About this Quantity Surveyor- Kiswishi City- Lubumbashi, DRC role at Tatu City
We are seeking a detail-oriented and analytical Quantity Surveyor (QS) to manage cost planning, procurement, and financial control of construction projects. The ideal candidate should have experience in large-scale road and building construction.
Key Responsibilities:
Cost Estimation & Budgeting
• Prepare preliminary cost estimates, feasibility studies, and detailed budgets at all design stages
. • Develop Bills of Quantities (BoQ) and tender documents.
• Advise on cost-efficient materials and construction methods.
• Effective budget tracking to ensure projects stay within financial constraints
Procurement & Tendering
• Assist in contractor/subcontractor selection and bid evaluations.
• Preparing, negotiating, and analyzing costs for tenders and contracts.
• Recommend procurement strategies (traditional, design & build, etc.). Financial Control & Reporting
• Monitor project expenditures and forecast final costs.
• Valuing completed work and certifying payments.
• Conduct interim valuations and progress payment certifications. • Manage variations, change orders, and cost reconciliation
Contract Administration
• Administer contracts (FIDIC) and ensure compliance.
• Handle claims, disputes, and extension-of-time requests.
. • Implement value engineering to optimize costs without compromising quality.
• Advise on lifecycle costing and sustainability initiatives.
Post-Construction Duties
• Finalize accounts, including variations and retention releases.
• Resolve disputes and close out financial matters. • Provide post-project cost analysis and lessons learned.
Requirements
Education & Professional Certification:
• Bachelor’s degree in quantity surveying, Building Economics, or a related field from a recognized institution; Master’s degree preferred.
Core Experience & Technical Skills:
• Minimum 5 years of hands-on site-based supervision experience in large-scale road and building construction, proven expertise in FIDIC Conditions of Contract.
• Solid understanding of the Congolese (DRC) market, particularly regarding large-scale residential complexes and/or warehouse suppliers and contractor
Key Competencies:
• Exceptional site reporting & documentation skills, with a focus on progress tracking, risk assessment, and corrective action implementation.
• Technical proficiency in cost estimation, contract administration, and dispute resolution (arbitration experience a plus).
• Strong analytical & problem-solving skills, with the ability to interpret engineering drawings, BOQs, and construction methodologies.
