About the Role
Pluribus Digital is seeking a Product Manager to support the modernization of the Centers for Medicare & Medicaid Services (CMS) Health Insurance Oversight System (HIOS). This role is ideal for a product leader who thrives at the intersection of technology, data, and user needs while delivering mission-critical solutions that improve healthcare oversight and operations.
As a Product Manager, you'll partner with government stakeholders, engineers, architects, data specialists, and UX professionals to define product strategy and guide delivery across complex modernization initiatives. This role is highly collaborative and requires balancing business priorities, technical considerations, and data-driven decision making throughout the product lifecycle.
The HIOS platform supports large volumes of regulatory and operational data, making this position especially well suited for someone with experience delivering data-intensive applications, modern APIs, reporting capabilities, and enterprise-scale software solutions in Agile environments.
Applying modern Digital Services principles and human-centered design, you'll help ensure products are built around user needs, informed by data, and aligned with CMS mission objectives.

What You'll Do
Product Strategy & Vision

Define and communicate product vision, strategy, and roadmaps aligned with CMS modernization priorities.

Partner with government stakeholders to translate complex business and regulatory requirements into product outcomes.

Prioritize features and capabilities based on mission impact, customer value, technical feasibility, and delivery timelines.

Drive product decisions using qualitative user feedback, operational metrics, and data insights.
Product Delivery

Lead cross-functional Agile teams through product planning, backlog refinement, sprint planning, and release activities.

Develop and maintain well-defined epics, user stories, and acceptance criteria.

Collaborate closely with engineering, architecture, UX, QA, and data teams throughout the software development lifecycle.

Support SAFe planning activities, including Program Increment (PI) Planning and roadmap alignment.
Data & Platform Modernization

Partner with engineering and data teams to define requirements for data-intensive applications, reporting capabilities, APIs, and system integrations.

Help modernize legacy workflows through scalable, cloud-native product solutions.

Ensure product decisions support data quality, interoperability, security, and long-term maintainability.

Leverage analytics and performance metrics to measure product success and identify continuous improvement opportunities.
Stakeholder Engagement

Build trusted relationships with Product Owners, government leadership, technical teams, and external stakeholders.

Present product strategy, roadmap updates, delivery progress, and key metrics to technical and non-technical audiences.

Identify risks, dependencies, and tradeoffs early while proactively communicating mitigation strategies.

Foster collaboration across multiple delivery teams to ensure alignment and successful execution.
Innovation

Identify opportunities to leverage AI, automation, and emerging technologies to improve user experience and operational efficiency.

Champion continuous improvement through experimentation, feedback, and iterative product delivery.

Promote modern digital service practices that improve both customer outcomes and delivery effectiveness.
What You'll Bring
-
Ability to obtain and maintain a Public Trust designation (current or recent clearance preferred).

Bachelor's degree in Computer Science, Information Systems, Business, Engineering, or a related discipline.

5+ years of experience as a Technical Product Manager or Product Manager leading Agile software development teams.

Experience delivering enterprise software products supporting complex business processes and large datasets.
-
Experience working on application modernization initiatives within federal or highly regulated environments.

Strong understanding of Agile methodologies, product management best practices, and iterative software delivery.

Experience managing product backlogs, roadmaps, and delivery using Jira and Confluence.

Agile Product Management certification such as PSPO, CSPO, POPM, or equivalent preferred.

Experience collaborating with software engineers, solution architects, UX designers, business analysts, and data engineers.

Strong understanding of APIs, systems integrations, cloud-based applications, and data-driven product development.

Ability to analyze qualitative and quantitative data to guide prioritization and product decisions.

Excellent communication, facilitation, and stakeholder management skills.

Proven ability to identify risks, manage competing priorities, and drive alignment across cross-functional teams.
Bonus Points

Experience supporting CMS or other federal healthcare modernization programs.

Experience working with healthcare, regulatory, or insurance data.

Familiarity with cloud-native platforms such as AWS or Azure.

Experience supporting enterprise data platforms, analytics, or reporting solutions.

Experience working within the Scaled Agile Framework (SAFe).

Compensation and benefits:
Pluribus Digital offers a competitive salary that is determined at the time of offer. Compensation will be based on experience and qualifications, with salary ranges aligned accordingly. If a candidate is a strong fit at a more junior or senior level to what is outlined here, we will assess them accordingly and apply the appropriate salary range during the hiring process. The range for this specific role is from $135,000 to $150,000 depending on experience. Salary is augmented with opportunity to earn annual bonus and medical/dental/vision benefits, PTO, company paid life insurance and a generous 401k match program.
