What We're Looking For

We are seeking a dynamic and experienced Vice President of Fraud Prevention and Monitoring to develop front-line fraud prevention and detection capabilities across the organization. This role is critical to safeguarding our partners, their customers, and our institution from evolving fraud threats while enabling responsible innovation in the fintech ecosystem.

This leader will build, scale, and optimize fraud prevention and monitoring strategies that protect the Bank, its partners, and end customers while minimizing unnecessary customer friction. The role serves as the central point of coordination for fraud prevention and monitoring, including cross-functional alignment, policy and procedure development, technology implementation, and regulatory readiness for fraud-related matters. This is an individual contributor who will primarily leverage the use of technology and closely coordinate with (but not own) activities performed within other departments.

Responsibilities:

Fraud Prevention & Detection Leadership

  • Own and manage the front-line fraud prevention and monitoring function across all business lines, products, and partner programs
  • Develop and execute a comprehensive front-line fraud prevention and monitoring strategy aligned with the organization's risk appetite and growth objectives
  • Oversee real-time monitoring, fraud alert management, escalation processes, and disposition workflows
  • Lead the design, implementation, and tuning of fraud detection rules, models, and decisioning systems across payment channels (ACH, wires, card networks, RTP, FedNow, etc.) and sensitive internal account activity
  • Monitor fraud trends, emerging typologies, and threat intelligence to proactively adapt front-line controls
  • Define and maintain clear escalation protocols to ensure timely routing of complex or high-risk cases to appropriate stakeholders
  • Design and implement proper information partitions to ensure information is shared appropriately across the organization.

Fraud Platform Administration

  • Serve as the business owner and administrator of all front-line fraud detection and prevention platforms and tools
  • Oversee platform configuration, rule management, threshold tuning, and system optimization to maximize detection efficacy and minimize false positives
  • Manage platform access controls, user provisioning, and role-based permissions across fraud systems
  • Coordinate platform upgrades, patches, and integrations with Information Technology and Engineering teams
  • Evaluate new fraud technology solutions in coordination with Enterprise Solutions and Financial Crimes Risk Management teams
  • Ensure platform performance monitoring, uptime requirements, and incident response protocols are in place
  • Maintain documentation of platform configurations, rule libraries, and change management logs

Fintech & Partner Program Oversight

  • Serve as the fraud subject matter expert for partner onboarding, due diligence, and ongoing oversight
  • Collaborate with partner management teams to establish fraud performance standards, SLAs, and escalation protocols for fintech partners
  • Evaluate and challenge partner fraud controls, ensuring alignment with bank policies and regulatory expectations
  • Provide consultative guidance to fintech partners on fraud prevention best practices and industry benchmarks
  • Coordinate cross-functionally with internal teams and external partners to support aligned fraud risk management practices
  • Partner closely with Compliance, Operations, Risk Management, Information Security, Product, Engineering, and Legal teams to ensure a unified and holistic approach
  • Work collaboratively with business development and strategic partnership teams to balance fraud risk with customer experience and revenue growth
  • Engage with Information Technology and Data Science teams to drive innovation in fraud detection through machine learning, AI, and advanced analytics
  • Coordinate with payment network partners (Visa, Mastercard, NACHA, The Clearing House, etc.) on dispute resolution, fraud reporting, and network compliance

Fraud Monitoring Management

  • Design and optimize front-line operational workflows including alert queues, decisioning trees, escalation paths, and response time standards
  • Establish and track key performance indicators (KPIs), including fraud loss rates, false positive rates, detection rates, escalation volumes, and resolution timelines
  • Manage the fraud monitoring budget and coordinate resource planning across people, processes, and technology needs
  • Develop and maintain front-line fraud policies, standard operating procedures, runbooks, and escalation playbooks

Reporting & Governance

  • Provide regular reporting to senior leadership and Board committees on fraud trends, losses, platform performance, and operational metrics
  • Participate in risk governance forums and committees as the first-line fraud operations representative
  • Coordinate with Compliance to support timely and accurate fraud-related regulatory and network reporting, including SAR-related referrals where appropriate
  • Support audit and examination activities related to fraud monitoring and platform controls

Required Qualifications:

  • 10+ years of progressive experience in fraud monitoring, fraud risk management or financial crimes within banking or financial services
  • Demonstrated experience working with or within fintech companies, BaaS (Banking-as-a-Service) platforms, sponsor bank environments, or partner banking models
  • Hands-on experience administering and configuring fraud detection platforms (e.g., NICE Actimize, Featurespace, Sardine, Unit21, Feedzai, or similar)
  • Deep expertise in payment network operations (Visa, Mastercard, ACH/Nacha, RTP, FedNow, wire transfers) including dispute management, chargeback processes, and network rules
  • Strong understanding of fraud typologies across multiple channels: card-not-present, account takeover, synthetic identity, authorized push payment fraud, check fraud, and first-party fraud
  • Proven ability to design and manage escalation frameworks and front-line operational processes at scale
  • Proven ability to work cross-functionally and build strong partnerships across business units, technology, compliance, and external partners
  • Strong analytical skills with the ability to translate data into actionable strategies
  • Knowledge of applicable law, rule and regulation (Reg E, Reg Z, Reg CC, UCC, EFTA, BSA)
  • Bachelor's degree in Business, Finance, Criminal Justice, or related field
  • Juris Doctor a plus, but not required

Preferred Qualifications:

  • Experience at an OCC regulated institution in a sponsor bank capacity
  • Familiarity with API-based banking, program management, and embedded finance models
  • Certifications such as CFE (Certified Fraud Examiner), CAMS, or CRCM
  • Experience implementing or managing machine learning-based fraud detection models
  • Track record of managing fraud platform migrations, implementations, or major upgrades
  • Communicate effectively with business, compliance, and technical stakeholders, translating requirements across audiences
  • Work collaboratively in a team environment and support reviews, projects, and team initiatives
  • Demonstrate strong organizational skills with a willingness to take ownership and responsibility for tasks
  • Manage multiple projects simultaneously with minimal supervision
