Seneca Federal Solutions is seeking a Mid‑Level Environmental Planner to provide direct technical and regulatory support to the Bureau of Indian Affairs (BIA), Division of Environmental, Safety, and Cultural Resources Management (DESCRM), in Phoenix, Arizona. This position supports environmental planning and compliance activities under the National Environmental Policy Act (NEPA) and related federal statutes across the BIA Western Region.
The Mid‑Level Environmental Planner serves as a key contributor responsible for preparing, reviewing, and coordinating environmental documents, while working closely with senior staff, agency partners, and Tribal stakeholders. The role requires sound professional judgment, strong technical writing skills, and the ability to manage assigned tasks independently within established program frameworks.
This position requires a minimum of two (2) days per week working on-site at the BIA DESCRM office in Phoenix, Arizona. Additional in-office presence may be required based on project needs and government direction.
Key Responsibilities include, but are not limited to:
NEPA & Environmental Compliance
- Prepare, edit, and coordinate NEPA documentation, including:
- Categorical Exclusion (CatEx) documentation
- Environmental Assessments (EAs)
- Supporting technical reports and environmental analyses
- Conduct technical reviews of NEPA documents prepared by others to ensure adequacy, consistency, and compliance with federal requirements.
- Assist in processing NEPA actions through agency tracking systems and databases (e.g., NEPA Tracker).
- Apply knowledge of federal environmental regulations, including NEPA, ESA, CWA, CAA, and related laws, to assigned projects.
Technical Analysis & Review
- Prepare or review technical materials such as:
- Biological assessments and technical memoranda
- Environmental monitoring summaries (e.g., wetlands, endangered species)
- Environmental impact avoidance and mitigation documentation
- Participate in interdisciplinary project coordination involving transportation, utilities, renewable energy, and land management actions.
- Support quality assurance and document control processes.
Coordination & Stakeholder Support
- Coordinate with Federal, Tribal, state, and local agencies under the direction of senior staff.
- Support Tribal consultation and interagency coordination efforts.
- Assist with public involvement activities, including preparation of outreach materials, meeting summaries, and response tracking.
- Maintain project files, correspondence records, and distribution lists.
Programmatic & Office Support
- Provide program support to DESCRM staff, including responding to data calls, organizing records, and supporting project reporting requirements.
- Participate in monthly coordination and reporting activities, as required.
- Assist senior staff with workload tracking, schedules, and task prioritization.
Field & Travel Support
- Participate in site visits and field activities as required.
- Prepare trip summaries and support documentation following fieldwork.
- Occasional travel within or outside the Western Region may be required.
Required Qualifications
- Bachelor’s degree in Environmental Science, Environmental Studies, Planning, Biology, Anthropology, Natural Resources, or a closely related field.
- 3–5 years of professional experience in environmental planning, environmental compliance, or a related field.
- Demonstrated experience preparing or reviewing NEPA documents.
- Working knowledge of applicable federal environmental laws and regulations.
- Strong technical writing and editing skills.
- Excellent organizational, analytical, and communication skills.
- Proficiency with Microsoft Office and document management systems.
Preferred Qualifications
- Experience supporting federal agencies, Tribal governments, or federally funded projects.
- Familiarity with NEPA tracking databases and federal document workflows.
- Experience assisting with biological assessments, environmental monitoring, or regulatory consultations.
- Prior work in the Western United States or on Tribal lands.
Work Location & Schedule
- Hybrid position based in Phoenix, Arizona.
- Minimum in-office requirement: two (2) days per week at the BIA DESCRM office.
- Remaining workdays may be performed remotely, subject to project needs, government requirements, and supervisor approval.
- Additional in-office days may be required during high-priority tasking or surge support.

About the Role:
As the Regional Construction Manager you will own and drive all aspects of project construction to establish Zipline’s ground infrastructure in the region. This includes managing the entire process from contractor evaluation, contracting and bid evaluation, design review in partnership with our engineering teams, through to full scope site construction management and project competition and oversight in partnership with our Service Operations and Superintendent teams. You’ll work closely with the broader Deployment and Construction team, Real Estate and Government Affairs teams, Finance, Legal, and Engineering to build strong relationships with key stakeholders and secure the necessary approvals to expand our network.
You will lead negotiations, manage external vendors, and ensure project timelines are met, all while maintaining alignment with Zipline’s strategic goals. WHAT YOU’LL DO
- Manage construction projects, site infrastructure installments, construction contractors, and additional real estate development projects ensuring schedule and cost targets are met or beaten.
- Develop and lead pre-construction strategies to streamline entitlements and permits for our ground infrastructure.
- Build and maintain strong relationships with City Managers, staff, and City Council members and inspectors to facilitate smooth approvals and permit completion from Planning and Zoning commissions and AHJ’s.

