The Opportunity:

The Utilities and Engineering Services unit within University Operations is seeking a strategic and collaborative leader to serve as Director and Building Code Official — the University's designated authority on building code compliance and the head of UCF's in-house Building Department. In this role, you'll lead a full-service department operating at the scale and complexity of a mid-sized municipality: overseeing plan reviews, permitting, inspections, code interpretation, staff development, and budget management across a broad portfolio of campus construction, renovation, and infrastructure projects, while partnering with architects, engineers, contractors, and university leadership to keep one of the nation's largest and most active campuses building safely and compliantly.

Responsibilities:

Department Leadership & Operations

  • Lead and oversee Building Department operations, programs, and staff.
  • Hire, develop, and ensure appropriate training and licensure of Building Department staff.
  • Oversee departmental budgeting, expenditures, and operational planning.

Code Administration & Compliance

  • Serve as the University's designated Building Code Official and code authority.
  • Ensure compliance with applicable building codes, regulations, and state requirements.
  • Direct plan reviews, building inspections, and code interpretation activities.
  • Manage permitting processes, inspection scheduling, fee administration, and recordkeeping.

Strategy & Stakeholder Engagement

  • Provide strategic leadership and guidance on construction compliance, facility safety, and code-related initiatives.
  • Develop and implement policies and procedures supporting construction and renovation projects.
  • Collaborate with architects, engineers, contractors, university stakeholders, and regulatory agencies.

Minimum Qualifications:

High School Diploma or Equivalent and 10+ years of relevant experience or a Bachelor's degree and 6+ years of relevant experience. Must have State of Florida certification as a Building Code Administrator. Must hold state certification and licensure as a standard Plans Examiner in all 4 trades (building, mechanical, electrical, and plumbing).

Preferred Qualifications:

  • Degree in Construction Management, Engineering, Architecture, Public Administration, Building Construction, or a related field.
  • Florida Building Official certification.

  • Experience serving as a Building Official, Chief Building Official, or Building Department leader within a public-sector, municipal, higher education, or similarly complex organization.
  • Experience overseeing building permitting, inspections, plans review, and code compliance programs.
  • Experience leading and developing professional and technical staff, including licensed code professionals.
  • Experience managing departmental budgets, fee structures, and operational resources.
  • Experience interpreting and applying Florida Building Code and related state regulations.
  • Experience collaborating with architects, engineers, contractors, regulatory agencies, and executive leadership.
  • Experience supporting large-scale capital construction, renovation, and infrastructure projects.
  • Demonstrated ability to develop policies, improve processes, and lead strategic initiatives related to construction compliance and building safety.
