Job Description:

• To lead and establish the China Technology Centre as a strategic technology hub that enables Sun Life Hong Kong to achieve it’s multi-year technology transformation roadmap, and do so, in-line with the strategic objectives and operating principles of the Sun Life China Wholly-Foreign Owned Entity (WFOE).
• Anticipate and resolve complex, ambiguous, and cross-border operating issues relating to the setup and scaling of the centre, including local execution, governance interpretation, talent scalability, delivery capacity, employee experience, operational risk, and business continuity.
• Drive cross-functional governance, risk, compliance, and control alignment across the CTC working closely with Sun Life Hong Kong, Asia Regional Office, local management, Compliance, Risk, Legal, , Finance, Human Resources, and Technology stakeholders.
• Responsible for the deployment of Sun Life's corporate governance framework, policies, standards, and risk management requirements.
• Accountable for the financial management of the China Technology Centre, ensuring all budgeting, forecasting, expense management, vendor engagements, and resource planning activities are conducted in accordance with Sun Life's financial governance framework, delegated authorities, policies, and - control requirements.
• Partner closely with the WFOE’s customer entities (Sun Life Hong Kong) and Shareholder entity (Sun Life Asia Regional Office) to ensure that the CTC’s expenses, budgeting, billing and planning are all aligned throughout the organisation.
• Work closely with the HR Business Partner and HR COEs to support onboarding, employee administration, and people processes, ensuring compliance with local employment requirements and Sun Life's policies, standards, and governance framework.
• Compliance & Governance: Lead and be accountable for the China Technology Centre’s governance, risk, compliance, and control environment, ensuring alignment with applicable regulatory requirements, Sun Life policies, delegated authorities, governance frameworks, and control standards. Partner with -- Compliance, Risk, Legal, and Internal Audit to embed effective controls, address emerging risks, and resolve complex governance matters as the centre scales.

Requirement

• Bachelor's degree or above
• 15+ years of leadership experience
• Hands on experience in establishing, managing, or scaling shared services centres, capability centres, technology centres, captive operations, or offshore delivery organizations.
