Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background
- Engagement and Business Intake processes and also other available data sources to analyse technical requirements and assessing and providing recommendations regarding coherence to NATO/NCIA technology strategies, initiatives and technology and capability roadmaps.
Role Duties and Responsibilities
- In particular, it will be required to assess:
- Traceability of POW projects to CPP development work.
- Identification of overlaps, duplicities and dependencies with
existing projects and initiatives in coordination with CTO team
SMEs - Assessment of alignment of POW project scope with CTO Technology Strategy and Technical Design Authority guidance.
- The Contractor shall coordinate and validate analytical findings with relevant architecture, engineering, and portfolio stakeholders designated by the Purchaser, and shall consolidate the resulting observations, risks, and recommendations into agreed reporting artefacts. The Contractor shall incorporate consolidated findings into the Programme of Work (PoW) portfolio
management artefacts identified in Table 1, in accordance with the reporting formats and submission timelines defined by the Purchaser. - The Contractor shall prepare governance reporting and decision-support artefacts for internal and external stakeholders.
- The Contractor shall transform data and operational information into structured analytical views, dashboards, and reporting products using Agency-approved tooling and formats
- The Contractor shall not assume decision authority, risk ownership, or governance approval responsibilities, which remain with NCIA.
- The Contractor shall:
- Operate within the Agency-approved collaboration and reporting
- Ensure all artefacts are formally documented, version-controlled,
and stored in the designated repository. - Coordinate reporting outputs with the PoW Portfolio
Management Team to ensure consistency of format, terminology,
and strategic messaging. - Deliver services iteratively in accordance with the milestone
schedule and deliverable acceptance criteria defined in this SOW. - Ensure consistency and traceability between analytical dashboards, reporting artefacts, and supporting deliverables.
- The Purchaser will provide timely access to required documentation, stakeholders, systems, and data necessary for execution of the services.
- The contractor shall participate in a kick-off meeting within one working week after the signing of this contract.
- During the kick off meeting, the Contractor will provide and discuss a plan for executing the tasks under this statement of work. Purchaser and Contractor will discuss the plan and confirm amendments where appropriate.
- The rhythm for these meetings will be decided at the kick-off meeting.
- The Contractor shall follow all general rules, terms and conditions as applicable for working in NCIA locations.
Essential Skills, Experience and Certifications
- Proven knowledge of NATO Structures, NATO Working Groups and military operations demonstrated in at least three past projects
- At least 5 years' experience in NATO IT or NATO agencies.
- Expert knowledge (demonstrated by at least 5 years' experience) of Information Architecture and systems engineering techniques, and C4ISR policies and directives.
- Minimum 4 years of professional experience in business analysis, architecture taxonomies, governance reporting.
- At least 5 years' experience in Stakeholder Engagement to include work with IT personnel, analysts, and decision-makers to align taxonomy with mission objectives.
- Demonstrated experience producing technical documentation, e.g. reports and specifications
- Proven experience with modern technologies, in particular cloud computing and AI, cybersecurity, networks and DevSecOps.
- Proven experience supporting executive-level governance processes, including preparation of decision-ready briefing materials and structured documentation of actions, risks, and decisions.
- Proven Data Analysis expertise to query, analyze, and validate data structures, demonstrated in at least 3 projects.
- Experience supporting workshops, working groups, governance meetings, or stakeholder coordination activities, demonstrated through at least 1 relevant assignment.
- Strong written and verbal communication skills in English with the ability to communicate analytical insights to technical and non-technical stakeholders.
- A university degree in data science, engineering, information systems or business administration or equivalent professional experience.
- Experience maintaining stakeholder interaction logs, action trackers, and controlled information repositories (specifically SharePoint intranet).
Desirable Skills, Experience and Certifications
- Security Awareness for the ability to work with classified/unclassified data and within secure environments.
- Attention to Detail for ensuring accuracy and consistency in multiple sources and references.
- Communication skills & Collaboration for the ability to work with NATO military and civilian personnel.
- Problem-Solving & Critical Thinking Identifying gaps and inconsistencies in structures.

- Some travel to other NATO sites may be required
- This SOW should include up to 2 visit per year (semi-annually) to SACT Norfolk for a maximum of three (3) working day each visit, and maximum 10 visits per year to NCIA The Hague. The travel, lodging and associated expenses for travel are included in the price of the bid (NTE), such that the purchaser shall not be invoiced.
