Note: For all Level-of-Effort and Completion-Type requests processed outside of the IWC Value Stream, and for which the contractor will not be reimbursed directly by IS for travel expenses, additional travel funding shall be allocated on a Not-to-exceed basis when the yearly Option is exercised.

Special Terms and Conditions: The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium. No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor whilst working on site. The contractor will be responsible for complying with all the respective National Health regulations in Belgium before taking up the position.

1. INTRODUCTION

The Cyber and Digital Transformation Division (CDT) oversees all aspects of cyber and digital transformation across the entire NATO enterprise and is the principal institutional engine for advancing the Alliance’s agenda on those issues. The division also coordinates on all aspects linked to countering hybrid actions. As a fully integrated civilian-military Division, it combines the strategic insight of the International Staff (IS) with the operational expertise of the International Military Staff (IMS), enabling coherent, credible, and actionable advice to NATO’s senior decision-making bodies.

The Digital Readiness and Operations (DROP) Section aligns digital enablers with operational requirements and ensures, in close coordination with the Capability Development and Plans Directorate, that resilient, interoperable, and mission-focused digital capabilities and services are effectively supporting Alliance readiness. This overarching objective is accomplished by providing executive support for the execution of the governance and the implementation of programmes and initiatives involving federation and interoperability of digital capabilities; governance support for the execution Education, Training, Exercises and Evaluation (ETEE); and leading NATO's efforts in Radio Frequency Spectrum (RFS) availability and management.

2. TASKS

The contractor will effectively and efficiently provide the following services, with a special focus on Business Continuity:

1. Provide support to the NATO Enterprise Business Continuity process. This includes setting the direction and requirements regarding Business Continuity for ICT, defining the NATO Enterprise part of Business Continuity maturity and other related tasks as necessary.

Measurement:

1. Acts as the staff lead and CDT PoC for all Business Continuity (BC) aspects regarding CDT Business Continuity within NATO HQ and its CISO role for the NATO Enterprise
2. Take into account the BC Programme of Work for all CDT relevant topics especially on Maturity, Discipline, BIA, S&R and CIS.
3. Redraft and update the existing NATO Enterprise Directive on Business Continuity for Technology
4. Redraft and update the existing NATO Enterprise Directive on Business Continuity for Technology
5. Update and if necessary, redraft the related Maturity Model.

2. Provide continuous and quality executive advice to the CDT leadership on the ongoing work of the BCAG including current and upcoming BC challenges for CDT.

Measurement: Provide tailored advice on BC to the CDT leadership, provide support to BCISOA to enable and facilitate risk-based decisions for the NATO Enterprise, taking into account BC relevant issues.

3. Provide the BC angle and expertise in support of Education, Training, Exercises and Evaluation (ETEE) accomplished or supported by CDT, in relation with BC.

Measurement: Supports the execution of ETEE, in relation with the BC Discipline.

4. Provide BC expertise in support of the lessons learned/lessons identified (LL/LI) from exercises, training events and operations.

Measurement: Captures and assesses lessons learned/lessons identified (LL/LI) from exercises, training events and operations, who included BC related topics.

5. Provide BC expertise in ICT Capability Development and Defense Planning (C3 domain).

Measurement: the “Business Continuity by design” approach is reflected in CDT advice for CPPs, JSAs, URs, NDPP etc.

6. Prepare the CDT contributions to the regular BC briefings and reports

Measurement: Delivery as required for the regular monthly BCAG meetings, the annual BC Conference, the annual BC Board and the BC Report to the Secretary General.

7. Provide support to unforeseen urgent requirements as necessary.

4. LOCATION OF DUTY

The service will be executed on-site at the NATO HQ offices in Brussels, Belgium. Limited travels to NATO bodies and Committee meetings in NATO Countries may be required.

5. TIMELINES

The services of the contractor are required for the period starting as soon as possible until 31st December 2026.

Possible extension of the contract in 2027. Contract extensions are subject to performance of the contractor, budget availability and related NATO regulations.

6. REPORTING & SPECIFIC WORKING CONDITIONS

The contractor will report to the Section Head Digital Readiness and Operations

7. TRAVEL

Occasional business travel may be required. Travel expenses will be reimbursed to the individual directly (in addition to the hourly rate) under NATO rules. Travel to Shape will not be reimbursed.

The contractor must be in possession of a NATO SECRET security clearance.

3. PROFILE

Required:

• The contractor must have previous knowledge and experience with Business Continuity with a focus on ICT (minimum 2 years), preferably in the context of NATO Enterprise.
• The contractor must be able to manage multiple stakeholders and act as a point of contact, distributing tasks on behalf of his leadership, collecting and aggregating contributions to deliver the requested products.
• The contractor must be able to set up and direct meetings and workshops as appropriate.
• The applicant must be able to demonstrate knowledge and experience in expertise in business continuity management within ICT domains.
• The applicant must be able to demonstrate knowledge and experience in familiarity with NATO operational structures, protocols, and security requirements.
• Excellent organizational, communication, and interpersonal skills.
• Ability to commit to a flexible working schedule as outlined above
