We are looking for a Project Manager to join the CEO Office and drive high-priority, cross-functional initiatives across the company.
Reporting to the Chief of Staff, you will operate at the center of decision-making.

This role is designed for someone who thrives in ambiguity, enjoys solving complex business problems, and can move seamlessly from strategy to execution. You will work closely with senior leadership and have direct exposure to critical topics shaping the company’s growth.

What you’ll do

• Lead end-to-end delivery of strategic projects, from problem definition to execution and rollout
• Structure ambiguous topics into clear plans, with defined milestones, owners, and success metrics
• Coordinate cross-functional stakeholders (Product, Engineering, Finance, Sales, Compliance) to ensure alignment and delivery
• Track performance, manage risks, and ensure consistent delivery of outcomes
• Build and validate business cases (market sizing, unit economics, competitive positioning)
• Identify operational inefficiencies and implement scalable solutions
• Prepare high-quality materials for executive discussions and decision-making
• Leverage AI tools to improve workflows, automate processes, and enhance decision-making
• Support company-wide planning and operating rhythm (e.g. OKRs, strategic initiatives, governance cadences)

What we’re looking for

• 5+ years of experience in top-tier consulting and/or project management roles
• Experience in payments or fintech
• Proven track record of delivering complex projects in fast-paced environments
• Strong problem-solving and stakeholder management skills
• Hands-on experience using AI to solve real business problems (or building personal AI-driven projects)

Introduction 

The Automated Integrated Product Support (IPS) Programme Office (LN) of the NATO Support and Procurement Agency (NSPA) is responsible to provide responsive, effective and cost-efficient electronic, automated and integrated logistic support on behalf of NATO or NATO Member Nations.

NDSS is an automated and integrated logistics software support tool designed, developed and supported by NSPA. It covers the main logistic functionalities such as item management, stock management, requisitioning, procurement, fleet management, transport request, maintenance and repair, property accounting and property disposal.

The modules of the application software are written in PowerBuilder and Microsoft .Net, and are implemented in a client/server environment. Web front-end of NDSS is implemented using 3-tier Architecture.

NDSS is active in 31 user organizations across NATO and areas of NATO operations.

NSPA is involved in different development projects regarding the functional evolution of NDSS and its maintenance and is also involved in the support of other integrated logistics tools.

The contracted staff shall assist NDSS team in developing and implementing different projects based on PowerBuilder and .Net technologies.

Role Responsibilities

The Project Manager shall work with the IT team on different projects and shall be involved in various types of activities such as management, analysis, documentation. He / she shall have the following tasks and responsibilities:

• Project management, planning, resources, execution and delivery
• Preparing a Project Description and Execution Plan (PDEP), including the estimation of time and resources necessary for each project assigned, taking into consideration other priorities and available resources
• Risk management, identification of risks, impact assessment, identification of mitigation strategies
• Quality Assurance
• Management and control of deliverables
• Reporting and documentation
• Leading Project Reviews and measuring results achieved against the prescribed objectives and taking corrective action where the plan requires amendment
• Managing mid to large Information Technology (IT) projects, ensuring that technical standards are maintained, user defined requirements are implemented
• Performing studies, as assigned, to determine the feasibility of developing/deploying improved systems and/or rationalized existing systems
• Analysing and defining functional requirements, preparing functional description, designing and specifying the application system, defining migration and conversion procedures, and preparing supporting documentation
• Defining and documenting conceptual solutions to be supported by IT systems
• Processes analysis and modelling - UML
• Analysis of new requirements and amendments
• Update and enhancement of the documentation (such as BPM, use cases)
• Proposal of recommendations to enhance user and technical documentations
• Preparation and review of Statements of Work (SOW)

Required Skills and Experience

Involved in the management of various logistics systems, this profile must have a good methodical and analytical spirit as well as very good writing skills.

An experience of 7 years minimum in IT and 5 years in project management is necessary.

We’re looking for a Full Stack Developer / Software Engineer to join our Data Services team in Luxembourg. This role is ideal for someone with a strong Python background, solid AWS experience, and working knowledge of Java, who enjoys building, debugging, and productionizing internal tools and data-driven applications.

A core part of this role will be maintaining and enhancing tools for data scraping and collection, including the use of scripts, APIs, proxies, personas, and automation workflows. You will also work with AI-assisted coding tools to accelerate development, improve debugging, and help productionize solutions in a reliable and scalable way. 

This is a hands-on, product-oriented role: you will extend existing tools, build new ones end-to-end, and work closely with Data Scientists, BI Engineers, and Data Delivery to ensure what we build is secure, maintainable, and genuinely useful.

What you’ll be doing:

Build and maintain Python-based tools and applications:

• Develop, improve, and support internal and client-facing tools, with Python as the primary development language. 

Own scraping and data collection tooling:

• Maintain and enhance tools for scraping and collecting data using scripts, APIs, proxies, personas, browser automation, and related methods, always aligned with legal, compliance, and platform requirements. • Debug and productionize tools: Take prototypes and operational scripts into production by improving code quality, reliability, observability, scalability, and deployment processes. 

Develop backend services and APIs:

• Build robust services and integrations that connect to internal datasets, third-party platforms, data warehouses/lakes, and reporting systems.

Work with AWS-based infrastructure:

• Build, deploy, and support applications and automation workflows in AWS using cloud-native services, containers, logging, monitoring, secrets management, and CI/CD pipelines.

Support automation and reporting workflows:

• Build and maintain scheduled jobs, configuration-driven pipelines, exports, alerts, and notification systems that improve operational efficiency. 

Use AI-assisted development effectively:

• Leverage AI coding assistants to accelerate development, troubleshoot issues, improve code quality, and support debugging — while maintaining strong engineering standards and human oversight.

Contribute to full stack development where needed:

• Support UI development for internal tools and dashboards, working across frontend and backend components when required.

Collaborate across teams:

• Partner with Data Science, BI Engineering, and Data Delivery teams to translate business needs into practical, scalable tools.

Ensure quality, reliability, and security:

• Write clean, testable code, participate in code reviews, and apply best practices for maintainability, performance, and secure development

What we want from you:

• Strong Python development experience — this is the primary skill for the role. You should be confident building backend services, automation tools, integrations, and data-heavy applications in Python.
• Good AWS experience with building and operating applications in the cloud. You should be comfortable with core AWS services such as compute, storage, IAM, logging/monitoring, networking basics, and deployment workflows.
• Working knowledge of Java for maintaining or contributing to existing services where needed, but this is not the primary focus of the role. 
• Experience with web scraping and browser automation tools such as Playwright, Selenium, Scrapy, or similar frameworks.
• Experience building and maintaining operational data tools, especially those involving APIs, scripts, proxies, session handling, personas, and data collection workflows. 
• Ability to debug complex issues across scripts, applications, integrations, and production environments.
• Experience productionizing tools and automations, including improving resilience, monitoring, logging, error handling, and deployment processes. 
• Practical experience with AI-assisted coding tools such as GitHub Copilot, ChatGPT, Claude, Cursor, or similar, with the ability to use them effectively for development and debugging.
• Full stack capability, with some experience in frontend technologies such as JavaScript/TypeScript and frameworks like React, Vue, or Angular. 
• Solid software engineering fundamentals, including testing, version control, documentation, code reviews, and maintainable architecture.
• Strong communication and collaboration skills in a cross-functional environment

• Experience with FastAPI, Flask, or similar Python frameworks.
