Job purpose:

The conflict in Ukraine, which began in 2014 with Russia's annexation of Crimea, has deep historical and geopolitical roots. It escalated with an insurgency in Eastern Ukraine led by Russian-backed separatists, causing significant casualties and displacement. Central issues include Ukraine's national identity and its geopolitical orientation between the EU/NATO and Russia.

Internationally, the response has included sanctions on Russia and military aid to Ukraine. Despite efforts like the Minsk agreements, a lasting resolution remains elusive. The conflict has strained Ukraine's economy and infrastructure, especially in the Donbas region, creating a humanitarian crisis.

Arms proliferation, including small arms and drones, has exacerbated the violence, complicating arms control and ceasefire monitoring. Efforts by organisations like the OSCE have been challenged by restricted access and ongoing hostilities.

In response, programs like the Norwegian People's Aid (NPA) have focused on mitigating civilian suffering through mine action and explosive ordnance risk education, establishing operational bases and training teams to address the conflict's humanitarian impact.

There is a significant risk to civilian security from SALW and explosive weapons from Ukrainian military stockpiles and trophy weapons captured during the conflict.

Responsibilities:

General responsibilities

• Coordinates activities related to NPA Ukraine WAM-related work
• Participate in meetings/providing support to the Ukraine Coordination Committee for Weapons, Ammunition and other Explosive Ordnance, the AWE Coordination Board
• Be informed of the work of other stakeholders and participate in relevant meetings.
• Communicate as needed with authorities in Ukraine, international organisations and local partners in implementing NPA’s WAM project and in sustaining and expanding on WAM initiatives;
• Stay informed on developments within the region on issues relating to WAM;
• Identify new funding and partnership opportunities locally and support campaigns and events to raise awareness of NPA’s WAM work;
• Participate in the development of WAM-related project proposals and reports;
• Participate in regular analysis of political context, security and justice, and peacebuilding at the national level and identify areas for strategy and programme development;
• Contribute to WAM-related assessments and surveys;
• Travel as required in support of NPA activities.

Specific responsibilities

• Liaise with partners in WAM-related work;
• Support capacity development in WAM of national organizations and institutions
• Coordinate WAM field activities in the area of operations in Ukraine;
• Lead in organising and facilitating dialogues, workshops and seminars at community level, with government representatives/institutions and INGOs;
• Ensure that all WAM activities follow the national/NPA SOPs; 
• Develop stakeholder relationships relating to WAM in Ukraine;
• In support of organizational learning and visibility, develop case studies and informative social media posts;
• Provide input to policy, doctrine and procedures, in accordance with IATG, MOSAIC and relevant international/regional protocols, conventions and instruments.
• Support design of firearms safety messaging material.

Competence development and HR

• Contribute to developing appropriate strategies for advocacy with partners on WAM-related issues;
• Contribute to the design, development, delivery and evaluation of appropriate training programmes related to WAM;
• Mainstream gender and diversity within Ukraine and NPA operations. In particular, deliver gender-related training in line with project contracts.

Communication and reporting

• Liaise with local province authorities to ensure effective implementation of operations;
• Submit accurate reports and produce other technical reports and documents as required by donors or NPA;
• Monitor project implementation, identify lessons learned, and recommend improvements for future activities.

Required qualifications:

Must have:

• Excellent project management skills in reporting, communication, project work plans, and donor representation.
• Good understanding of international standards around WAM, legislation regulating weaponry among civilian population, and international arms protocol understanding
• A good understanding of arms control, community security and peacebuilding;
• Relevant education, experience or equivalent qualifications related to one or more WAM activities;
• Experience in working in the area of small arms and light weapons
• Experience delivering formal training and transferring skills to others;
• Proficiency in written and spoken English;
• Valid driving license.

Desirable:

• Experience working independently in complex and/or difficult conditions;
• Understanding of  IATGs;

• Excellent organisational skills with the ability to plan and coordinate activities and projects;
• Ability to meet deadlines and work calmly under pressure;
