SUMMARY:

Under the general supervision of the Vice President, Corporate Compliance and Internal Audit (Vice President, CCIA), the Deputy Compliance Officer coordinates and manages  the Compliance Program  and is responsible for maintaining and continuously improving the effectiveness of Brown University Health’s compliance program through developing and maintaining compliance metrics and data analytics, monitoring compliance work plan activities, managing the Conflict of Interest process, System Wide Exclusion Process, Revenue Compliance, and Review of Non Employed Clinician Agreements (including managing the database)  and Brown University Health System Policy process,  and overseeing the on-going development and administration  of compliance risk assessment, training, monitoring  and education activities.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Director the compliance risk assessment process and data analysis including and the development of risk assessments, mitigations, and follow up activity.

Plans, manages, and updates investigation tools and protocols, and engages other Compliance subject matter experts and consulting with legal counsel as needed

Manages review of compliance and privacy policies and procedures per the Annual Compliance Plan.

Leads data integrity efforts within the department for reliability and reporting requirements as well as risk identification and trending.

Overseas the compliance Conflict of Interest program. Ensures that the reports for Conflict of Interest are developed for the Board Nominating and Governance Committee and the COI Committee, and the System Compliance Committee.

Leads  the Compliance exclusion checking program and non employed physician contract review process.

Co Leads the development of the annual Compliance & Privacy workplan.

Works closely with the Vice President CCIA and his or her designees, entity leadership, operational staff, Legal Services, Internal Audit, and other stakeholders to identify and mitigate risk and potential areas of non-compliance, actively participates in annual risk assessment and other related initiatives.

Stays informed of new and emerging areas of compliance and privacy risks, technology, trends, and/or best practices relevant to the compliance and privacy program, shares information with other Compliance Department members and organizational staff as appropriate.

Appropriately and effectively engages assigned staff to achieve efficient and effective outcomes.

Mentors and develop staff as part of oversight. Imparts knowledge and best practices to aid staff development, cross-coverage, and business continuity.

Leads  and participates in the Revenue Compliance Auditing Program including clinician education and partnership with Revenue Compliance on education and selected auditing activity. 

Manages the non-employed physician contract review, Brown University Health’s automated database tracking system, and fair market value assessment according to Brown University Health policy.

Facilitates the System Policy process including development of system policy workplans; dashboards and providing communication on system policy initiatives and updates to system leadership; the System Compliance Committee and the Board Audit & Risk Committee on a routine basis.

BASIC KNOWLEDGE:

Achieved bachelor’s degree in either business, nursing, political science, or health care policy required. Master’s degree is desirable.

Designation as a certified compliance professional compliance designation such as CHC and CHPC, etc. preferred from the Healthcare Compliance Association (HCCA).

Designation as a Certified Professional Coder (CPC) from AAMC is preferred. A CPC is strongly recommended

EXPERIENCE:

Four to Seven years of healthcare compliance and privacy related experience required, along with previous management experience or four years of escalating responsibility and work-experience in compliance and/or privacy field (healthcare, law, internal audit) including progressive program and project management roles in large and complex organizations.

Experience must demonstrate an elevated level of effective written and oral communication skills, planning skills, follow-up skills, critical thinking skills, personal diplomacy skills, and project management skills. 

Relevant understanding of roles and responsibilities of coding, billing, access and provider enrollment functions in  Revenue Cycle, Medicare regulations and Medicaid regulations.

Designation as a certified compliance professional compliance designation such as CHC and  CHPC, etc. strongly preferred from the Healthcare Compliance Association (HCCA)..

Normal office environment.

INDEPENDENT ACTION:

Perform independently within  all administrative policies and procedures, referring unusual problems to the Vice President, Corporate Compliance & Internal Audit, Chief Compliance & Privacy Officer.

SUPERVISORY RESPONSIBILITY:

Direct supervision for up to ten FTEs. Supervision includes selection, scheduling, training, conducting performance appraisals and recommendation of personnel actions.
