Credence has an immediate opening for an Operations Management (Special Projects & Manpower) at the senior level to support the Operations Management (OM) Division (AFLCMC/WAO/WBO) provides support to both PEOs for the F&AA and WB Directorates under the umbrella of organize, train, and equip, providing a direct link between the Directorates with HQ AFLCMC, HQ AFMC, and installations at Wright Patterson Air Force Base, OH.
This support includes administrative functions such as freedom of information act, records management, training, awards and decorations, as well as oversight for Management Information Systems (MIS) and Information Technology (IT), and Automated Data Processing Equipment (ADPE) inventory. Additionally, the division provides direct facility support and human resource management for both Directorates. The division serves as the senior functional for all non-functionally aligned resources owned by both the F&AA and WB Directorates.
Responsibilities include, but are not limited to the duties listed below:
- Coordinate recognition programs across Fighters & Advanced Aircraft, Bombers, and F-35; represent the directorates with functional area organizations; maintain effective customer relationships; assess customer satisfaction; explain organizational policies and procedures; resolve issues; provide management guidance and training; and assist with quarterly, yearly, special trophy, monetary, and honorary recognition nomination packages.
- Provide instructions and training to staff members and action officers on proper submission and tracking of staff packages in SharePoint and SOCCER; track OM suspense’s, eSSS, staff packages, operating instructions, and correspondence; and ensure OM suspense’s, including MIS/IT, facilities, resources, training, awards, manpower, safety, and security, are completed within required timeframes.
- Support special projects, initiatives, and assignments by identifying project needs, initiating milestones and goals, evaluating reports, analyzing facts, conducting research, preparing detailed responses, and supporting electronic file conversion efforts such as scanning old paper files and storing them on electronic media.
- Perform administrative tasks supporting OM functions, including tracking manning, preparing charts, entering data, integrating information into reports, generating and maintaining requirements, files, forms, and file plans, processing unclassified mail, accessing and handling classified material as required, preparing correspondence, operating office equipment, and assisting with office supply requests and itemized order lists.
- Assist in managing and tracking Fighters & Advanced Aircraft, Bombers, and F-35 training program activities, including tracking training budget information for the training Government Purchase Card holder, updating and retrieving training information from ETMS and integrated databases, and processing training requirements.
- Administer the Defense Travel System (DTS) at the organization level and assist the lead Defense Travel Administrator with site-level DTS administration; maintain working knowledge of the Joint Travel Regulations, DoD Financial Management Regulation, and DTS WPAFB Business Rules; serve as liaison between the Government banking entity, Commercial Travel Office, and Government travelers; and support CONUS and OCONUS travel preparation for program meetings, reviews, audits, and related activities.
- Maintain DTS expertise and remain current on DTS changes; train Fighters & Advanced Aircraft, Bombers, and F-35 personnel on DTS usage; serve as Tier I Help Desk for traveler questions and issues; elevate unresolved issues to the Defense Travel Management Office Travel Assistance Center; and assist with maintaining and creating travel authorizations, orders, and vouchers.
- Maintain DD Form 577 Appointment/Termination Records and Certifying Officer Legislation training certificates; collect and protect Privacy Act information; assign DTS roles and permission levels; create, receive, detach, and delete travel profiles; assist with establishing new accounts; oversee routing structures for approval and certifying officials; and review DTS profiles monthly to verify proper access, rights, and permission levels.
- Generate weekly mandatory DTS and Government banking entity reports for potential misuse and delinquencies; provide reports to Government leadership; run weekly departure status reports to ensure travelers are ticketed; and provide manpower insight to the AFPEO/FB, Deputy PEO, staff, divisions, and branches.
- Serve as manpower point of contact for division and functional offices; conduct organizational and process-related manpower requirements and programs; respond to functional and division requests to develop and coordinate CME project plans; interpret and provide background data for Requirements Approval Documents; and coordinate project plans for manpower determinants, process improvement studies, organizational change studies, and organizational performance consultant studies.
- Develop manpower requirement determinants using modeling tools or statistical methods; evaluate process measurement results, historical manpower, personnel, and workload data; recommend solutions to improve processes and maximize mission accomplishment through efficient resource utilization; and assist in resolving substantive problems, proposing organizational structures, realignment of functions, and staffing levels.
- Prepare CME products and ensure required acquisition services documentation is completed in support of mission requirements; prepare authorization change requests for CME authorizations; document CMEs correctly in official systems for the F/B Directorate; maintain CME organizational charts; and ensure CMEs are accounted for in Directorate Acquisition and Sustainment Unit models and AFLCMC risk-based tiering.
Requirements
Education, Requirements and Qualifications:
- Must have at least an active or current secret security clearance verifiable in the Defense Information System for Security (DISS).
- Master’s or Doctorate Degree in a related field and ten (10) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD;
- OR Bachelor’s Degree in a related field and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD;
- OR fifteen (15) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) years of which must be in the DoD.
- Must handle all official records in accordance with AFI 33-322, Records Management and Information Governance Program
