Analyzes user’s requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications. Analyzes system requirements and leads design and development activities. Guides users in formulating requirements, advises alternative approaches, and conducts feasibility studies. Provides technical leadership for the integration of requirements, design, and technology. Incorporates new plans, designs and systems into ongoing operations. Develops technical documentation. Develops system Architecture and system design documentation. Guides system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans. Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts. Ultimate responsibility for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility. Communicates with other program personnel, government overseers, and senior executives.
Due to federal contract requirements, United States Citizenship and position appropriate security clearance is required. (e.g. Active TS/SCI security clearance with agency appropriate polygraph).

Required Qualifications
TS/SCI with agency appropriate poly
Twenty (20) years-experience as a SE in programs and contracts of similar scope, type and complexity is required.
Demonstrated experience in planning and leading Systems Engineering efforts is required.
Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required.
Five (5) years of additional SE experience may be substituted for a bachelor’s degree.
Required Technical Skills
Experience gathering, analyzing, and documenting user and system requirements.
Experience developing systems engineering artifacts such as requirements specifications, interface control documents, systems engineering plans, and related technical documentation.
Experience working directly with customers, users, and stakeholders to understand operational workflows and mission needs.
Ability to translate complex operational challenges into clear, structured requirements for technical teams.
Experience supporting workflow analysis, process improvement, or capability planning efforts.
Strong technical writing, communication, and documentation skills.
Ability to coordinate across multidisciplinary teams and maintain alignment between users, engineers, and leadership.
Strong organizational and problem-solving skills with the ability to manage multiple priorities.
Desired Technical Skills
Experience with Agency dataflow, compliance, policy, and data-governance, as it pertains to Corporate Tools and Analyst workflow.
Experience managing teams and threads with complex multi-regional systems with large datasets.
Experience supporting analyst workflows, mission visibility, or contextual data tracking capabilities.
Familiarity with content triage, transcription workflows, language analysis, or sourcing-related mission areas.
Experience with requirements management, traceability, interface definition, and lifecycle planning.
Experience developing concepts of operation, workflow documentation, and customer-facing systems engineering products.
Strong understanding of systems engineering processes and mission-focused capability development.
Ability to communicate effectively with both technical teams and operational users.
Experience coordinating and integrating AI Technologies within the development workflow.
