LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Directorate of Maternal, Child, Adolescent and Youth Health (DSM/E/A/J) is responsible for implementing public health policies related to maternal and child health. Its core mandate is to reduce maternal, neonatal, infant morbidity and mortality. Infant and neonatal mortality remain a constant concern in the country despite ongoing efforts by the government and its partners. Continuous availability of medicines and inputs for maternal, neonatal, and child health is a fundamental pillar for reducing maternal, neonatal, and infant morbidity and mortality.
In recent years, the national supply chain management system has undergone significant evolution characterized by:
- The progressive strengthening of quantification and supply planning mechanisms
- The increasing use of logistics data generated from DHIS2
- The progressive reinforcement of the Quantification Analytics Tool (QAT) as the national reference tool for forecasts and supply planning
- A growing need for advanced analysis of logistics data to improve continuous availability of inputs.
Given the complex logistics challenges, DSM/E/A/J requires support from a dedicated technical specialist to lead, optimize, and secure all processes within its supply chain. Accordingly, these Terms of Reference have been developed to recruit a high-level technical assistant who will support DSM/E/A/J in the effective use of the QAT tool and in strengthening mechanisms for planning, storage, distribution, and the continuous coordination of the system.
The Advisor will support the e-Maternal, Child, Adolescent and Youth Health Directorate in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Provide technical support to DSM/E/A/J in the overall management, operational monitoring, and strategic optimization of the supply chain for maternal and child health medicines and health products—from needs planning to last-mile delivery.
Quantification and Review:
- Provide technical support for annual quantification exercises for maternal and child health products using the QAT tool and lead periodic revisions based on actual consumption data and available stocks.
Order Management and Follow-Up:
- Coordinate with partners on order management and ensure rigorous monitoring of delivery timelines to prevent stockouts
- Strengthen strategic use of logistics data for decision-making
- Support the institutionalization of QAT as the national reference tool for forecasting and supply planning
- Develop mechanisms for validation, triangulation, and quality control of logistics data
- Support performance monitoring of warehousing and distribution carried out by ONPPC
- Develop dashboards and supply chain performance indicators
- Develop SOPs, guidelines, and standardized tools
- Support the formalization of processes
- Organize capacity-building sessions
- Contribute to the progressive autonomy of national teams
- Document achievements and institutionalized mechanisms.
Expected Results
Through this support, DSM/E/A/J aims to achieve:
- Sustainable improvement in the quality of logistics data
- Better capacity to anticipate stockouts
- Institutionalization of QAT as the single source for logistics data management and quantification
- Development of a data-driven management culture
- Strengthened supply chain performance monitoring
- Improved visibility of logistics risks
- Progressive strengthening of national technical autonomy.
REPORTING:
The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.
Qualifications
- Advanced university degree in logistics, health commodities supply chain management, pharmacy, or related field
- Minimum of 5 years of experience in public health supply chain
- Confirmed experience in quantification and supply planning
- Proven experience using QAT or similar forecasting and supply planning tools
- Experience in analysis and use of logistics data
- Experience with DHIS2, eSIGL, or other logistics information systems
- Proven experience in developing analytical tools, dashboards, and performance monitoring mechanisms
- Experience collaborating with partners and projects funded by the U.S. Government strongly desired
- Experience in U.S. Government-funded projects is a major asset
- Experience in pharmaceutical waste management desired.
- Strong preference for logisticians with experience or training in health product management
- Master’s degree in supply chain management, health logistics, health systems, or related fields highly desired
- Specialized training in health products supply chain management or public health is a major asset
- Additional training in data analysis, health information systems, or digital health is strongly desired.
- Excellent mastery of logistics management systems
- Strong analytical capacity
- Good command of data visualization and analysis tools
- Excellent understanding of quantification mechanisms
- Good understanding of early warning systems
- Ability to develop SOPs, standardized tools, and institutional mechanisms
- Good understanding of issues related to pharmaceutical input management.
- Ability to work in a matrix reporting environment
- Strong institutional collaboration skills
- High sense of ethics and confidentiality
- Ability to work in a support role rather than substitution
- Capacity to transfer skills and support national teams.
