Position Summary:
The Program Manager – Medical Program Management leads and oversees the end-to-end delivery of medical affairs program support activities, acting as the primary liaison between Specialty Care GBU, Business Partners, TA Medical/MPM teams, and external vendors. Unlike the Associate PM (execution-focused), this role carries greater ownership of governance, risk, escalation, budget accountability, and team supervision, often overseeing or mentoring one or more Associate Project Managers.
Main responsibilities:
- Strategic Program Oversight
- Own the end-to-end program roadmap across multiple TAs/projects, not just individual project execution
- Translate Medical Plan strategy into actionable project portfolios and resource plans
- Proactively identify cross-project dependencies, conflicts, and synergies across the multiple TAs GBU portfolio
- Execution - Coordinate team activities, assign tasks, and monitor progress against the project plan while facilitating cross-functional collaboration. Ensure quality standards are met and manage stakeholder expectations and communication throughout.
- Present program status, risks, and strategic recommendations to senior stakeholders and leadership
- Monitoring & Controlling - Track project performance using KPIs and metrics while managing changes to scope, schedule, and resources. Resolve issues, conduct regular status meetings, and ensure compliance with all internal and external standards.
- Define and continuously improve governance frameworks before onboarding new team members or projects
- Closure - Review project outcomes against objectives, document lessons learned and finalize deliverables with stakeholder approval. Release resources, close out contracts, and archive all project documentation.
- Budget Ownership & Financial Governance
- Hold overall accountability (not just execution) for the TA/program budget — sign-off authority on PO/WBS above a defined threshold
- Lead budget reconciliation reviews with Finance and MPM leadership, identifying variances and corrective actions
- Own the full Annual Budgeting Plan (ABP) governance cycle — not just tracking, but designing the governance model, setting deadlines, and holding TA teams accountable to milestones
- Conduct budget risk assessments and contingency planning for the therapeutic area portfolio
- Approve vendor contracts and amendments within delegated authority; escalate high value/high-risk contracts appropriately
- People Leadership & Team Management
- Supervise, mentor, and coach one or more Associate Project Managers, providing guidance on daily tasks, prioritization, and professional development
- Conduct performance check-ins and contribute to APM performance reviews
- Onboard new APMs/team members and ensure they are trained on governance processes and systems
- Foster a collaborative team culture and act as an escalation point for team-level issues
- Allocate work across the team based on capacity, priority, and skill match
- Risk & Issue Management
- Proactively identify, log, and manage program-level risks (not just project-level issues) using a formal risk register
- Develop mitigation and contingency plans for high-impact risks (budget overruns, vendor non-performance, compliance gaps, resourcing shortfalls)
- Escalate critical risks to senior leadership with clear recommendations
- Lead root cause analysis for recurring issues and drive process improvements
- Senior Stakeholder Management & Communication
- Serve as the primary point of contact for senior Business Partners, TA Medical Leads, and MPM leadership (beyond day-to-day liaison)
- Lead quarterly/monthly business reviews with stakeholders, presenting portfolio health, budget status, and key decisions needed
- Negotiate priorities and resource trade-offs across competing TA/stakeholder demands
- Manage difficult conversations around scope changes, delays, or budget constraints with diplomacy and data-driven justification
- Advanced Reporting & Analytics
- Design and maintain portfolio-level dashboards (beyond individual Smartsheet trackers) consolidating KPIs across all TA projects
- Conduct trend analysis on budget burn rate, tactic execution rates, and vendor performance
- Provide data-driven insights and recommendations to leadership on resource allocation and process efficiency
- Standardize reporting templates and ensure consistency across the team
- Process Ownership, Compliance & Quality Assurance
- Own and continuously improve SOPs/governance processes for PO/WBS creation, ABP management, SRC support, and SharePoint governance
- Ensure full compliance with internal Sanofi policies (Legal, Compliance, Privacy/GDPO) and external regulatory standards across all team deliverables
- Conduct periodic audits/quality checks on team deliverables (study ID cards, SRC documentation, distribution lists, etc.)
- Lead process harmonization initiatives across hubs/TAs to drive efficiency and consistency
- Cross-Hub & Global Team Coordination
- Coordinate with global and other hub teams to align on shared processes, best practices, and lessons learned
- Represent the local/hub team in global governance forums or working groups related to Support Program Management
- Drive knowledge-sharing initiatives and contribute to global playbooks/best practice documentation
- Continuous Improvement & Innovation
- Identify opportunities for process automation (e.g., leveraging Smartsheet, Power BI, or other digital tools) to reduce manual effort
- Lead or contribute to change management initiatives when new tools, processes, or governance models are introduced
- Stay current on industry best practices in project/program management and bring innovative ideas to the team
- Vendor & Contract Strategic Management
- Lead vendor performance reviews and relationship management beyond day-to-day follow-up
- Negotiate contract terms and support RFP/vendor selection processes when new vendors are needed
- Ensure vendor compliance with Sanofi's Code of Conduct, confidentiality, and data privacy requirements
- TA activities and priorities:
- Tactics and Priorities tracking - Following the tracking of projects for budget purposes, the hub program manager will work closely with the TA specific Medical and MPM Teams to collaborate with the management of the status tracking of the tactics and priorities (set by the Medical Plan and actualized in the Budget)
- Privacy data - The hub program manager will work closely with the Medical and MPM team on project-related Privacy information and tools, in collaboration with the Global Data Protection Operations Department
- Internal Calendar - The hub program manager will work closely with the TA specific Medical and MPM Teams to implement and manage an omni comprehensive Team Calendar, to track Congresses, Events, SRCs, Internal Meetings and ad hoc
- Share Point site - The hub program manager will work closely with the TA specific Medical and MPM Teams to restructure, reorganize and maintain the Team’s Share Point site
- Project Support: coordinating with vendors for data sets, engaging with external stakeholders as needed, communicating with the hubs and global team as per project’s need.

- Medical Evidence Generation support:
- CSS SRC - The hub program manager will support the MPM team to manage the SRC review approval process effectively. They will collaborate with the MPM to collect pre-meeting material and documents to ensure a timely SRC review, and to develop post-meeting documents to register actions and decisions (e.g. meeting minutes and study’s approval forms). They will also be responsible for scheduling ad hoc meetings to discuss post-SRC follow up actions
- Study ID cards - The hub program manager will support the MPM team to manage the study SRC documents and ID cards: creation, update/upload/archive into appropriate location defined by governance
- Smartsheet tracking - The hub program manager will ensure the Smartsheet trackers are maintained updated, in coordination with cross functional stakeholders

About you
- Experience: 10 + years of experience in pharma/life-science companies with project management and finance/ budget tracking skills
- Soft skills: Stakeholder & Project management; communication skills; ability to work independently, in a timely manner, and within a team environment. User, planning and financial tool Management. Planning and analytical skills
- Technical skills: Proficient with Microsoft Office (i.e., Excel, Word, Access, PowerPoint, and Outlook), Smartsheet, other planning tools, financial tools
- Education: Bachelor/ Master’s degree required – life sciences, with Business Management as a plus
- Languages: Excellent knowledge of English language (verbal and written)
