KEY ACCOUNTABILITIES
BCM Governance and Framework Management
- Develop, maintain and enhance the BCM Framework for FWDIB and FWDT.
- Align BCM policies, standards, procedures and documentation with BNM BCM, RMiT, Outsourcing and Operational Risk requirements, and FWD Group BCM Policy and Standards.
- Facilitate annual BCM policy and framework reviews and approvals by relevant committees and Boards.
- Maintain BCM governance, committee reporting and escalation procedures.
- Coordinate reporting to Management Risk Committees, ERMC, Board Risk Committees and Boards.
Business Impact Analysis and Risk Assessment
- Lead enterprise-wide Business Impact Analysis (BIA).
- Maintain inventories of Critical Business Functions (CBFs), Essential Services, key resources, dependencies and interdependencies.
- Ensure MTDs, RTOs and RPOs are established, validated and approved.
- Conduct periodic BCM risk assessments covering people, premises, technology, cyber threats, third parties, supply chains and emerging resilience risks.
Business Continuity Planning
- Coordinate BCPs, Crisis Management Plans, recovery procedures, alternate workplace strategies, and pandemic and workforce recovery plans.
- Ensure all critical business functions maintain current recovery procedures.
- Maintain BCM documents and records.
- Review BCM plans annually and following material business changes.
Crisis Management and Incident Response
- Serve as BCM Secretariat and advisor to the Crisis Management Team.
- Coordinate crisis response during disruptions.
- Facilitate BCP activation and deactivation.
- Maintain crisis communication and stakeholder escalation protocols.
- Support senior management decisions during disruptions.
- Coordinate regulatory and Group reporting for BCM events.
Testing, Exercising and Assurance
- Validate recovery strategies and organisational readiness.
- Track remediation from tests, audits, incidents and reviews.
- Produce post-exercise and lessons-learned reports.
Technology Recovery and Operational Resilience
- Align BCM with Technology and Information Security disaster recovery plans.
- Monitor recovery capability against approved RTOs and RPOs.
- Support enterprise operational resilience and scenario analysis.
Regulatory Compliance and Reporting
- Ensure compliance with BNM BCM and related regulatory requirements.
- Maintain BCM evidence for regulatory, internal and external audits.
- Coordinate BCM and resilience responses to BNM queries with Risk Management.
- Support timely regulatory notifications for disruptions materially affecting customers, critical services or obligations.
Training and Awareness
- Develop and deliver BCM awareness programmes.
- Train the Crisis Management Team, BCP Coordinators, recovery teams, new joiners and key stakeholders.
- Promote operational resilience across FWDIB and FWDT.
- Maintain BCM training records and competency assessments.
QUALIFICATIONS / EXPERIENCE
- Degree in Risk Management, Business Administration, Information Technology, Engineering, Finance or related discipline.
- Minimum 7-10 years experience in BCM, Operational Resilience, Operational Risk, Technology Risk or Crisis Management.
- Experience in insurance, takaful, banking or financial services.
- Strong working knowledge of BNM regulatory requirements.
- Experience facilitating BCM exercises and crisis events.
- Experience engaging Boards, regulators and senior management.
- Professional certifications such as CBCI/MBCI, CBCP, ISO 22301 Lead Implementer/Auditor, CISM or CRISC are preferred
KNOWLEDGE & COMPETENCIES
- Practical experience coordinating enterprise-wide programmes, cross-functional assessments, exercises and management reporting.
- Working knowledge of BIA, RA, CBF, MTD, RTO, RPO, BCP, CMP, DRP, crisis communications, third-party resilience and regulatory notification concepts.
- Strong analytical challenge, facilitation, documentation, project management and stakeholder-management skills.
