Credence has an immediate opening for a Logistics Manager at the senior level to support the B-2 Division who is responsible for the modernization, test, production, fielding and sustainment of B-2 aircraft and related systems. The B-2 is a high demand, low density fleet that is 20+ years old, is undergoing numerous concurrent acquisitions to solve obsolescence issues, and delivers critical aerial denial/anti-access and nuclear capabilities at Tinker AFB, OK.
Responsibilities include, but are not limited to the duties listed below:
- Coordinate all logistics elements, including spares, support equipment, training, facilities, technical data, and provisioning, to ensure integrated logistics support requirements are identified and tailored to the F/B Directorate’s needs.
- Advise and assist the Government in developing long-term weapon system supportability approaches that further Government acquisition strategy goals and objectives.
- Assist in obtaining needed logistics resources and participate in site surveys and program reviews.
- Perform analyses of sustainment and Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues and recommend suitable replacements.
- Generate and review logistics support documentation, including Integrated Logistics Support Plans (ILSPs), Life Cycle Sustainment Plans (LCSPs), Technical Orders, Technical Manuals, Electronic Technical Manuals, Illustrated Parts Breakdowns, Reliability Centered Maintenance Analysis (RCMA), and work specifications.
- Participate in integrated logistics support management team meetings, program management reviews, and related meetings, and assist the Government in performing logistics support analysis tasks.
- Create and maintain an all-inclusive database to track the status and location of Government Furnished Property (GFP) supporting the Program Offices.
- Produce or review program office documents supporting acquisition and sustainment logistics efforts across MSA, TMRR, EMD, Production and Deployment, and Operations and Support phases, including milestone activities.
- Assist in performing materiel solution analyses leading up to design reviews and developing draft documentation and presentation materials based on cost, schedule, and performance requirements.
- Apply logistics knowledge to plan, develop, implement, and manage comprehensive, affordable, and effective systems support strategies.
- Address product support elements, including systems engineering, design interface, supply support, maintenance planning and management, support equipment/automatic test systems, facilities, PHS&T, technical data management, manpower and personnel, training, computer resources, Critical Program Information (CPI), and Anti-Tamper (AT) provisions.
- Support logistics and maintainability programs, including requirements and resource identification, implementation of logistics support plans, acquisition requirements analysis, budgetary and financial analysis, life cycle cost analysis, AIS hardware and software standardization, and product support/RAM-C planning and assessments.
- Collect, compile, analyze, investigate, research, and apply logistics, maintenance, acquisition, and financial data and information.
- Develop, modify, prepare, and validate documentation related to automated logistics or maintenance data reporting systems and management information systems.
- Assist with technical analyses, planning, execution, and review of technical specifications and documentation supporting Reliability, Maintainability, Quality, Supportability, and Interoperability (RMQSI) efforts.
- Analyze Government Furnished Equipment (GFE), GFP, Support Equipment, life support, and demilitarization requirements.
- Analyze and compare Government and prime weapon system contractor GFE/GFP plans and schedules with program status, recommend corrective actions, and identify changes needed to comply with plans.
- Apply knowledge of GFP/GFE purchasing to determine costs, develop budgets, process purchasing documentation, resolve issues, and ensure adequate asset availability.
- Analyze configurations, deliveries, deficiencies, and training system requirements, and assist with integrating training requirements into production program plans and documentation.
- Maintain data files for depot and modification aircraft from inception through disposal and identify opportunities to reduce weapon system Air Force Total Ownership Cost (AFTOC).
- Support scheduled and unscheduled depot maintenance, modification tasks, and weapon system sustainment activities, including gathering and organizing data for Government technical evaluations.
- Perform technical data management and analysis, prepare reports, recommend actions, and manage Technical Order and technical data libraries.
- Access and maintain Government electronic technical systems, including the Integrated Electronic Technical Management System (IETMS) and Joint Computer-Aided Acquisition and Logistics Support (JCALS) system.
- Prepare engineering data management plans, Technical Order verification plans, and Technical Order management plans, and assist in identifying engineering data requirements and data rights claims.
- Arrange and support engineering data, Technical Order, and commercial manual guidance conferences and in-process reviews.
- Review, track, and monitor verification and delivery of engineering and technical data, identify manual requirements, and arrange printing and distribution of Technical Orders and updates.
- Identify, review, and analyze deficiencies, Engineering Change Proposals, Deficiency Reports, recommended Technical Order changes, and Technical Compliance Technical Orders or commercial equivalents.
- Support sustainment teams through data analysis, acquisition management, procurement, and logistics data management for critical assets, insurance spares, tooling, parts, and materials.
- Support development and maintenance of Post Production Support Plans, Post Production Transition Plans, and Transition to Post Production requirements and phased strategies.
- Support material efforts related to damage scenarios, recovery, rebuild and depot maintenance, production shutdown, risk mitigation, part configurations, and production asset disposition.
- Resolve DMSMS issues, research parts availability, establish aircraft parts supply priorities, resolve MICAP situations, and identify parts cost, lead times, and repair or manufacturing sources.
- Forecast supply support requirements and interface with the Defense Logistics Agency to coordinate, track, and monitor supply status.
- Provide logistics and USAF supply chain support, including use of applicable systems such as DoD EMALL, D200, and D043, while ensuring supply systems and procedures are followed per USAF guidance.
- Participate in process improvement activities and meetings, including IPT meetings, stand-ups, logistics reviews, program management reviews, SORT, and ESG forums.
- Prepare and coordinate program management agreements, Service Level Agreements, MOAs/MOUs, SOOs, SOWs, PWSs, electronic staff summary sheets, and other program documents or directives.
- Coordinate, facilitate, and support meetings, video teleconferences, conferences, action item reviews, SORT charters, and action item tracking.
- Provide technical, analytical, and sustainment support for depot activation, including software development, depot avionics testing and repair, logistics support analysis, peculiar support equipment acquisition, engineering assessments, technical data validation, and integrated master schedule tracking.
- Accomplish Source of Repair Assignment Process (SORAP) changes as directed by core activation requirements and apply knowledge of factors impacting source of repair decisions.
- Review logistics support analysis documentation for recommended changes to Source Maintenance Recoverability (SMR) codes and assess the technical documentation, support equipment, and skills required to accomplish repairs at the requested level.
- Report logistics support analysis results to the Government and document findings in monthly status reports and applicable Contract Data Requirements List deliverables.
Requirements
Education, Requirements and Qualifications:
- Must have a Secret clearance.
- Master’s or Doctorate Degree in a related field and ten (10) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD;
- OR Bachelor’s Degree in a related field and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD;
- OR fifteen (15) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) years of which must be in the DoD.
Records Management: The candidate shall handle all official records IAW AFI 33-322, Records Management and Information Governance Program.
