Overview

We are seeking an experienced Project Manager 3 Scrum Master to lead Agile project delivery for enterprise technology initiatives. This role is responsible for managing projects throughout the full delivery lifecycle while serving as Scrum Master for Agile teams, ensuring successful planning, execution, stakeholder communication, and continuous improvement.

The ideal candidate brings extensive Agile leadership experience, strong project management expertise, and the ability to foster collaboration while delivering high-quality solutions within schedule and budget.

Job Description

The Project Manager 3 Scrum Master will lead Agile project delivery from project initiation through implementation while supporting cross-functional teams in achieving business objectives. This position is responsible for developing project and release plans, facilitating Agile ceremonies, managing risks, monitoring project performance, and ensuring adherence to VDOT and VITA project management standards. The successful candidate will serve as both project manager and Scrum Master, helping teams deliver value while promoting Agile best practices and continuous improvement.

Responsibilities

Project Management

  • Lead projects through the complete project lifecycle, including planning, execution, monitoring, and delivery.
  • Develop and maintain project plans, release plans, schedules, and resource plans.
  • Manage project scope, risks, schedules, budgets, and overall delivery.
  • Track and communicate project status, risks, costs, and progress to stakeholders and leadership.
  • Ensure compliance with VDOT and VITA project management methodologies.
  • Perform additional project management responsibilities as assigned.

Agile Leadership

  • Facilitate Agile ceremonies including Sprint Planning, Daily Standups, Sprint Reviews, Sprint Retrospectives, Story Refinement, and Release Planning.
  • Foster an environment that enables Agile teams to perform effectively.
  • Remove impediments and protect teams from unnecessary interruptions and distractions.
  • Promote adherence to Scrum, Kanban, and Agile principles.
  • Support continuous improvement initiatives that increase team productivity.

Product & Team Collaboration

  • Partner with Product Owners to develop, refine, prioritize, and maintain product backlogs.
  • Build strong relationships between Agile teams, Product Owners, and business stakeholders.
  • Track and report team velocity and Agile performance metrics.
  • Mentor, coach, and support Agile team members.
  • Help balance competing priorities involving quality, scope, schedule, and cost.

Stakeholder Communication

  • Collaborate with customers to understand business objectives and manage expectations.
  • Analyze and document business and system processes.
  • Communicate effectively with technical teams, business stakeholders, and executive leadership.
  • Maintain project transparency through regular reporting and stakeholder engagement.

  • Manage enterprise Agile projects through the full project lifecycle.
  • Facilitate Scrum and Kanban Agile ceremonies.
  • Develop and maintain project plans, release plans, and project documentation.
  • Manage project scope, risks, schedules, resources, and delivery.
  • Track project metrics, team velocity, and overall project health.
  • Support Product Owners with backlog management and prioritization.
  • Mentor Agile teams and promote continuous process improvement.
  • Analyze and document business and system processes.
  • Ensure compliance with VDOT and VITA project management standards.

Minimum Qualifications

  • Current Project Management Professional (PMP) certification from the Project Management Institute (PMI).
  • Current Certified ScrumMaster (CSM) certification.
  • Minimum of 10 years of experience with Software Development Life Cycle (SDLC) models.
  • Minimum of 5 years of experience working with Scrum and Kanban Agile methodologies.
  • Minimum of 8 years of experience mentoring, coaching, collaborating with, and leading project teams.
  • Minimum of 3 years of hands-on experience using Microsoft Project or Project Server Subscription Edition (PSSE).
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
  • Must be local to the Richmond, Virginia area.
  • Must be willing and able to work onsite up to three days per week as requested.
  • Must participate in a webcam interview.
  • Copies of current PMP and CSM certifications are required with submission.
  • Candidate must not have been previously submitted for recent VDOT Project Manager Scrum Master requisitions.

Preferred Qualifications

  • Experience working within the SAFe Framework.
  • SAFe certification.
  • Additional experience supporting scaled Agile environments.

Compensation

This is a 1099 Contract position.

Pay Rate: $50 – $70 per hour

Schedule

  • Start Date: July 27, 2026
  • End Date: June 30, 2027
  • Assignment Duration: Approximately 11 months
  • Hybrid work arrangement.
  • Candidates should be available to work onsite up to three days per week as requested.