WHAT YOU’LL BRING

About the Role:
As the Sales/ Project Engineer for Ziplines Ground Systems and Site Infrastructure, you’ll spearhead the deployment success of Ziplines Offsite Charging sites, the game changing autonomous loading Zipping Point, and other site infrastructure. You’ll be handling all deployment topics, finding innovative solutions that work for partner sites, executing solutions to problems and roadblocks, and driving feedback and product changes to simplify and accelerate the rollout of Ziplines delivery infrastructure. You’ll work closely with the broader Engineering teams, Deployment and Construction team, Real Estate and Government Affairs, Community Engagement and Legal teams teams to build strong relationships with key stakeholders and secure the necessary approvals to expand our network.
WHAT YOU’LL DO

- Experience managing regulatory submissions, labeling, and approvals across key international markets (e.g., US, Canada, Mexico, Australia, Korea, Japan, Brazil, Germany, UK)
- Deep understanding of product development, formulation, claims substantiation, and compliant marketing practices
- Proven ability to implement regulatory and quality systems, processes, or tools (e.g., QMS, automation, AI-enabled solutions)

Your Impact
You will design and lead the strategy that unlocks scalable procurement and partner-driven growth across our US Public Sector business. State & Cooperative Contract Strategy
- Develop and execute a forward-looking state and cooperative contract strategy aligned to go-to-market priorities; anticipate procurement needs 12–18 months in advance and establish required vehicles ahead of revenue timelines.
- Establish, expand, and renew statewide and cooperative contracts to include new products, services, and pricing models that support growth objectives.
- Lead negotiations for new and expanded contracts, aligning Legal, Sales, Finance, and external stakeholders to secure favorable commercial and operational terms.
- Own strategic relationships with cooperative purchasing organizations and evaluate new vehicles based on revenue potential and market coverage.
- Track contract utilization and performance, identifying opportunities to optimize scope, usability, and adoption across priority markets.
Commercial Partner Strategy & Activation
- Operationalize new commercial partnerships identified by Corporate Development by designing the revenue activation plan and establishing repeatable pathways to secure the first deals on Axon paper.
- Identify priority accounts and use cases where partner products strengthen Axon’s solution; align Sales, Product, Marketing, and the partner on positioning, pricing, and enablement readiness.

State & Cooperative Contract Strategy
- Develop and execute a forward-looking state and cooperative contract strategy aligned to go-to-market priorities; anticipate procurement needs 12–18 months in advance and establish required vehicles ahead of revenue timelines.
- Establish, expand, and renew statewide and cooperative contracts to include new products, services, and pricing models that support growth objectives.
- Lead negotiations for new and expanded contracts, aligning Legal, Sales, Finance, and external stakeholders to secure favorable commercial and operational terms.
- Own strategic relationships with cooperative purchasing organizations and evaluate new vehicles based on revenue potential and market coverage.
- Track contract utilization and performance, identifying opportunities to optimize scope, usability, and adoption across priority markets.
Commercial Partner Strategy & Activation
- Operationalize new commercial partnerships identified by Corporate Development by designing the revenue activation plan and establishing repeatable pathways to secure the first deals on Axon paper.
- Identify priority accounts and use cases where partner products strengthen Axon’s solution; align Sales, Product, Marketing, and the partner on positioning, pricing, and enablement readiness.
- Build scalable procurement and contracting frameworks that allow Axon to compliantly resell partner products within public sector constraints, tracking early performance and refining activation strategy based on results.
New Product Growth Enablement
- Proactively identify and remove procurement, contracting, and regulatory barriers that could delay adoption of new products in state and local markets.
- Ensure state-specific requirements and contract inclusion strategies are understood early and addressed in alignment with launch revenue timelines.

Title: Sr. Specialist, Government & External Affairs
Position Summary
The Sr, Specialist, Government & External Affairs leads Arizona state and local engagement—especially in Pinal County and Queen Creek by monitoring policy developments, managing key government relationships, supporting permitting and utility-related projects, and coordinating risk and issue management across internal and external stakeholders.
Key Responsibilities
- Policy & Legislative Intelligence
- Monitor federal and Arizona legislative/regulatory developments and analyze implications for business continuity and operations
- Provide practical guidance for permitting and strategic decisions
- Leverage hands-on experience with state political and legislative environment
- Monitor and navigate state-level policy and legislative activity, expand networks
- Strategic Stakeholder Engagement (Arizona)
- Maintain relationships with key Arizona state and local stakeholders
- Focus on host jurisdictions: Pinal County & Town of Queen Creek
- Support long-term partnership building and alignment on key issues
- Risk Anticipation & Issue Management
- Identify emerging risks and opportunities (policy, permitting, community, operations)
- Coordinate cross-functionally to align messaging and mitigate risks
- Support timely resolution of external-facing issues
- Project Management & Coordination
- Support government-facing aspects of infrastructure, utility, and permitting projects
- Track public-sector dependencies with structured documentation
- Provide escalation and coordination to protect cost, schedule, and compliance
- Cross-Cultural & Executive Support
- Serve as a bridge between U.S. stakeholders and global leadership in South Korea
- Deliver concise updates and well-framed options for decision-makers
- Represent the company professionally in high-visibility settings
Required Qualifications
- 7+ years of experience in government affairs, external affairs, public policy, regulatory engagement, economic development, or related roles.
- Strong working knowledge of U.S. political institutions, including state, county and municipal processes.
- Demonstrated experience engaging with state and/or local officials; Pinal County and/or Town of Queen Creek experience strongly preferred.
- Strong writing and briefing skills; ability to translate policy and stakeholder developments into operational and project implications.
- High integrity and strong compliance awareness.
