LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior Malaria Advisor will provide high-level strategic and technical assistance for the Ministry of Health's national malaria agenda, in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.  The Advisor will be placed directly within the Office of the state minister.

This strategic placement is designed to strengthen high-level coordination, enhance cross-programmatic oversight, support multisectoral engagement with regional health bureaus, federal agencies (EPHI, EFDA, AHRI), and international implementers, while reinforcing country ownership by ensuring that all technical assistance is meticulously aligned with national priorities and contributes to the long-term resilience of Ethiopia's health systems.

The Advisor will support the state minister in overseeing the MOVBD Prevention and Control Desk, driving the successful implementation of cost-effective, life-saving interventions for malaria prevention, control, and elimination, and while proactively identifying programmatic bottlenecks and orchestrating coordinated, evidence-based solutions in full alignment with the new Presidential Executive Order (EO) directives and Ethiopia's national malaria strategy. The Advisor will maintain a direct reporting line to the state minister and will also provide monthly performance reports to the U.S. Department of State.

Responsibilities

Strategic Technical Leadership

  • Lead the strategic direction and support the development of national malaria program strategies, policies, guidelines, and work plans to get back on track towards elimination by 2030
  • Coordinate the design, planning and implementation of malaria prevention and control activities consistent with the US government’s strategy and with Ethiopia’s national malaria strategy. This will include but is not limited to case management at facility and community level, vector control, chemoprevention, malaria vaccine implementation, malaria in pregnancy, procurement and delivery of life-saving commodities, and associated monitoring and surveillance to ensure accountability and track progress.
  • The position holder will foster strong coordination between the MoH; other government of Ethiopia ministries and agencies such as EPHI, EFDA, and AHRI; regional health bureaus; academic institutions; donors; implementers; and other malaria stakeholders for evidence-based routine and emergency malaria program implementation.
  • The Senior Malaria Technical Advisor will provide strategic advice, as well as program design, monitoring, and evaluation directions to guide the Malaria and Other vector Borne Disease Prevention and Control Desk through the leadership of H.E. the State Minister of Health.
  • Provide strategic leadership to the Malaria and Other Vector Borne Disease Prevention and Control Desk to develop and implement evidence-based policies and programs to get back on track towards elimination by 2030.
  • Keep abreast of current developments and successful interventions via regular engagement with malaria experts (domestic and international) and MOH officials, ensuring proven strategies and interventions are integrated in national malaria programming.

Management of Program/Activity Implementation 

  • Ensure U.S. government resources are maximized to achieve sustained results in line with U.S. government laws, regulations, and policies to prevent fraud, waste, and abuse.
  • Provide strategic and technical support to the state minister, the MOVBD Desk, and U.S. Department of State implementing partners during planning, design, and implementation phases to ensure quality interventions and achievement of programmatic targets.
  • Analyze program performance and study findings to recommend strategic and/or operational changes for continuous quality improvement.
  • Support the development and maintenance of a robust monitoring and evaluation plan, implemented through existing MoH systems and USG-supported mechanisms.
  • Support the State Minister's office in reviewing and synthesizing evidence from Technical Working Groups (TWGs) and Technical Advisory Committees (TACs) to inform policy briefs.
  • Represent His Excellency the State Minister of Health in national and international forums, including conferences and meetings on malaria agenda
  • Perform any additional duties assigned by the State Minister’s Office

Coordination of Malaria Partners

The Advisor will ensure effective communication and coordination between the State Minister's Office, the MOVBD Prevention and Control Desk, the Ministry of Health, and all key stakeholders, including other Government of Ethiopia ministries and agencies such as EPHI, EFDA, and AHRI, regional health bureaus, donors including the Global Fund and the U.S. Department of State, as well as implementing partners and academic institutions. The Advisor will also ensure that all malaria activities are fully integrated into the broader health agenda and coordinate activities across all partners to avoid duplication of effort and programming gaps.

Communications:

  • In addition to regular communications with MOH, communication with partners and US Embassy to review progress, discuss activities and address emerging issues
  • The Senior Malaria Advisor should avail him/herself of calls/meetings with the US Embassy as requested

Reporting                                                                                                                                        

  • The Senior Advisor will report directly to the state minister
  • The Senior Advisor will provide a monthly report to the U.S. Department of State, submitted by the 5th day of the following month. The format for reporting may be adjusted with concurrence from the GOR.

 

REPORTING:

The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.

Qualifications

  • An advanced degree (master’s or higher) in Public Health, global health, Epidemiology, Medicine (MD), or a related field is required.  
  • A minimum of ten (10) years of progressively responsible, senior-level experience in public health, with a significant focus on malaria program implementation, research, policy development, and technical advisory roles
  • Demonstrated experience providing strategic advice and technical guidance at a high level, preferably for senior government officials
  • Proven track record of successfully supporting the development and implementation of national health strategies, policies, and guidelines.
  • Extensive experience in coordinating multi-sectoral and multi-stakeholder partnerships, including government entities, international donors and implementing partners.
  • Experience working at the federal level within the Ethiopian health system, including collaboration with the Ministry of Health, EPHI, and Regional Health Bureaus, is highly preferred.
  • Proven ability to communicate clearly and concisely – orally and in writing – in both English and Amharic
  • Demonstrated ability to communicate highly technical information to both subject matter expert and non-expert audiences    
  • Management and organizational skills to work with numerous teams, identifying priority actions and taking initiative if follow-through is needed     
  • Strong analytical skills and experience in using data for decision-making
  • Excellent mentorship and capacity-building skills

Time frame

The period for this advisor is from July 15, 2026, to July 31, 2027
