OBJECTIF PRINCIPAL  

Le/La coordinateur.trice de vol intersectionnel de MSF est responsable de la définition, du développement, de la gestion et de la coordination des opérations aériennes de MSF en soutien aux activités sur un territoire spécifique. Cette personne doit assurer la gestion technique et opérationnelle de toutes les opérations aériennes impliquant des passager.e.s et du fret MSF, conformément aux normes, protocoles et procédures des opérations aériennes MSF, afin de permettre et d'assurer la sécurité des vols et l'utilisation optimale des avions.  

RESPONSABILITÉS  

• Être responsable de la mise en place et de la gestion des opérations aériennes de MSF dans le pays, définir les besoins (aménagement du bureau, équipement, personnel, etc.) et gérer le budget afin de répondre aux besoins opérationnels et d'évacuation des différents missions présentes dans le pays.
• Assurer la mise en œuvre et l'application des règles, réglementations et procédures nationales / internationales définies dans les procédures opérationnelles standard (SOP) et telles que approuvées par les différentes sections. Sécurisation des survols, des approbations d'atterrissage, de la confirmation, des permis d'exploitation de tous les vols et de tous les documents d'inspection pertinents de l'Aviation civile. 
• Coordonner la planification des vols, superviser le contrôle de la charge, l'enregistrement des passager.e.s et du fret et le suivi des vols. Coordonner et gérer l'emballage et le chargement du fret sur les vols, en s'assurant que la documentation est correctement préparée et validée. Veiller à ce que toutes les sections MSF soient informées du fret et des passager.e.s prévu.e.s sur chaque vol. Être responsable de la gestion de l'approvisionnement du Jet A1 dans la mission et du contrôle des besoins en équipement de l'avion conformément au contrat.  
• Être le point focal responsable de la sûreté, de la sécurité et de l'évacuation des vols. Prendre les décisions nécessaires telles que refuser des passager.e.s ou du fret, modifier ou annuler un vol MSF pour des raisons de sécurité ou de sûreté, etc.  
• Agir en tant que coordinateur.trice entre l'équipage et l'équipe MSF. 
• Être responsable de la communication avec les différents acteurs (autorité de l'aviation civile, aéroport et ATC) et des opérations de recherche et de sauvetage (SAR) (coordination avec l'exploitant.e de l'aéronef, les autorités nationales et/ou d'autres organisations). 
• Gérer le personnel de la cellule des opérations aériennes en collaboration avec le coordinateur.trice des ressources humaines (recrutement et formation) et former le personnel MSF au niveau de la capitale et du terrain sur les opérations aériennes MSF.  
• Être responsable du suivi et du contrôle de toutes les factures/dépenses concernant les opérations aériennes (carburant, taxes d'aéroport, frais de navigation et de stationnement, hébergement de l'équipage).
• Envoi à la cellule des opérations aériennes du rapport d'utilisation des aéronefs. Signaler tout danger ou incident au chef de mission et à la cellule des opérations aériennes.   

ÉDUCATION  

• Un diplôme dans un domaine technique/logistique est essentiel.  
• Une licence de régulateur.trice de vol et/ou de pilote professionnel.le valide est essentiel.  
• La certification de la réglementation des marchandises dangereuses de l'IATA est un atout.   

EXPÉRIENCE  

• Gestion de vol aérien ou pilote professionnel.le : essentiel.  
• Expérience internationale avec MSF ou avec d’autres organisations humanitaires.
• Expérience de travail dans des collectivités isolées et/ou des contextes instables.

About The Position:

The HSE Lead will play a critical role in supporting KoBold Metals’ commitment to operational excellence and zero harm. As a Solution Manager you will work closely with the Ministry of Health (MoH) and our health system clients. You will be the strategic and operational anchor for all in-country activities—from managing the intelligence center launch to driving partnerships with Ministries of Health. You’ll wear two hats: country representative and solutions champion.

RESPONSIBILITIES 

•  Own & drive the product backlog, and manage the configuration, testing, and rollout of products and solutions at rural health Facilities and Intelligence Centers & 

• Act as the HOS’s first user advocate, capturing feedback and identifying gaps in usability, workflow integration, and performance. This will involve going into the field to understand users across the spectrum; from Community Health Workers to Ministers of Health. 
• Lead user training and change management efforts—ensuring frontline health workers and supervisors can effectively adopt and use digital tools.

About the role

Sand is scaling rapidly across Africa, partnering with Ministries of Health to deploy the Health Operating System (HOS) — a decision-support and execution platform that transforms how health systems sense, analyze, and act on data. The HOS is already operational across multiple countries, with plans to expand to 15 countries by end of 2026, supported by 80+ Forward Deployed Engineers.

