Te Whiwhinga mahi | The opportunity
Join us as our Senior Business Analyst in supporting the development and continuous improvement of NZTA’s Regulatory Practice Framework.
You’ll turn regulatory expectations into practical guidance, tools and resources that help teams deliver consistent, high-quality regulatory outcomes.
Working closely with regulatory practitioners and leaders, you’ll provide expert advice and support to embed good practice across the organisation. You’ll help identify opportunities for improvement, turning insights and feedback into enhancements that lift regulatory capability.
Collaborating across regulatory teams and internal stakeholders, you’ll help drive understanding, adoption and application of the Practice Framework. Your work will contribute to a more consistent, user-focused and effective regulatory system that delivers better outcomes for New Zealanders.
This is a key role where you’ll:
- Lead the analysis and improvement of regulatory processes, identifying risks, gaps and opportunities to enhance efficiency, consistency and regulatory practice outcomes.
- Translate regulatory requirements, policy, and operational needs into practical, process solutions.
- Develop evidence-based recommendations using both qualitative and quantitative analysis (e.g. cost models, options analysis).
- Support development of a fit-for-purpose process framework (linked to QMS and practice standards) and drive a continuous improvement pipeline of process enhancements.
- Support or lead the implementation of approved process improvements, including: change design, stakeholder engagement, transition and rollout.

Our ideal candidate will have some or all of the following:
- Strong critical, analytical thinking and problem-solving skills, with strong documentation and process design experience
- The ability to identify, document and prioritise business requirements effectively
- Ensures your own and the team’s business analysis outputs are delivered in a timely manner and presented in an easy-to-understand and accurate manner
- Experience working collaboratively across technical, operational and business teams
- Have exceptional relationship and communications skills
- A commitment to continuous improvement and learning
- You will also demonstrate knowledge of, or a willingness to build understanding of Te Ao Māori, tikanga, and the principles of Te Tiriti o Waitangi in the public sector.

improving regulatory frameworks that are evidence based, proportionate, and responsive to the needs of the sector.
