[What the role is]

The Director, Product Strategy leads the Product Strategy Office (PSO) within the Engineering Programme Office (EPO), providing strategic leadership for the Government Digital Products (GDP) portfolios.



The role is responsible for shaping product vision, portfolio strategy, product governance and product management excellence across multiple digital products. Working closely with Product Managers, Engineering, Design, Delivery and business stakeholders, the Director ensures products are aligned to organisational priorities, citizen and business needs, and deliver measurable public value.



As the enterprise leader for product management, the Director establishes product operating principles, drives product capability development, and enables consistent, outcome-driven product practices across the organisation.

· Realising citizen- and business-centric digital services for a Smart Nation together with agencies, strategic partners and citizens.

· Being the trusted leader in digital product innovation and applied technology within the Singapore Government.

[What you will be working on]

Key Responsibilities

 

Product Strategy & Vision

 

·        Define and drive the long-term product strategy for Government Digital Products, aligned with organisational priorities and national digital outcomes.

·        Develop product portfolio strategies that maximise citizen value, business impact and strategic outcomes.

·        Translate organisational priorities into clear product roadmaps and investment priorities.

·        Identify emerging trends, technologies and user needs to shape future product direction.

 

Product Portfolio Management

 

·        Oversee the health, performance and strategic alignment of the Government Digital Products portfolio.

·        Establish portfolio prioritisation frameworks, investment principles and product lifecycle governance.

·        Balance strategic investments across new products, product enhancements and technical modernisation.

·        Guide strategic product decisions using customer insights, product analytics and business outcomes.

Product Governance & Operating Model

 

·        Define enterprise product management standards, frameworks and governance.

·        Establish consistent approaches for product discovery, prioritisation, roadmap planning and outcome measurement.

·        Drive adoption of product operating principles across product teams.

·        Ensure product investments remain aligned with organisational strategy and measurable outcomes.

 

Customer & Market Insights

 

·        Champion user-centred design and evidence-based product management.

·        Promote the use of customer research, behavioural insights, service data and experimentation to inform product decisions.

·        Ensure product strategies address evolving citizen, business and agency needs.

 

Cross-functional Leadership

 

·        Partner closely with Engineering, Design, Programme Management, Architecture and business leaders to align product strategy with technical delivery.

·        Facilitate strategic decision-making across product, engineering and delivery functions.

·        Build alignment across stakeholders on product direction, priorities and trade-offs.

 

Product Management Excellence

 

·        Develop product management capability across the organisation.

·        Establish communities of practice, playbooks, standards and career development pathways for Product Managers.

·        Coach senior Product Managers on product strategy, customer discovery, prioritisation and outcome-based product management.

·        Foster a culture of experimentation, continuous improvement and product innovation.

 

Product Performance & Outcomes

 

·        Define product success measures and portfolio-level performance indicators.

·        Establish mechanisms to monitor product adoption, customer satisfaction, value realisation and strategic impact.

·        Drive continuous portfolio reviews to ensure resources remain focused on the highest-value opportunities.

[What we are looking for]

Qualifications and experience

·        Degree and above in IT and related areas

·        Minimally 10-15 years of relevant experience in product management or equivalent roles, with a proven track record of leading large-scale technology, digital or business transformation programmes.

·        Demonstrated experience delivering programmes involving multiple stakeholders, cross-functional teams and external partners in complex environments.

·        Experience managing programme budgets, financial planning, resource allocation and programme governance.

·        Proven experience leading and developing multidisciplinary, high-performing teams.

·        Experience driving organisational change and transformation initiatives.

·        Experience managing commercial relationships, vendor performance and contract negotiations.

·        Experience working within the Singapore Public Service or similarly regulated environments will be an advantage.
