General Notes

The Program Manager leads the planning, execution, and oversight of strategic, cross-functional programs that support the healthcare system’s mission and operational goals. This role manages multiple related projects, ensuring alignment with organizational priorities and the delivery of measurable outcomes.

The position works closely with project managers, clinical and administrative leaders, finance, IT, and external partners to ensure programs are delivered on time, within scope and budget, and in compliance with applicable regulations and internal policies.

Purpose

The Program Manager leads the planning, execution, and oversight of strategic, cross-functional programs supporting organizational priorities and operational goals. This role manages multiple related projects, coordinates resources and stakeholders, monitors program performance, and ensures successful delivery of program objectives and measurable outcomes.

The Program Manager reports to a Director or Senior Director and partners across clinical, administrative, finance, IT, and external teams to support effective program execution, risk management, compliance, strategic alignment, and continuous improvement.

Responsibilities

Leads Program Planning and Execution

  • Develop and maintain comprehensive program plans aligned with strategic goals.

  • Define program scope, deliverables, milestones, and success metrics.

  • Coordinate cross-functional teams to ensure timely execution.

  • Track progress and adjust plans as needed.

  • Ensure alignment with organizational priorities and leadership expectations.

Manages Stakeholder Engagement, Communication, and Reporting

  • Build and maintain strong relationships with internal and external stakeholders.

  • Develop and implement communication strategies tailored to specific audiences.

  • Facilitate regular status meetings and provide timely, transparent updates.

  • Prepare and deliver reports, dashboards, and presentations communicating program status, risks, and outcomes.

  • Ensure alignment and transparency across all program participants.

Oversees Budget and Resource Allocation

  • Develop and manage program budgets in collaboration with finance.

  • Monitor expenditures and ensure cost-effectiveness.

  • Coordinate resource allocation across projects and departments.

  • Identify funding needs and opportunities.

  • Prepare financial reports and justifications for leadership.

Ensures Program Compliance and Risk Management

  • Identify and mitigate program risks and issues.

  • Ensure compliance with regulatory and organizational policies.

  • Maintain documentation and audit readiness.

  • Conduct program evaluations and implement improvements.

  • Develop contingency plans for critical risks.

Supports Organizational Strategy and Innovation

  • Align programs with long-term strategic initiatives.

  • Identify opportunities for innovation and process improvement.

  • Lead change-management efforts related to program implementation.

  • Benchmark best practices and integrate them into programs.

  • Contribute to strategic planning and decision-making.

Marginal or Periodic Functions

  • Participate in organizational committees or task forces as assigned.

  • Prepare presentations for executive leadership or board meetings.

  • Conduct post-program reviews and lessons-learned sessions.

  • Support grant writing or funding proposal development.

  • Mentor junior staff or interns on program management practices.

Required Qualifications

  • Bachelor’s degree in Business Administration, Healthcare Administration, Public Health, or a related field.

  • Minimum of five years of experience in program or project management, preferably in a healthcare or complex organizational setting.

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications

  • Master’s degree in Business Administration (MBA), Public Administration (MPA), or a related field.

  • Minimum of seven years of experience managing cross-functional programs in healthcare or the public sector.

  • Experience with Lean, Six Sigma, or other process improvement methodologies.

Salary Range

$88,497+ depending on qualifications

Working Conditions

  • Standard office equipment.
