The Home Construction Regulatory Authority (HCRA) is a not-for-profit corporation that is designated by the provincial government of Ontario to administer and enforce the New Home Construction Licensing Act, 2017 and associated regulations. WHAT THE POSITION IS:
We are seeking a permanent, full-time Licensing Analyst as a backfill. Reporting to the Supervisor, Licensing, you'll review and assess new licence and licence renewal applications, including supporting and historical information, and make recommendations in line with HCRA's licensing criteria and operational policies under the New Home Construction Licensing Act, 2017. You'll carry your own file of applications, recommending approval, conditions on the licence, or refusal, and using sound judgement about when a file needs to be escalatedfor further review. Day to day, you'll follow up with applicants to close information gaps, respond to escalated licensing inquiries, and keep records accurate and complete in Dynamics 365 CRM and the Ontario Builder Directory. You'll also support the team's administrative work as needed, including fees, payments and incoming applications. Beyond your own files, you may be asked to contribute to the development of licensing processes, guidelines, tools and forms, and consumer and public education materials, helping the team improve how licensing works and roll out program changes.
WHAT SUCCESS LOOKS LIKE:
Success in this role requires hands-on experience assessing applications or files against legislation or policy, so you can work independently on most files within your first few months. You'll bring a sharp eye for detail and a commitment to accuracy, whether you're reviewing an application, entering data or reconciling fees. You should be able to interpret and apply legislation and policy to individual files, reach a sound, well-documented recommendation, and recognize when a file needs to be escalated. You'll manage a high-volume caseload and competing deadlines without losing accuracy, and work well both independently and with colleagues in Licensing, Finance, Professional Conduct and other teams. Just as important are strong client service and communication skills (written and verbal), including the ability to explain recommendations clearly to the Supervisor, Assistant Deputy Registrar, and senior staff, and to communicate licensing requirements to applicants in plain terms.
We are looking for two to four years of experience reviewing applications, files or submissions against legislation, regulations or policy, ideally in a regulatory, licensing or compliance environment. These skills may come from work experience, education, training, or a combination.
Experience at a Delegated Administrative Authority, regulator or licensing body would be an asset, as would knowledge of the New Home Construction Licensing Act, 2017 and the Ontario Building Code.
We would also value experience with Microsoft Dynamics 365 or a similar CRM, experience reviewing financial, background or conduct information, and proficiency in French or another language that helps us communicate with Ontario's builders and homebuyers
Annual Salary Range: The salary range for this position is between $68,000.00 CAD and $85,000.00 CAD (Depending on qualifications, skills, and experience).
