Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

The Training Coordinator – ICT Security Accreditation will join NATO's Cyber and
Digital Transformation (CDT) Division, supporting the Cyber Readiness (CYR)
Section. The role focuses on designing, coordinating, and delivering ICT Security
Accreditation learning solutions that enable stakeholders to understand and execute the
NATO accreditation process effectively. The successful candidate will work closely with
Security Accreditation Authorities, the NCIA Accreditation Team, and Learning &
Development communities to improve accreditation knowledge, process efficiency, and
workforce capability.

Role Duties and Responsibilities

 Coordinate the design and delivery of ICT Security Accreditation training programmes.
 Develop a centralized SharePoint-based knowledge repository for security accreditation
documentation.
 Collect, review, and organize accreditation templates, procedures, guidelines, and
reference materials.
 Map accreditation documentation to business processes and stakeholder responsibilities.
 Identify documentation gaps and recommend improvements.
 Configure and maintain SharePoint wiki structures and content.
 Develop role-based learning pathways for different stakeholder groups.
 Create self-paced e-learning modules, video briefings, interactive learning materials, and
quick reference guides.
 Design learning assessments and knowledge checks.
 Deploy and manage training content within NATO's Learning Management System
(LMS).
 Configure learning pathways, prerequisites, proficiency tracking, and reporting.
 Conduct stakeholder interviews and learning needs analyses.
 Work closely with Security Accreditation Authorities, NCIA, and Learning &
Development teams.
 Support continuous improvement of accreditation training, documentation, and learning
processes.
 Produce training documentation and progress updates as required.
Essential Skills, Experience and Certifications
Essential Skills
Strong instructional design and adult learning methodology knowledge.
Experience designing digital learning solutions and blended learning programmes.
Knowledge of Learning Management Systems (LMS), preferably Moodle or
Rhapsode.
Strong Microsoft 365 skills, including SharePoint administration and content
development.
Excellent stakeholder engagement, facilitation, and communication skills.
Ability to translate complex technical processes into user-friendly learning content.
Strong documentation, presentation, and content development skills.
Excellent organizational and project coordination abilities.

Essential Experience

Minimum 3 years' experience in instructional design, learning development, or
digital learning.
Minimum 3 years' experience designing learning systems in defence, government,
NATO, or other highly regulated environments.
Experience developing e-learning modules, micro-learning, videos, and learning
resources.
Experience implementing or integrating Learning Management Systems.
Experience with Microsoft SharePoint architecture, development, and administration.
Experience designing compliance or governance training programmes.
Experience working with multiple stakeholders across technical and business teams.

Education

University degree in Education, Instructional Design, Cybersecurity, Business
Economics, or a related discipline (or equivalent qualification).
Preferred Certifications / Experience
Postgraduate qualification in Digital Transformation, System Design, Human-
Machine Integration, or Integrated Product Development.
ITIL 4 certification.
Agile Project Management certification.
Experience with NATO Security Accreditation processes.
Experience with AI-enabled learning technologies, Generative AI, or AI governance.

Security Clearance
Active NATO SECRET Security Clearance (Required).

Working Location
NATO Headquarters, Brussels, Belgium.
 
Working Policy
Primarily on-site at NATO Headquarters.
Teleworking may be approved on a case-by-case basis.
Contract start: As soon as possible, no later than 24 August 2026.
Contract end: 31 December 2026.
Estimated workload: 890 hours.
Possible contract extension during 2027, subject to performance, funding, and NATO
approval.
Standard office hours with occasional out-of-hours work when required.
Business travel may be required to support coordination activities.
Travel (excluding travel to SHAPE) will be reimbursed in accordance with NATO
rules.
All work must comply with NATO security requirements and documentation
standards, and a Non-Disclosure Agreement (NDA) must be signed before
commencing work.