As a Forward Deployed Engineer (FDE), you are the technical spearhead of our client engagement in the Democratic Republic of Congo. Unlike our roaming FDE roles, this is a permanently embedded position. You will be based full-time within the Ministry of Health in the DRC, becoming a long-term extension of the client's operational team. Your mandate is to build deep institutional relationships, develop comprehensive understanding of the national health system, and deliver sustained value over an extended engagement — not just rapid sprints, but lasting transformation.

This is not staff augmentation. You are an amalgamation of three roles:

1. The Software Engineer — Deep technical acumen to build and deploy production-grade solutions using Sand's product suite
2. The Product Manager — Strategic foresight to understand client problems, influence business objectives, and identify expansion opportunities
3. The Consultant — Client-facing finesse to navigate complex stakeholder relationships, manage scope, and transfer knowledge

Your primary mission is to prove our value fast, delivering functional solutions rapidly using Sand's products, playbooks, and tools, and then maturing those solutions into mission-critical infrastructure that the Ministry depends on daily. Requirements — Essential

• Bachelor's degree in Computer Science, Engineering, Information Systems, or related technical field
• 5+ years of experience in software engineering, data engineering, data science, system deployment, or technical leadership
• Proficiency in at least one of: Python, SQL/PostgreSQL, JavaScript — with ability to write production-grade code
• Strong problem-solving skills with a bias toward action and rapid prototyping
• Excellent communication and stakeholder management skills — comfortable presenting to senior government or corporate stakeholders and translating between technical and non-technical audiences

About The Position: 

The HSE Manager, DRC, will play a critical role in supporting KoBold Metals' commitment to operational excellence and zero harm. This role will build and drive the implementation of health, safety, and environmental strategy and initiatives across KoBold's DRC locations,  anchored by our Manono and Pedicle exploration projects, with additional accountability extending across KoBold's rapidly expanding DRC footprint. While this is a leadership role, this person is expected to have a hands-on approach, both building HSE systems and strategy while driving safety performance to the frontline worker. 

This role will report to the Global HSE Director, and responsibilities will include:

• Develop KoBold's DRC HSE strategy and drive performance across all DRC operations, aligning with corporate sustainability and zero-harm objectives
• Champion a strong safety culture through visible leadership, engagement, and communication at all organizational levels and across the Congolese and expatriate workforce
• Design, implement, and continuously improve the DRC HSE management system, including policies, standards, procedures, and field-level tools appropriate to the demands of large-scale exploration and development operations

Qualifications

About the Role

KoBold holds over 3,000 km² of exploration rights across numerous Research Permits in the DRC and is constantly growing the portfolio. You will be responsible for obtaining new Research Permits through the mining cadastre (CAMI), which registers tenure and provides opinions on which the Minister of Mines grants the licence. Once granted, you will manage the PAR (environmental permit) process, a separate approval process involving CAMI, DPEM, and ACE, before exploration activity can begin. Every licence will also require ongoing engagement with provincial governors and their administrations, Administrateurs de Territoire (ATs), provincial CAMI offices, provincial mining divisions, and the Geology Department, which have both authorisation and periodic reporting requirements tied to exploration activity. You will serve as the primary liaison with these groups and build effective working relationships with these offices.

Our DRC compliance register spans dozens of distinct obligations (9 external registers and over 10 actions per license annually) across water protection, buffer zones, rehabilitation, community consultation, work program adherence, and statutory reporting, and is submitted, per licence, to the relevant provincial, territorial, and national authorities. You will be responsible for ensuring our portfolio is properly monitored, documented, and compliant across all licences.

Responsibilities

• Primary in-country contact for CAMI, DPEM, ACE, Direction des Mines, the Geology Department, provincial CAMI offices, provincial mining divisions, provincial governors, and Administrateurs de Territoire
• Research Permit applications, renewals, fee payment, and deadline management,  including all CAMI coordination to Direction des Mines licence grant and in-country due diligence for new permit acquisitions
• PAR coordination with selected Study Office, managing local authority sign-offs, agency lodgement, and follow-up across multiple departments
• Statutory and compliance reporting per licence to provincial and territorial authorities
• Compliance coordination with HSE, Community Relations, and Field Operations to verify activities stay within permit conditions and work program commitments

About the Position

In the role of Field Operations Lead, you will plan and execute our field activities to meet our business objectives without causing harm to our people, our contractors and partners, or the communities and environments where we operate. You will report to the Field Operations Manager, and also work closely with the COO, the leaders for our field programs, and other members of the operations team. Your primary responsibility will be to serve as the leader of field operations for 1-3 projects per year.

