Overview

We are seeking an experienced Enterprise Data Steward to support the agency's enterprise Data Program by strengthening data management practices, improving data quality, and advancing data governance initiatives. This is a business-facing data stewardship role focused on coaching, stakeholder engagement, relationship management, and coordination—not software development, architecture, or IT engineering. The ideal candidate is an exceptional communicator who can guide business stakeholders through structured data stewardship processes while serving as the primary liaison between agency divisions and the Data Program.

Job Description

The Enterprise Data Steward will partner directly with assigned business divisions to improve enterprise data quality, strengthen stewardship practices, and prepare organizational datasets for quality measurement within VDOT's data governance platform. This position serves as the primary point of contact for assigned data stewards, leading client relationships, facilitating stewardship activities, providing coaching and training, and ensuring governance deliverables are completed consistently and on schedule. The successful candidate will help foster data literacy across the organization while promoting standardized data management practices that support enterprise data governance objectives.

Responsibilities

Client Relationship Management

  • Serve as the primary client-facing representative for assigned business divisions.
  • Build trusted relationships with internal stakeholders through clear communication and collaborative engagement.
  • Lead meetings, manage stakeholder expectations, and ensure timely completion of stewardship deliverables.
  • Guide business users through structured data stewardship activities and governance requirements.

Data Stewardship & Governance

  • Coordinate monthly stewardship meetings and ongoing engagement with assigned data stewards.
  • Assist with developing data scoping documentation, data dictionaries, business rules, and related governance artifacts.
  • Support the preparation of datasets for enterprise data quality measurement within the agency's data governance platform.
  • Promote consistent application of enterprise data governance standards and stewardship practices.

Training & Data Quality Support

  • Deliver coaching, training, and hands-on guidance related to data management, data quality, and stewardship principles.
  • Support agency-wide efforts to improve data literacy and stewardship competency.
  • Collaborate with business subject matter experts and system owners to address complex data quality issues.
  • Provide guidance on defining, measuring, and improving enterprise data quality.

Operational Coordination

  • Coordinate activities across multiple business divisions while managing priorities and documentation.
  • Maintain organized records of stewardship activities, governance artifacts, and project deliverables.
  • Ensure stewardship efforts remain aligned with enterprise data quality objectives and governance frameworks.

Requirements

  • Strong client-facing communication and relationship management skills.
  • Demonstrated ability to coach, facilitate, and guide business stakeholders through structured processes.
  • Strong knowledge of enterprise data management, data quality, and data stewardship practices.
  • Experience developing governance documentation including data dictionaries and business rules.
  • Ability to coordinate multiple priorities across cross-functional business teams.
  • Experience supporting enterprise data governance initiatives within a business-facing environment.

Minimum Qualifications

  • 8 years of experience with data management principles, data quality concepts, and data stewardship processes.
  • 8 years of experience serving as the primary client contact with responsibility for relationship management, stakeholder engagement, and customer-focused delivery.
  • 8 years of experience communicating effectively both verbally and in writing, facilitating group discussions, and guiding non-technical stakeholders.
  • 8 years of experience creating or improving data dictionaries, business rules, or similar governance documentation.
  • 8 years of experience coordinating activities across multiple divisions while managing priorities and maintaining organized documentation.
  • 8 years of experience working in data governance, data stewardship, or a similar business-facing data management role.
  • Must physically reside within the United States for the duration of the assignment.
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
  • Must participate in both web cam and in-person interviews as a condition of consideration.

Preferred Qualifications

  • Familiarity with Collibra or other enterprise data governance platforms.
  • Proficiency using Microsoft Excel, SharePoint, Microsoft Teams, and other standard productivity tools.

Compensation

This is a 1099 Contract opportunity.

Pay Rate: $58 – $78 per hour

Schedule

  • Start Date: July 13, 2026
  • End Date: June 30, 2027
  • Assignment Duration: Approximately 11.5 months
  • Work Arrangement: Onsite

Work Location

Richmond, Virginia

  • This is a fully onsite position.
  • Candidates are expected to work onsite at the assigned VDOT work location throughout the engagement.
