Job Summary

Join Qiddiya Investment Company as the Director of Rail Systems for the Q-Express project. This is a senior leadership role responsible for managing the design and construction of the rail systems for the Q-Express project within Qiddiya’s transportation infrastructure. The Director ensures stations meet safety, quality, operational, and aesthetic standards, while aligning with the broader project vision.

Your primary responsibility will be to lead the Rail System Design, Integration, Construction and Operations of the Q-Express Project . You will collaborate closely with various stakeholders, including external consultants, operational teams, and local authorities, to deliver an exceptional environment that aligns with the project’s vision and operational requirements.

This is a senior leader role, accountable for taking rail stations from design through construction to handover, ensuring they meet technical, financial, and strategic objectives within Qiddiya.

Key Responsibilities:

• Tender process: Support the drafting of the tendering documentation and the tender process, responding to Technical Queries and the tender evaluation.
• Design Management: Work closely with contractors & consultants to ensure the rail systems designs optimize functionality, accessibility and safety.
• Technical Approval & Compliance: Review Rail Systems designs to ensure compliance with codes, regulations, safety standards and systems integration.
• Project Planning & Delivery: Lead planning and execution of rail systems design & construction, including conducting site assessments, coordinate schedules, and managing delivery timelines.
• Construction Management of the Rail Systems: Oversee full construction lifecycle to ensure adherence to Employer’s Requirements and interface agreements (notably with the Civils elements).
• Safety & Quality Assurance: Enforce HSSE (Health, Safety, Security & Environmental) standards to ensure high-quality design and construction outputs.
• Stakeholder Coordination: Support the contractor’s liaisons with the appropriate stakeholders in order to obtain the required approvals for operations.
• Final Delivery & Operations: Conduct inspections to ensure the readiness of the Rail Systems for Operations.

Requirements

• Bachelor's degree in Railway Systems Engineering, Systems Engineering, Electrical Engineering, Mechanical Engineering or a related field (Master's degree is highly desirable).
• At least 12-15 years of experience in design, tenders and construction of Rail Systems, with a strong emphasis on high speed signaling systems.
• Demonstrated experience in leading multidisciplinary teams and managing complex projects from conception through to completion.
• Demonstrated experience on RAMS, setting targets/ requirements and monitoring operational performance.
• Deep understanding of industry trends, technological advancements, and operator preferences in signaling, telecoms, security, cyber security and other aspects of Rail Systems Engineering.
• Proven track record in Systems Integration and interface management to ensure the Rail Systems will be integrated during the design, construction and operation phases.
• Strong organizational skills with a keen eye for detail, ensuring the Rail System requirements reflect the functional requirement and objectives of the project.
• Excellent communication and presentation skills, capable of articulating complex ideas to diverse audiences.
