Department Overview

The Fraud Prevention Department is a newly established organization, launched in April 2026 under the direct supervision of the CEO, dedicated to ensuring the sound and sustainable growth of Rakuten Mobile. Our strategic mission is to collaborate with senior management to build robust governance frameworks that balance business profitability and user convenience, ensuring a secure experience for all our users. As a newly formed organization, we offer the unique opportunity to design systems and culture from the ground up, free from traditional constraints.

The department consists of five divisions. This role sits within either the Fraud Prevention Management Division. While the work focuses on Rakuten Mobile, the formal employment entity will be Rakuten Group, Inc.

With the rapid growth of Rakuten Mobile, our workload regarding regulatory compliance, internal controls, and executive reporting is increasing. We are expanding our team to include professionals who will oversee overall management tasks, such as policy development, KPI management, and external reporting.

We welcome candidates with a background in governance, compliance, or corporate planning, even if you do not have direct experience in fraud prevention.

Position Details

You will be responsible for designing risk frameworks that support the continued growth of Rakuten Mobile while ensuring a seamless and secure user experience.

Key Responsibilities:

- Planning and Execution of Fraud Prevention Strategies
Design and implement measures to predict and mitigate fraud risks, leading the execution process in close collaboration with relevant departments. You will act as a key bridge, translating operational insights into actionable information for executive decision-making.

- Risk Assessment for New Services and Features
Proactively evaluate potential fraud risks prior to new product releases and collaborate with product and development teams to integrate robust risk-management designs into the development lifecycle.

- Regulatory Liaison
Manage all aspects of regulatory compliance, including regular status reporting and stakeholder coordination regarding regulatory agreements and requirements.

- Executive Reporting and Improvement Proposals
Regularly report on the status, challenges, and proposed improvements regarding fraud prevention strategies to the executive team, including the COO.

Mandatory Qualifications

*Prior experience in fraud prevention or the telecommunications industry is NOT required.

1. Proven track record in project or business management (3+ years)

Experience leading cross-functional initiatives or driving projects forward. This includes roles such as Project Manager (PM), PMO, Business Planning, or Corporate Planning, where you were responsible for coordinating with various stakeholders to achieve project goals.

2. Proficiency in one of the following areas:

- Experience creating documentation for problem-solving and presenting reports or explanations clearly to management or relevant stakeholders.
- Experience in operational workflow management/improvement, internal policy management, or tasks related to compliance and risk management.

Desired Qualifications

- Business-level proficiency in English.
- Practical experience in fraud prevention, security, or AML/CFT (Anti-Money Laundering/Countering the Financing of Terrorism) related fields.
- Domain knowledge in fraud prevention, such as fraud detection, monitoring, or strategy design.
- Professional experience in the E-commerce, Mobile, Fintech, or Payment industries.
