What it takes: Essential Duties and Responsibilities
- Support the planning and delivery of infrastructure projects from project initiation through construction
- Coordinate with owners, consultants, contractors, and internal project teams to facilitate integrated project delivery
- Assist in developing procurement documents, including Requests for Qualifications (RFQs), Requests for Proposals (RFPs), technical requirements, evaluation criteria, and contract documents
- Participate in proposal evaluations, technical reviews, and procurement activities while maintaining confidentiality and procurement integrity
- Coordinate engineering design reviews and monitor design progress for compliance with owner requirements, standards, and project objectives
- Support risk identification, risk management workshops, and mitigation planning throughout project development
- Assist with project scheduling, cost estimating, budgeting, and value engineering efforts
- Review design packages, construction documents, submittals, requests for information (RFIs), and change requests
- Monitor project performance related to scope, schedule, budget, quality, and safety
- Coordinate utility, environmental, permitting, right-of-way, and stakeholder activities as required
- Prepare technical reports, presentations, meeting agendas, and project documentation
- Foster collaborative relationships among project stakeholders while supporting innovation and continuous improvement
- Ensure compliance with applicable federal, state, and local regulations, agency standards, and contract requirements
- Travel as required to meetings and events (site walk-throughs, proposal meetings, design reviews, progress meetings, conferences) involving preconstruction and construction activities for opportunities and projects (30%)

- Bachelor’s degree in Civil Engineering, Construction Engineering, Construction Management, or a related engineering discipline
- Engineer in Training (EIT) certification desired; Professional Engineer (PE) license preferred or ability to obtain within a specified timeframe
- Three to five years of progressively responsible engineering or construction experience, preferably involving transportation or public infrastructure projects
- Working knowledge of engineering design principles, construction practices, and project management fundamentals
- Strong written and verbal communication skills
- Ability to manage multiple priorities in a collaborative, fast-paced environment
- Experience with state departments of transportation or other public infrastructure agencies
- Knowledge of procurement regulations and qualifications-based selection processes
- Experience using scheduling software Primavera P6 or Microsoft Project, Bluebeam, Bentley, Autodesk, or similar engineering and project management software
- Experience with estimating and estimating software
- Experience facilitating multidisciplinary coordination and stakeholder engagement
- Familiarity with risk management, value engineering, and quality management processes
