The Centre for Information Resilience (CIR) is an independent organisation dedicated to exposing human rights violations and threats to democracy. We achieve this through open source research, digital investigations, capacity-building with local partners, and collaboration with media to amplify our impact.

CIR was born out of a determination to expose those spreading harm – online and offline – around the world, particularly in areas of violent conflict, such as Ukraine, Sudan and Myanmar. Our projects are at the forefront of efforts to investigate and document human rights abuses, war crimes, harms targeting women and minorities, and influence operations. We work closely with multilateral and national justice accountability bodies.

Contract Type: Contractor

Contract length: 1 year - 4-5 days per month.

Hours needed Part-time (4–5 days per month; daily working hours are negotiable and can be arranged to suit the successful candidate).

Location: Remote.

Languages: You must be able to speak and write English. French language skills are preferred.

About the Role

We’re looking for a creative and data-driven TikTok Specialist to provide ongoing strategic support to strengthen the performance, reach, and engagement of the project's TikTok presence. The consultant will provide expert guidance on TikTok platform developments, algorithm changes, content optimisation, and performance analysis to support the project's objectives.

Main responsibilities

The TikTok Strategy & Algorithm Analyst will provide expert analysis and advice to maximise the effectiveness of the project's TikTok presence by:

  • Monitoring, analysing, and interpreting changes to the TikTok recommendation algorithm, ranking signals, and platform features.
  • Investigating patterns in content performance to identify factors influencing reach, engagement, audience growth, and content distribution.
  • Providing evidence-based recommendations on content strategy derived from platform and algorithm analysis.
  • Supporting the project team with data-driven recommendations to improve content performance.

Experience needed:

Essential

  • Demonstrated experience analysing TikTok performance data and platform behaviours.
  • Strong understanding of TikTok's recommendation systems, ranking factors, audience growth mechanisms, and content distribution patterns.
  • Proven ability to interpret analytics and translate data into actionable recommendations.
  • Excellent analytical and communication skills.
  • Ability to provide clear, practical, and evidence-based recommendations.

Desirable

  • Familiar with analysing and advising on TikTok strategies in emerging markets.
  • Experience working with NGOs, media organisations, advocacy campaigns, or public-interest communications.
  • Familiarity with influencer engagement and creator trends.
  • Experience working in multicultural and international contexts.
  • French preferred.
