Program Summary

The U.S. Army Tank-automotive and Armaments Command (TACOM) sustains the Army’s mission to develop, acquire, field, and sustain ground combat, tactical, and support systems throughout their lifecycle. The program focuses on ensuring operational readiness, reliability, and safety of automotive and ground support equipment critical to Army operations.

Under this contract, personnel provide maintenance, repair, overhaul, and sustainment support in accordance with Army technical manuals, safety standards, and performance requirements.

Job Summary

The General Engineer performs engineering analysis, design support, and technical problem‑solving in support of TACOM‑managed systems and operations. This role supports system development, maintenance, troubleshooting, and process improvement efforts to ensure equipment reliability, safety, and mission readiness.

Roles and Responsibilities

  • Performs engineering for the development and execution of new construction, renovation and improvement projects for a variety of real property facilities requiring multi-engineering disciplines.
  • Project engineer for all phases of assigned work.
  • Engineering work involves research studies, design projects, and/or problems of a broad scope of special concern and is complicated by the presence of a limited number of complex features (e.g., fund limitations, unsuitable standard materials, scheduling difficulties).
  • Duties include complex parameters requiring diverse engineering principles in mechanical (heating, ventilation, and air conditioning), electrical (machinery and power demand), civil (site layouts and construction materials), and industrial (plant layout).
  • Monitors and/or manages substantial new construction, renovation and improvement projects and/or major recurring services contracts utilizing knowledge in the fields of mechanical, electrical and civil engineering.
  • Prepares documents for the development of construction packages.
  • Projects include critical documentation, of which the success of the project is dependent, and requires the review of unusual or controversial data where no directly applicable technical information is available. Projects involve determining total project considerations such as alternatives, cost economic analysis, feasibility, need, job requirements, budget, etc.
  • Considers unusual features, current design demands, conversion or construction as related to the type of change; intended use or purpose; relevant past experience; future plans; and workload to assure compliance with legal and regulatory requirements.
  • Modifies or makes compromises with standard methods to ensure the validity of projects and the installation mission capability.
  • Monitors, coordinates, reviews, assess the technical adequacy of plans.
  • Provides specification requirements for major projects.
  • Analyzes project designs and specifications for possible alterations that would reduce costs without any subsequent degradation to the quality or scope of the project. Projects involve the construction, modification, repair and remodeling, etc. of buildings, structures, roads, topographical alteration, and utility systems.
  • Reviews and coordinates design analysis, cost estimates, and specifications for complex structures based on very broad and general guidance from the user.
  • Analyzes and evaluates proposal and ideas submitted by others.
  • Prepares documents and coordinates with organizations for which the project is being developed.
  • Reviews data from these organizations to ensure valid policies, procedures, technical information, sitting, construction materials, electrical and power services required and other items which may result in project disapproval.
  • Researches and prepares project development and detailed paragraph justifications for projects.
  • Researches for construction project methods and materials where information of a technical expert is inadequate. Project considerations may include soil investigations, type of footings and sizes, building sizes and types, structural adequacy of material for construction, heating and cooling requirements etc. During Pre-award and award phase of construction projects and/or service contracts, reviews and/or negotiates contractor bids and/or contractor's detailed proposals and associated pricing.
  • Reviews and approves contract submittals.
  • Monitors contract activity to assure compliance with contract provisions and standards.
  • Conducts meetings with contractors and customers and/or project sponsors to assure adherence to schedules and designs. Initiates, estimates and negotiates change orders.
  • Certifies the degree of completion for payment to contractor.
  • Reviews and accepts Operation and Maintenance (O+M) manuals, As-built drawings, etc.
  • Reviews for technical competency and implements changes as needed on designs, layouts, plans, specifications, contract modifications, maintenance of industrial equipment, structures, and utilities. The review of items may affect the installation's future in major mission assignments.
  • Coordinates, assures timely and efficient implementation of project technical data with mission personnel through all stages of the project and follows-up on project details.

Basic Qualifications

  • Bachelor’s degree in engineering (e.g., mechanical, electrical, systems, or related discipline)
  • Typically 2-5 years of engineering experience in a technical, military, or industrial environment
  • Working knowledge of engineering principles, analysis, and problem‑solving techniques
  • Ability to read and interpret engineering drawings, schematics, and technical documentation
  • Strong analytical, communication, and organizational skills
  • Ability to work in a structured, compliance‑driven environment
  • Professional engineering knowledge, skills and abilities to coordinate and conduct technical review of all designs and construction projects.
  • Knowledge of professional concepts, principles and policies applicable to a full range of duties concerned with the design, layout and construction of such structures as buildings, structures, roads, utilities, and HVAC systems.
  • Must be familiar with several disciplines to ensure that areas of overlapping responsibilities between technical disciplines receive proper design considerations and that total project objectives are met.
  • Ability to obtain or maintain a U.S. Government security clearance (as required)
  • U.S. citizenship required

Preferred Qualifications

  • Previous experience supporting DoD, Army, or TACOM programs
  • Experience working with tactical or ground vehicle systems
  • Familiarity with Army Technical Manuals (TMs), engineering standards, and lifecycle sustainment processes
  • Experience with system testing, integration, or configuration management
  • Professional Engineer (PE) certification or Engineer‑in‑Training (EIT) status
  • Prior government contracting experience

Additional Information

This position will be a part of a work environment that may require standing, walking, and lifting. There is potential exposure to machinery, tools, fuels, oils, and outdoor conditions. Employees may also be required to work shifts, overtime, or weekend support based on mission needs.
