Who we are looking for

We are looking for an experienced technology delivery leader to serve as Vice President, Delivery Manager for Global Technology Services in Japan. The successful candidate will combine strong project and program delivery capabilities with sound judgment, disciplined governance, and the ability to operate confidently across technical, business, risk, regulatory, vendor, and executive stakeholders.


Why this role is important to us

The Vice President, Delivery Manager leads day-to-day technology delivery across the Japan portfolio. Working across delivery teams, business partners, product, operations, risk, cybersecurity, vendors, and regional stakeholders, this role is accountable for delivering client commitments and transformation initiatives on time, within scope, and in line with business, regulatory, and risk expectations.

This is a senior delivery leadership role requiring sound judgment, disciplined governance, and the ability to communicate confidently with both technical teams and senior stakeholders. The role provides a clear point of accountability and escalation for delivery matters across Japan Technology.


What you will be responsible for

As Vice President, Delivery Manager for Japan Technology, you will:

·     Own day-to-day delivery execution across the Japan technology portfolio, including project and program delivery, governance, financial oversight, and reporting.

·     Lead and coordinate delivery teams and workstreams, setting priorities, clarifying accountability, and serving as the primary escalation point for delivery matters.

·     Manage cross-team and cross-program dependencies, proactively identifying and resolving risks, issues, decisions, and resource constraints.

·     Oversee vendor delivery and third-party dependencies, ensuring commitments are aligned with agreed plans, quality standards, and service expectations.

·     Partner with business, product, operations, risk, cybersecurity, architecture, and client-facing teams to align technology delivery with business priorities and client commitments.

·     Maintain strong delivery governance through clear status reporting, milestone tracking, financial and resource oversight, decision documentation, change control, and timely escalation.

·     Ensure delivery complies with applicable regulatory, risk, cybersecurity, and technology-control requirements for the Japan legal entity.

·     Represent Japan Technology delivery in business, governance, and regional forums, and deputize for the relevant technology leader on delivery matters when required.

·     Support portfolio prioritization, resource and capacity planning, continuous improvement, and the development of delivery capability across the team.

·     Promote a culture of accountability, collaboration, transparency, and disciplined execution.


What we value

These skills will help you succeed in this role:

·     Extensive experience in technology delivery, program management, or project management within financial services or another highly regulated industry.

·     Strong knowledge of financial-services business domains relevant to Japan, including trust operations, custody and asset servicing, insurance, and investment management.

·     Practical experience applying Agile delivery methods across the software development lifecycle (SDLC), including backlog management, sprint planning, release planning, testing, implementation, and continuous improvement.

·     Working knowledge of Jira and Confluence for delivery planning, requirements management, dependency tracking, governance documentation, and status reporting.

·     Working knowledge of cloud technologies, data governance principles, cybersecurity requirements, and technology-control expectations in a regulated environment.

·     A proven track record of leading complex, cross-functional programs and balancing competing priorities under delivery, client, and regulatory pressure.

·     Experience leading or coordinating delivery teams, providing direction, and acting decisively as an escalation point.

·     Strong stakeholder management and communication skills across senior business, product, operations, technology, risk, and vendor audiences.

·     Solid knowledge of delivery governance, financial management, risk and issue management, change control, resource planning, and vendor management.

·     Demonstrated experience managing Japanese technology vendors and third-party delivery partners, including commercial commitments, delivery performance, risks, dependencies, and escalation.

·     Strong understanding of the Japan business environment, local market practices, regulatory expectations, and Japanese business culture, including familiarity with the Bank of Japan (BOJ) and Japan Financial Services Agency (JFSA) regulatory environment.

·     Business-level Japanese and business-level English communication skills are required to engage effectively with local business and regulatory stakeholders, as well as APAC and global teams.


Education & Preferred Qualifications

·     A bachelor's degree in computer science, Engineering, Information Systems, Business, Finance, or related discipline. Equivalent relevant professional experience may be considered.

·     10 or more years of professional experience, including substantial experience managing complex technology projects, programs, or portfolios.

·     Demonstrated experience working directly with engineering teams, architects, technical product owners, business stakeholders, control functions, vendors, and senior leadership.

·     Experience within a large financial institution or another highly regulated industry is strongly preferred.

·     PMP, PMI-ACP, Certified ScrumMaster, SAFe, or comparable project management or Agile certification is preferred.

·     Is disciplined and organized, with strong attention to governance without creating unnecessary bureaucracy.

·     Can work effectively across Japan, APAC, and global teams and accommodate different time zones when required.

You will be part of Global Technology Services in Japan at State Street Trust and Banking Co., Ltd., working closely with local and regional technology colleagues and with business, operations, product, risk, cybersecurity, architecture, and vendor partners. The team supports delivery of client commitments, regulatory change, and strategic transformation across the Japan portfolio.
