Program Summary

The U.S. Army Tank-automotive and Armaments Command (TACOM) sustains the Army’s mission to develop, acquire, field, and sustain ground combat, tactical, and support systems throughout their lifecycle. The program focuses on ensuring operational readiness, reliability, and safety of automotive and ground support equipment critical to Army operations.

Under this contract, supervisory personnel provide first-line leadership and operational oversight for maintenance and sustainment teams, ensuring work is performed in accordance with Army Technical Manuals (TMs), safety standards, quality requirements, and contractual performance metrics.

Job Summary

The Environmental Supervisor provides first‑line leadership and oversight of environmental compliance activities in support of TACOM operations. This role is responsible for supervising environmental technicians and staff, ensuring adherence to environmental regulations, and maintaining compliance with all applicable laws, permits, and policies. They will supervise environmental personnel in adhering to all federal, state, local, and Army environmental regulations (e.g., RCRA, Clean Water Act, Clean Air Act).

Roles and Responsibilities

  • Supervise and directly manages the hazardous material and hazardous waste programs.
  • Maintains significant responsibilities in the following environmental programs: Resource Conservation and Recovery Act (RCRA); National Environmental Policy Act (NEPA); Clear Air Act; Clean Water Act; Emergency Planning and Community Right-to-Know Act; Pollution Prevention Act; Toxic Substance Control Act and Solid Waste Management.
  • Maintains direct oversight of all hazardous material and hazardous waste operations as regulated by the Texas Commission on Environmental Quality.
  • Develops project plans for each assigned program, outlines environmental policy, and identifies long and short-term goals and objectives.
  • Coordinates with higher level staff regarding high cost and/or controversial projects. When unconventional environmental problems are encountered, employees prepare probable solutions for inclusion in recommendations.
  • Drafts plans and schedules and sets milestones for accomplishing program goals.
  • Incorporates federal, state, and local regulatory requirements into program design, implementation, and evaluation.
  • Budgets for program needs and prepares documentation to support request. Manages resources throughout completion of the project.
  • Serves as focal point for assigned programs when environmental regulatory personnel visit and inspect the installation.
  • Prepares reports and follows up on findings of noncompliance and notices of violations.
  • Upon request, applies for required permits and maintains their currency in accordance with pertinent regulations.
  • Consults and provides guidance to appropriate installation, local or state organizations in developing new or radically different procedures to correct violations or meet new program requirements.
  • Reviews plans, specifications, and cost estimates for a variety of projects for procurement by contract in support of the environmental program.
  • Responsible for ensuring preparation of documentation (e.g., environmental assessments, air conformity determinations) on facility projects when warranted.
  • Organizes, schedules, and administers supporting functions of appropriate meeting for discussion of environmental issues.
  • Establishes agenda topics, tracks resulting action items, coordinates development of presentations, and ensures complete staff coordination.
  • Coordinates issues pertaining to environmental compliance.
  • Advises top management, supervisors, staff and operating officials on matters concerning environmental compliance.
  • Participates in meetings with community groups, federal, state, and local regulatory agencies and other concerned groups regarding environmental concerns related to the assigned programs.
  • Supervises and directs the work of the branch which is staffed with environmental protection assistants, environmental protection specialists, and hazardous environmental workers. Subordinates are engaged in technical and administrative work.
  • Plans, assigns, and schedules work.
  • Sets priorities and objectives and advises of problems that may be encountered.
  • Provides advice and assistance as needed with problems.
  • Reviews work as necessary to ensure satisfactory accomplishment in conformance with established practices and procedures, adherence to policy, and soundness of recommendations and conclusions.
  • Sets performance standards, counsels’ employees on performance, and prepares performance appraisals.
  • Trains or directs training of new employees and instructs currently assigned employees on new techniques, changes in procedures, etc.
  • Interviews and select employees for the branch. Hears and resolves complaints and grievances, referring to higher authority those which cannot be resolved.
  • Approves or disapproves leave, initiates requests for personnel actions, formal training, etc. Supports the goals of EEO and Affirmative Action Programs.
  • Ensures that prescribed internal control standards are met so that resources in responsibility are efficiently and effectively managed.
  • Performs other duties as assigned.

Basic Qualifications

  • High school diploma or equivalent.
  • Typically 5+ years of experience in environmental compliance, safety, or related field in an industrial, military, or government environment
  • Prior supervisory or team lead experience
  • Personnel Management experience; Personnel Management experience; Obtain & maintain required Environmental certifications. IE RICRA, HAZMAT, etc.
  • Ability to obtain or maintain a U.S. Government security clearance (as required)
  • U.S. citizenship required

Preferred Qualifications

  • Bachelor’s degree in environmental science, environmental engineering, or related field
  • Previous experience supporting DoD, Army, or TACOM programs
  • Experience managing environmental compliance programs in maintenance or industrial environments
  • Familiarity with Army environmental policies and reporting systems
  • Professional certifications (e.g., CHMM, environmental compliance certifications)
  • Prior government contracting experience

Additional Information

This position will be a part of a work environment that may require standing, walking, and lifting. There is potential exposure to machinery, tools, fuels, oils, and outdoor conditions. Employees may also be required to work shifts, overtime, or weekend support based on mission needs.