Responsibilities 
For 1-3 projects per year, the Field Operations Lead will be responsible for:

• Operations Control Center: Maintain daily contact with and monitor the status of KoBold personnel and contractors while in the field. Maintain close communication with the Project Geologist, Project Data Scientist, and the Senior Project Planner
• Reporting: Execute and maintain KoBold’s system for tracking health & safety incidents and provide periodic reporting
• Compliance: Understand applicable local laws and regulations and the practices of our joint venture partners and ensure that we follow them in all our operations
• Field Service Contractors: Identify, evaluate, contract with, and manage  contractors and vendors for a wide range of field operations, from camp construction to helicopter transport to emergency medical services
• Logistics: Arrange for the shipment of equipment and material to and from KoBold’s project sites
• Local Management: Deploy to remote project locations as required to implement and manage programs
• Process Improvement: Creating ways of working that allow us to continue to work more effectively and to be nimble so that we can support machine-learning-driven dynamic field programs, where we adapt our plan based on the data we collect at each stage

Qualifications

You must have:

• At least 5 years of experience conducting field operations in mineral exploration & mining, oil & gas or a related industry
• Demonstrated commitment to and familiarity with developing and implementing high standards of health & safety in the workplace
• The ability to problem-solve in remote environments
• The ability to work in remote and isolated locations for extended periods of time
• Must speak, read, and write in English; French is an asset 
• A high degree of independence and the ability to work effectively with limited supervision
• Familiarity with Project Management principles and managing projects remotely

LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior Human Resources for Health Advisor will support the Office of Foreign Assistance of the U.S. Department of State Embassy Kinshasa carrying out the America First Global Health Strategy. The primary focus of the Advisor will be technical support to develop a Political Economic Analysis of  Frontline health workers management and payment transition operational plan in alignment with the U.S,-DRC Health Cooperation Memorandum of Understanding (MOU) signed on February 26, 2026.

This position specifically supports Section 2.4 of the MOU, with human resources for health responsibilities spanning all health service delivery areas (HIV, TB, malaria, maternal and child health, nutrition, global health security including polio eradication) to strengthen the entire health system rather than individual disease programs.

The Senior Advisor will support the Ministry of Health, Hygiene, and Social Security (MOH) for improving performance and retention of human resources for health of front-line health workers, including community health workers.  The Senior Consultant will identify policy and practice bottlenecks and facilitate solutions through coordinated technical support and facilitation of effort through the Ministry’s programming and administration efforts along with the health donors group members.

The Senior Advisor will identify technical and skills bottleneck and facilitate solutions through close mentorship. S/he will be based at the MOH Human Resources Division Office. The Senior Consultant will receive day to day direction from the Division head. S/he will be reporting to U.S. Embassy Public Health Advisor and Frontline Health Workers workstream Lead bi-weekly. The Advisor will support the MOH in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. 

Responsibilities

• Support the MoH General Secretary to manage and coordinate efforts to process with employees hiring plan, set up HR data systems, review and update salaries and allowances payroll as well as retirement plans.
• Provide technical assistance in the compilation of a valid, up to date registry of front-line health workers in collaboration with the MOH and the Ministry of Public Works.
• Advise the MOH General Secretary on health policy and strategy gaps and make recommendations for remedial actions.
• Coordinate with the U.S. Government and the Global Fund to list staff receiving bonuses and ensure that they are `national staff register or private sector entity payroll systems.
• Develop a risk mitigation and communications plan to maintain performance and retention of health workers transitioned off of bonuses by January 2027.
• Support U.S. Government implementing partners to create a plan for transition CHWs to monthly stipends by domestic health resources per the MOU.
• Participate as a resource member to the GIBS Sante Health Workers and Service Delivery Working Group to support implementation of the 2026 priority action plan and improve coherence of related health donor actions to strengthen human resources of health policy and practice.
• Support the MOH to ensure workforce strategies support integrated health service delivery across all MOU Areas of Cooperation rather than vertical program structures.
• Coordinate with the LEAP Health Finance Advisor and Health Governance Advisor to align workforce transitions with co-investment tracking and financial oversight.

Reporting:

The Advisor will submit a monthly report to designated officer at the U.S. Embassy Office of Foreign Assistance by the 5^th day of the following month. Reports should demonstrate how workforce activities support integrated health system strengthening across all MOU Areas of Cooperation. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. 

Qualifications

• Advanced Academic Credentials: Master’s degree or higher in Public Health, Health Policy, Health Economics, Public Administration, or related field.
• At least seven (7) years of relevant experience in the following areas:
  • HRH Policy & Regulatory Leadership: Led formulation/revision of national HRH strategies, regulatory frameworks, and workforce policies aligned with UHC and Ministry of Health priorities.
