, Light, and Power Budget; manages the City’s electricity, natural gas, and steam accounts; helps agency partners identify and pursue energy-saving opportunities; does energy efficiency and clean power generation projects across the City’s portfolio; and implements operations and maintenance best practices. Specifically, DEM is tasked with leading the City’s efforts to reduce emissions from City government operations 40 percent by 2025, 50 percent by 2030, and 80 percent by 2050 from baseline.  

For this specific role, on behalf of DEM, CUNY BPL seeks an organized and diligent professional to lead DEM’s compliance and reporting program. The Senior Program Manager, Compliance and Reporting will assist municipal agencies with compliance under NYC Local Law 84/2009 (LL84) and Local Law 95/2019 (LL95), including benchmarking applicable properties using the U.S. EPA’s Portfolio Manager tool. The position will also be responsible for maintaining municipal property portfolio data in DEM’s Salesforce-based project tracking system on an ongoing basis to ensure accuracy and to inform the City Covered Building Lists across the full range of NYC sustainability-related local laws (e.g., Local Law 97/2019, Local Law 87/2009, and Local Law 88/2009).

This is a hybrid position working on-site 3 days a week at 1 Centre St, New York, NY 10007. NYC residency may be required for continued employment. Immigration sponsorship is not available. The Senior Program Manager, Compliance and Reporting will sit within DEM’s Strategic Services unit under the DART Team (Data Analytics and Reporting Team).

Other Duties:

Under this assignment, the person will develop and lead the compliance and reporting program at DEM, with responsibilities that may include the following:

  • Conduct scheduled and ad-hoc outreach to municipal agencies for property data updates and verification. This includes ongoing outreach and monitoring, collection, and processing of property data from multiple agencies and external sources to ensure data accuracy and operational effectiveness.

  • Ensure LL84 benchmarking compliance by verifying property, meter, and energy data; managing benchmarking groups; uploading updated data to EPA Portfolio Manager; and submitting to the NYC Department of Buildings (“DOB”) annually by May 1.

  • Create the Annual Benchmarking Report and submit it to the NYC Department of Finance (“DOF”) by September 1. Oversee the quality assurance (“QA”) process for the Energy Efficiency Grades issued by DOB, and related agency communications to ensure accurate posting in buildings by October 1 for LL95 compliance.

  • Manage meter association and allocation of new utility meters by using available data and coordinating with municipal agencies for additional verification.

  • Compile BBL updates from agencies, DOB, and DOF throughout the year. Review property and energy data for changes to maintain the DCAS list of City Buildings for all applicable NYC sustainability-related local laws.

  • Collect and process non-utility data (e.g., solar production data, wastewater treatment influent flow data, and potable water data) received from agency and DCAS sources. Review and perform QA on all data, perform meter association/allocation process, and upload to internal systems.

  • Manage data flows across systems – Sync performance energy metrics on a regular basis to other platforms. Ensure all data is reviewed and quality assured before being pulled into other data systems.

  • Provide Staff supervision – Hold regular check-ins and oversee benchmarking and analytical tasks performed by analyst team. Support planning, implementation, and timeline creation for all project tasks.

  • Respond to internal and external DEM data requests related to property, energy, and compliance.

  • Manage and drive forward data quality improvement projects related to property and energy data.

  • Other duties as assigned.


Qualifications:

The ideal candidate will bring the following skills and experience to this position: 

  • Bachelor's degree from an accredited college or university with specialization in an appropriate field. 

  • 5+ years professional experience, including 3+ years data management experience. 2+ years of professional experience in the sustainability sector.

  • High proficiency in Microsoft Excel (skills in SQL, Python, R, and/or Power Bl are a plus).

  • Strong understanding of Local Law 84, Local Law 97, and other related regulations is a plus.

  • Strong understanding of data management, data pipelines, quality assurance, etc.

  • Ability to work autonomously and deliver on tight deadlines.

  • Demonstrated experience with complex stakeholder engagement and reporting to senior leadership.

  • Strong critical thinking and creative problem-solving.

  • Ability to synthesize complex information into actionable recommendations.

  • Excellent written and verbal communication skills. 

Preferred Skills and Experience:

  • Background in data science, engineering, or environmental studies. 

  • Excellent problem-solving, data management, and communication skills. 

  • Flexibility to handle multiple responsibilities and deadlines simultaneously. 

  • Self-motivated and able to work independently as well as part of a team. 

  • Ability to balance competing priorities and make informed decisions in ambiguous situations.  

Pay Range:

$90,000 – $100,000
